02102016 February 10 2016 TRC Agenda PackageFebruary 10, 2016 NHC TRC Meeting Page 1 TECHNICAL REVIEW COMMITTEE AGENDA FEBRUARY 10, 2016 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, February 10, 2016 at 2:30 p.m. in the Lucie Harrell Conference Room (601) in the New Hanover County Government Center located at 230 Government Center Drive, Wilmington, NC to review the following development proposals: 2:30 p.m. Item 1: North College Apartments (High Density) – Request by Design Solutions for College Road Development Partners, LLC to consider approval of an 88 unit residential campus located near the 2600 block of North College Road. North College Apartments Site Plan History  Land was formally a portion of a mixed use project proposal circa 2012 that was withdrawn by the applicant.  TRC discussed the apartment campus at their January 27, 2016 meeting. Observations included the installation of a multi-use path along the property frontage of North College Road to the secondary entrance to Laney High School, internal traffic circulation, storm water, and current Level of Service (LOS -F) along North College Road. North College Apartments Site Plan Data - Current Zoning: B-2 Highway Business & R-15 Residential - Proposed Zoning: Conditional Zoning District (CZD) R-10 w/ Special Use - Water Service Public (CFPUA) - Sewer Service: Public (CFPUA) - Access: North College Road (SR- 2127) - TIA: TIA Completed for 120 units - Land Class: Transition & Conservation (adopted 2006 LUP) - Schools: Castle Hayne (over-capacity) Eaton Elementary (over-capacity) Trask Middle (over-capacity) Laney High (over-capacity) - 404 Wetlands: Potential NW Corner of Site - Conservation/Soils: Class IV Potential NW Corner of Site Planning Staff Observations - Install multi-use path along property road front to secondary entrance to Laney High School - No gates, traffic calming devices, or on-street parking permitted unless approved by TRC - Proposed project will require a Conditional Use Development (CUD) rezoning with Special Use Permit. - Potential COD/Wetlands/Class IV Soils needs to be field verified - Cluster mailboxes for apartment campus need to be considered and coordinated with local postal service February 10, 2016 NHC TRC Meeting Page 2 3:00 p.m. Item 2: Rachel’s Place (Performance Plan) – Request by Intracoastal Engineering, PLLC for Rachel’s Place, LLC to consider approval of a 154 residential lot project located near the 3000 block of Blue Clay Road. Rachel’s Place Site Plan History  Property (46.56 acres) was rezoned (Case Z-947) to Conditional Zoning District (R-10) by the Board of County Commissioners in January, 2016 with conditions.  Project discussion by TRC occurred at January 27, 2016 meeting. No eventful observations made at that meeting.
