02242016 February 24 2016 TRC Agenda PackageFebruary 24, 2016 NHC TRC Meeting Page 1 TECHNICAL REVIEW COMMITTEE AGENDA FEBRUARY 24, 2016 New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, February 24, 2016 at 2:00 p.m. in the Lucie Harrell Conference Room (601), New Hanover County Government Center, 230 Government Center Drive, Wilmington, NC to review two (2) preliminary site plans and discuss two (2) high density projects: 2:00 p.m. Item 1: Sunset Reach (Performance Extension) – Request by Hoosier Daddy, LLC to consider a one (1) year preliminary site plan extension for 68 residential units located at the western terminus of Rockhill Road. Sunset Reach Site Plan History TRC preliminarily approved the project February 26, 2014 for a total of 68 units (53 single family, 15 townhomes) with conditions. Since approval, no final plats have been submitted or approved on the project. The developer is requesting the preliminary validity of the site plan for one year (see attached letter). Site Plan Data - Zoning District: R-15 Residential (2.5 units per acre) - Water Service: Public (CFPUA) - Sewer Service: Public (CFPUA) - Road Designation: Private - Lots: 68 (53 single family, 15 townhomes) - Acreage: 17.78 - Conservation Resources: Yes (no development impact to resource) - TIA: Not Applicable (doesn’t meet scoping criteria) - Land Class: Watershed Resource Protection & Conservation - Schools: Eaton & Wrightsboro Elementary (over-capacity) Holly Shelter Middle (over-capacity) Laney High (over-capacity) Required Conditions (from Feb 26, 2014 site plan approval) 1) Updated & approved NCDOT Driveway Permit 2) No obstructions, traffic calming devices or on-street parking permitted unless reviewed by TRC. 3) The road stub known as Salvador Way be constructed to minimum NCDOT standards to the property boundary prior to the release of the final plat for all or a portion of the project. 4) Sidewalks on one side of each road will be required per the Subdivision Ordinance within the project. Sidewalk (5’) infrastructure will need to be coordinated with the CFPUA to avoid underground utilities. 5) As requested, an entrance gate to the project is permitted. However, a manned security guardhouse will be needed 24/7 or until there is written documentation from County Fire Services, County Sheriff, and New Hanover Regional Hospital that unobstructed access will be permitted in the event of an emergency. Channel Watch Site Plan History None – new residential project Site Plan Data - Zoning District: R-15 Residential (2.5 units per acre) - Water Service: Public (CFPUA) - Sewer Service: Public (CFPUA) - Road Designation: Private - Lots: 36 - Acreage: 21.8 - Conservation Resources: Yes – Pocosin & Swamp Forest - TIA: Not Applicable (doesn’t met scoping criteria) - Land Class: Transition & Conservation - Schools: Codington & Anderson Elementary (over-capacity) Murray Middle (over-capacity) Ashley High (over-capacity) Staff Recommended Conditions - No traffic calming devices, gates, obstructions or on-street parking unless reviewed by TRC. - Construction of a multi-use path is recommended along the project frontage of River Road in association with the adopted Greenway Plan. The path width displayed is ten feet. - A tree survey is required and will need to be approved by staff prior to the issuance of a sedimentation & erosion control permit. - Street inter-connectivity requirements are not met. Alternative access for emergency service delivery needs to be considered.
