05112016 May 11 2016 TRC Agenda PackageMay 11, 2016 NHC TRC Agenda Package Page 1 TECHNICAL REVIEW COMMITTEE AGENDA May 11, 2016 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, May 11, 2016 at 2:00 p.m. in the Lucie Harrell Conference Room 601 of the New Hanover County Government Center located at 230 Government Center Drive, Wilmington, NC to review the following residential projects: 2:00 p.m. Item 1: Gable Run (Road Design Adjustments) – Request by Phil Tripp, PE for Hole Developers, LLC to consider a reduction in the private road right-of-way width requirements from 45’ to 40’. The project is located near the 500 block of Jacqueline Drive, Greenview Ranches subdivision. Gable Run Project History  Original preliminary site plan approved by TRC in January, 2015 for 45 residential lots. Plan approval included public roads built and designed to NCDOT standards.  Site plan revised and approved by TRC in September, 2015 to reflect internal private road network due to number of off-site road improvements required by NCDOT. Private road standards included 45’ right-of-way with 24’ pavement width. Old Oak Road to be designated as public with road surface improvements.  Final plat submitted in April for phase 1 currently under review. Applicant Request  Road network in Gable Run has been constructed with 24’ of pavement width with 40’ right-of- way. Minimum right-of-way width for private roads is 45’. With roads mostly constructed, applicant requests waiver on road right-of-way width (see attached letter). 2:20 p.m. Item 2: Grand Bay at Beau Rivage (Performance Plan) – Request by SANCO of Wilmington to consider preliminary site plan approval of a 78 unit residential development located near the 6500 block of River Road, west side. Grand Bay at Beau Rivage Project History  Property was included as a part of the approved 1986 Beau Rivage Master Plan (1,125 units)  Original preliminary site plan approval by TRC in March, 1999 for 78 units.  Grand Bay: Section 1 final plat recording rescinded and recombined into one parent parcel in September, 2009 - preliminary site plan expires.  State Storm Water Permit valid until November, 2020.  404 wetlands map valid until January, 2018.  No significant design changes to site plan since original approval. Regulatory changes include: sidewalks, tree inventory, street lights, road inter-connectivity, Greenway Plan, private road standards May 11, 2016 NHC TRC Agenda Package Page 2 Site Plan Data - Zoning District: R-15 Residential (limited 2.5 units acre) - Water Service: Private (Aqua of North Carolina - Sewer Service: Public (CFPUA) - Road Designation: Private Parking Lot - Lots/Units: 78 (66 condos, 12 townhomes) - Acreage: 19.92 - TIA: N/A - Land Class: Transition & Conservation (adopted 2006 Plan) - Access: River Road - Conservation Resources: Tidal Marsh & Brackish Marsh (no effect on project) - Schools: Bellamy Elementary (over-capacity) Codington Elementary (over-capacity) CRECC (over-capacity) Murray Middle (over-capacity) Ashley High (over-capacity) Conditions Suggested (Planning Staff) 1) No gates, traffic calming devices or on-street parking unless reviewed by TRC. 2) Approved NCDOT Driveway Permit prior to final plat approval. 3) Display 100 year flood line on site plan. 4) Aqua of North Carolina approval letter supporting water capacity 78 unit project prior final plat approval. 5) Clarify sidewalks on site plan. 6) Waiver request needed for street inter-connectivity requirements 7) Feasibility of bus shelter and/or multi-use path in association with adopted Greenway Plan. 8) Cluster boxes recommended (coordinate with Monkey Junction Post Office). 9) NCDENR observations from Lewis (water quality) & Mairs (CAMA). 10) Any adjustments to Beau Rivage Master Plan. 11) Add the Private Road certificate to the site plan. 2:50 p.m. Item 3: Covey Commons (Performance Plan) – Request by Paramounte Engineering, Inc. for Dewitt Three, LLC to consider preliminary site plan approval of a 13 lot residential development located north of the intersection of Murray Road (near eastern end) and Covey Lane. Covey Lane Project History  New project proposal. Site Plan Data - Zoning District: R-15 Residential (limited 2.5 units acre) - Water Service: Public (CFPUA) - Sewer Service: Public (CFPUA) - Road Designation: Private - Lots/Units: 13 - Acreage: 6.36 - TIA: N/A May 11, 2016 NHC TRC Agenda Package Page 3 - Land Class: Wetland Resource Protection (adopted 2006 Land Use Plan) - Access: Covey Lane - Conservation Resources: None - Schools: Eaton Elementary (over-capacity) Murrayville Middle (over-capacity) Holly Shelter (over-capacity) Laney High (over-capacity) Suggested Conditions (by Planning staff) 1) No gates, traffic calming devices or on-street parking permitted unless reviewed by TRC. 2) A NCDOT Driveway Permit may be required. 3) Covey Lane is NCDOT maintained to the intersection of Cocker Court. A road maintenance agreement will need to be coordinated with the last two lots leading into the project prior to final plat approval. Paving should extend to the southern project boundary. 4) Road inter-connectivity and cul-de-sac requirements are not met for the project. A waiver from both requirements has been requested (see attached letter). 3:15 p.m. Item 4: Jacksons Ridge: Phase 2 (Performance Plan)- Request by Miles McCall, PLS for McAdams Homes, LLC to consider preliminary site plan approval of 7 additional residential lots located near the 6800 block of Murrayville Road, north side. Jacksons Ridge History  Preliminarily site plan approved by TRC for 22 lots in February, ‘14  Final plat approved by County for 18 lots in August, ‘15  Phase 2 represents 7 additional lots for a total of 25 lots for the entire project Site Plan Data - Zoning District: R-15 Residential (limited to 2.5 units acre) - Water Service: Public (CFPUA) - Sewer Service: Public (CFPUA) - Road Designation: Private - Lots: Phase 2 (7), Phase 1 (18)- Total 25 - Acreage: 10.17 (includes both phases) - Conservation Resources: Yes, WSF (Swamp Forest) - TIA: N/A - Land Class: Urban & Conservation - Schools: Eaton Elementary (over-capacity) Murrayville Middle (over-capacity) Trask Middle (over-capacity) Laney High (over-capacity) Suggested Conditions (by Planning staff) 1) No gates, traffic calming devices or on-street parking unless reviewed by TRC. 2) Revised NCDOT Driveway Permit may be required. 3) An unduplicated street name may be needed based on Phase 2 addition. 4) A waiver has been requested by the applicant pertaining to the pavement width (22’ shown, 24’ required) for private roads (letter of request attached). Planning staff will need to field verify the area prior to final plat approval. 6) Depending on the exact location of the new right-of-way, one or two trees may need to be mitigated.
