SEPTEMBER 21, 2016
New Hanover County’s Technical Review Committee (TRC) will meet on Wednesday, September 21,
2016 at 2:00 p.m. in the Lucie Harrell Conference Room (601), New Hanover County Government
Center, 230 Government Center Drive, Wilmington, NC to review the following preliminary site plan:
2:00 p.m. Item 1: Whiskey-Navajo Development (Performance Plan) – Request by Paramounte
Engineering, Inc. for Whiskey-Navajo Development Partners, LLC to consider preliminary
site plan approval of a 170 unit residential project located near the 5600 block of South
College Road, east side.
Whiskey-Navajo Project History
Conceptual project was reviewed by members off the TRC in late April, 2016. Agency observations
pertaining to the project from each agency were provided to the PE in charge several days after
conceptual review.

Planning Staff Observations
There are a number of outstanding elements reported by several reviewing agencies that may impact lot
and street design of the project. Some of the more important elements include:
1) Legal access resolution to the vacant lots located near Navaho Trail
2) Tree survey of the residential component of the project
3) Pending transportation impact analysis and recommendations
4) Pending construction plan submission to NCDOT with potential limiting driveway access to
“collector road”
5) Unduplicated road names
6) Class IV soil analysis by Soil & Water Conservation
Typically the above information is received and discussed with the applicant prior to placing the project
item on the TRC agenda for formal review and vote. In consultation with the project manager’s clients,
the decision was made to place the item on the TRC agenda on September 21, 2106.
