10262016 October 26 2016 TRC Agenda PackageOctober 26, 2016 TRC Meeting Agenda Page 1 TECHNICAL REVIEW COMMITTEE AGENDA OCTOBER 26, 2016 New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, October 26, 2016 at 2:00 p.m. in the Lucie Harrell Conference Room (601) of the New Hanover County Government Center located at 230 Government Center Drive to review the following: 2:00 p.m. Item 1: Beau Rivage Apartments (Performance Plan Extension) – Request by Tribute Properties to consider a preliminary site plan extension of one year for a 120 unit apartment campus located near the 6200 block of Carolina Beach Road, west side. Beau Rivage Apartments History TRC approved the apartment campus for 120 units on November 12, 2014. One year extension requests are considered if a final plat for all or a portion of the project is not submitted to the County for review after two years. To date, no final plats have been reviewed. Tribute Properties has indicated that nominal work has taken place on the property in the form of silt fencing and tree survey (see attached letter). No design changes have been made to the existing and approved preliminary site plan from November, 2014. Site Plan Data - Zoning District: R-15 Residential - Water Service: Private (Aqua of North Carolina) - Sewer Service: Private (Aqua of North Carolina) - Road Designation: Private - Units: 120 - Acreage: 11.53 (part of Beau Rivage Master Plan) - TIA: Not required (revised NCDOT Driveway Permit may be required) - Land Class: General Residential - Access: Carolina Beach Road - Schools: Bellamy & Anderson Elementary (over-capacity) Murray Middle (over-capacity) Ashley High (over-capacity) Required Conditions (some of these conditions have been met) 1) No gates, traffic calming devices or on-street parking allowed unless reviewed and approved by County Fire Services. 2) A revised NCDOT Driveway Permit may be required. 3) An updated fire hydrant plan be submitted to County Fire Services for review and approval. 4) A five foot sidewalk (north side of Beau Rivage Drive) from the entrance to Carolina Beach Road to the northwestern intersection of Rivage Promenade be installed. October 26, 2016 TRC Meeting Agenda Page 2 5) HOA documentation will be reviewed by County Planning staff and legal during final plat review on the following components: open space/rec area bet ween Beau Rivage proper & apartments regarding road maintenance, liability insurance and taxes, etc. 2:20 p.m. Item 2: 7230 Carolina Beach Road (Performance Plan) – Request by GSP Consulting for McAdams Homes, LLC to consider an eighteen (18) lot single family project located in the 7200 block of Carolina Beach Road, west side. 7230 Carolina Beach Road History None Site Plan Data - Zoning District: R-15 Residential - Water Service: Private (Aqua of North Carolina) - Sewer Service: Private (Aqua of North Carolina) - Road Designation: Private (waiver request road design standards) - Lots: 18 - Acreage: 11.78 - TIA: Not required (NCDOT Driveway required) - Land Class: General Residential - Access: Carolina Beach Road - Schools: Codington & Anderson Elementary (over-capacity) Murray Middle (over-capacity) Ashley High (over-capacity) Planning Staff Observations 1) A waiver request has been received asking for adjustments to County’s private road standards (r/w width reduction and pavement) along with the elimination of the sidewalk requirements. Applicant may want to consider constructing the road to NCDOT public road standards where less r/w required. 2) An unduplicated development name along with street(s) names may be reviewed at the final plat stage of project receives preliminary site plan approval. 3) The County’s official conservation overlay maps (COD) indicate the presence of Pocosin (WPO) in association with Pamlico Muck and Dorovan soils (Class IV). Two significant areas of WPO that may be a part of a larger resource of WPO traverse the project area and may potentially impact the overall design of the project. Planning staff has received a report from the Army Corps of Engineers identifying the presence of Federal regulated 404 wetlands that closely respond to the County’s official COD. Staff recommends a field check to determine conservation resources and applicable setbacks in accordance with County Zoning codes. 4) No gates, traffic calming devices or on-street parking should be permitted unless reviewed by Planning staff and County Fire Services. This project is located off and has direct access to Carolina Beach Road in New Hanover County, North Carolina. This project will be developed as an 18 lot single family subdivision that will contain Private Subdivision roads to serve all the lots. This project is proposing a roadway cross-section with a 40’ right-of-way with 22’ of pavement width with valley curb for a total section of 24’. Due to the narrow width of the subject site decreasing the proposed right of way from 45’ to 40’ allows the proposed lots to be larger to provide a larger backyard and to potentially reduce the amount of trees that will need to be removed. Because of these factors a waiver for the 45’ right of width is being requested. This project is proposed to be a small development proposing only 18 lots with no amenities and is located along Carolina Beach Road which is a ditch section road and has no sidewalks a waiver for the sidewalk requirement is being requested.
