A thank-you acknowledgement goes to Vopak for providing lunch. After lunch and membership announcements, the May 8th, 2013 meeting minutes were reviewed and approved before initiating an open forum. Membership Announcements: STATE OF NC ORGANIZATIONAL CHANGE • NC Division of Water Quality is now NC Division of Water Resources. Storm water is now under the Land Division Open Forum SUB-COMMITTEES • Chairpersons are needed for each sub-committee to ensure documents reviews are performed annually as required. • Elizabeth Meyer volunteered to chair the Emergency Planning & Response sub-committee with Teresa Smith providing documents for review. Other members include Eric Hatcher, Mike Alexander, Allen Turner, Mike Thompson, Jim Weaver, Elizabeth Meyer & Frank Meyer. • Diane Harvell to chair Community Education & Public Response sub-committee. Other members include Charles Smith, Justin West, Eric Griffin, Teresa Smith & Eric Hatcher. LEPC ACTIVITY - EPLAN • When Tier II requests are made for a specific facility to NH Co Emergency Management from the public, a request is made for the facility personnel to be informed. • Currently E-plan is required by the state so State of NC picking up cost for E-Plan over next year. After this time, it is unsure of who the financial responsibility will go to, or if E-Plan will be used at all. Request to look at other states to determine what plans they use. • Tier II submit database can be uploaded into E-Plan. Some counties still require Tier II submit even though state requires E-Plan use. • Question as to whether state has considered asking private corporations to fund and process a consistent database for this use. • E-Plan 1st responders have been trained for Wilmington City Fire Rapid Response Teams, but not for NH Co Fire Services. GENERAL • Clean Land & Harbor drill date set for November 20th at NH Co EOC. Drill to practice worse case discharge of oil on Cape Fear River. Same drill scenario for 3rd year. • Potential legislative changes put on hold as a result of Clark Group unavailability. Clark Group is an environmental group and has requested to be on the agenda for the next LEPC meeting. Lessons Learned CFPUA • Eric Hatcher indicated that CFPUA noted lessons learned from Hurricane Sandy. These included: 1) how to plan for extended fuel supplies; 2) plan to establish formal emergency fuel contracts. These were identified as part of the NC State Water Warn public works, as well as the use of re-entry credentials. CSX RAIL ACCIDENT • CSX Rail accident in March had a number of lessons learned. There was a lot of agency response and good incident command resulting in a really good learning event. CSX team was good to work with a fast response and same day rail fix. Thankful rail cars did not roll, rupture or spill. Access challenge resulted in a temporary road build. 1st response to train accident in area in 30 years. No further lessons discussed; meeting was adjourned Next LEPC Meeting: The next committee meeting will be held on November 13th at 12:00 noon at the NH Co Emergency Operations Center (EOC). This is the annual business meeting with the following expected to occur: 1) Subcommittee of E-Plan & Response to report 2) Membership information to be sent to state by year-end 3) Re-election of new officers for executive committee
