Next, Piedmont Natural Gas was thanked for providing lunch followed by introductions. After lunch and membership announcements, the August 14th, 2013 meeting minutes were reviewed and approved before initiating an open forum. Membership Announcements: NCDENR • Linda Willis will be representing NCDENR as voting member WILMINGTON FIRE • Discussions on responses to gas leak in residential neighborhood and Love Road train derailment • Kevin Cowan recognized Wilmington Fire for explosive support by safety officers • Annual live burn to be located behind Capital Ford NH Co • Frank Meyer is now the LEPC NH Co Fire representative CFPUA • EPA held 2 simulated water loss round-table discussions in NC, the 1st in Mecklenburg Co, and 2nd in Brunswick Co. Water priorities for firefighting, hospitals, schools were discussed. Emergency management involved with scenario priorities lasting from 1 day to 6 months • Company responsible for superfund site with PCBs went bankrupt and EPA approached CFPUA for waste water processing GE Hitachi • NRC biennial evaluated exercise at Wilmington site in October was a success with some improvement opportunities identified. Thanks to offsite agencies for their support. Invista • Clean Land & Harbor Drill scheduled for November 20th. LEPC • ESF-10 review by Emergency Planning & Response sub-committee with presentation expected for February 2014 Meeting. • Community Education & Public Response sub-committee to get action for public notification. NH Co PIO to take lead. • Duties & responsibilities of LEPC and LEPC roster distributed. Roster update requested. All LEPC members to update and respond. Open Forum USCG • Contingency planning committee scheduled for Nov 14th at Public Library on Military Cutoff. New commander will be available to meet. • Chemical Facility Anti-Terrorism Standards (CFATS) anti-terror program may generate more FEMA funding in this area and combine Emergency Response with Security funding. GENERAL • Patrick Lake meeting to occur in early 2014 concerning Hazardous materials EP Grant from US DOT. Expect that safety & security will be brought up per Obama’s Executive Order for Hazardous materials. 9% of grant money was lost in the area of training. • Funding for E-Plan at federal EPA level no longer exists as EPA points organizations towards Tier II Submit, so U of TX engaging each state directly. • Tier II Submit is a good web-based program, and old information will remain in program • State of NC funded $100K w/U of TX for E-Plan thru fiscal year ending 10/1/14. • State of NC established subcommittee to evaluate whether: 1) state stays with E-Plan; 2) use off the shelf Tier II submit program; or 3) create new system • NC is 3rd largest chemical producer behind TX and LA. Lessons Learned No lessons discussed; meeting was adjourned Next LEPC Meeting: The next committee meeting will be held on February 12th at 12:00 noon at a location still to be determined. The proposed agenda for this meeting includes the following: 1) Subcommittee of E-Plan & Response to report on ESF-10 review 2) Re-election of new officers for executive committee 3) Determination of meeting locations and sponsors for the upcoming LEPC meetings: a. February 12, 2014 b. May 14, 2014 (location will be NH Co EOC) c. August 13, 2014 d.
