Chairman Blackley asked if everyone had a chance to review the minutes from February 25, 2016 meeting and if there were any questions, comments, changes or corrections. Chairman Blackley stated the typos that needed to be corrected; the meeting was facilitated by Warren Lee not Chairman Blackley. Chairman Blackley asked if there was a motion to approve the minutes with these corrections. Jerry Brewer made a motion and Matt Davis seconded. All in favor; none opposed. Motion passed. OLD BUSINESS: Chairman Blackley asked if there was any items for old business. No one had any. NEW BUSINESS Chairman Blackley asked if anyone had any items for new business. Warren Lee introduced Joe Gurley from RCC (Radio Communications Co). Joe Gurley was accompanied by David Hansley who works with their regional sales and Matthew Dean who is a sales manager. David had a slide presentation of their products and discussed the P25 radios and systems and options available; their radio products include Harris, Kenwood and Tait. Matthew passed around some of their mobile products. Radio prices are based on the band(s) and the radio selected. They would be glad to provide a demo on any product your agency would like to see if you would contact them to set it up. After their presentation, David asked if there were any questions. No one had any. Chairman Blackley asked if Mike Cavaluzzi with Wireless would like to discuss the issue of using radios in the mall. Mike stated there are ongoing issues talking in the mall. One solution may be a repeater. This was the solution for the schools and it would work from the center of the mall or central location and possibly make PS 35 the mall channel. Things would have to be done inside the center but PS 35 is already programmed in the radios. Mike is putting together a demo and testing to see how radios will work in the mall. Radios will have to be worked with since it will be a different repeater for inside the mall. Harry Baumann asked if there was a time frame for this testing. Mike stated that it would take 30 to 60 days to be tested. Chairman Blackley asked if there were any other questions. No one had any. Chairman Blackley asked Leslie Chaney about the Freedom App. Freedom is installed and being primarily tested with fire. They are ready to move forward the next steps and that would be the Policy Considerations. Andy Whitley and Jennifer Price will discuss what they have learned from the pilot groups and give a demo of the app in our environment. Leslie stated that Freedom was procured by the County in this fiscal year as a priority project. The licensing does cover all first responders in New Hanover County. If you connect to CAD there are rights for you to use Freedom. Leslie also discussed major policy considerations. Just because it is an app there are still controls that need to be in place. Please see printout attached for these considerations. Matt Davis asked if it was going to be required to be agency owned devices installation only. Leslie stated that the County was asking that it be agency owned devices but the Board could rule that it is only agency owned for the other agencies that are not county entities. Matt said that he sees issues if there are personal devices used. Jennifer Price and Andy Whitley demonstrated the app. The app works best in Chrome. Events show in blue dots; that is a Sungard design. There is a Firehouse issue and they are continuing to work on this. Night mode is back. There is the ability to turn on AVL on demand on an administrative level. When using Freedom you will show up as an AVL unit. Andy asked if there were any questions. Training will start in May. Jennifer asked that the agency contact is one of the people scheduled for training when classes are set. Jerry Brewer asked if there was a cost for this to the agencies. Leslie stated that the cost for the site license for the Freedom App was purchased with surcharge money and it covers all the agencies. There is only one license eligible for surcharge and New Hanover County used the surcharge funds for this license. With this purchase the MCT/MDM licenses are not eligible for surcharge reimbursement. There was a discussion about recommending making it a policy that Freedom not be installed on personal devices. Chairman Blackley suggested there be discussions with all members not present to forestall any issues and making this a policy without everyone’s input since smaller agencies and agencies using volunteers may have personnel using personal devices not an agency supplied device. Leslie stated that all agencies are encouraged to be present at the next meeting so that they could have a vote for the Freedom App Policy Considerations OTHER ITEMS AND REPORTS 9-1-1 Center Chairman Blackley asked if Warren would update everyone on 911. Warren stated there is a new class starting on June 7. The last class of seven have been assigned to squads and started their hands-on training. IT Chairman Blackley asked Leslie for news from IT. Leslie informed everyone there have been some staff changes. Bruce Sandy is now a supervisor for the Public Safety team. Gia Long is moving over the team and will be the analyst for Fire and 911. Hopefully, they will be able to announce a hire for the Sheriff’s Office analyst. If this new hire occurs IT will be fully staffed for the first time in a while. Jennifer Price was promoted as a supervisor as well but on the business side of our agency. They are working on Priority Dispatch for Law for the next fiscal year. There is another project scheduled for next year. There will be a standard data warehouse so that agencies can self-serve to get call times and they will be readily available as needed. Mike Arkinson’s team will be spearheading the project. Chairman Blackley asked if there were any questions for IT. No one had any. Chairman Blackley asked if there were any other items to be discussed. Meeting adjourned at 11:18 a.m.
