2019-01-09 Minutes 9 January 2019 Meeting Minutes Vice-chair Andrew called the Port, Waterway & Beach Commission (PWBC) meeting to order at ~4:00. Participant introductions were made; attendance sheet is attached. The December 2018 meeting minutes were approved. Current Efforts The US Army Corp of Engineers (USACE) Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects: On 19 December, the USACE issued Weeks Marine a notice to proceed (NTP). With the NTP, Weeks Marine can initiate before placement surveys, equipment mobilization, and the ensuing project construction. A 16 January pre-construction meeting has been scheduled by the USACE including Pleasure Island officials and New Hanover County staff. An anticipated deliverable from the pre-construction meeting is Weeks Marines project construction schedule. Wrightsville Beach (WB) CSDR: The Wilmington District USACE is circulating an internal DRAFT of a post-Florence Project Information Report (PIR). The District anticipates transmitting the PIR to the South Atlantic Division in late January. Atlantic Intracoastal Waterway (AIWW) Maintenance Contract: On 19 December, the Wilmington District USACE issued a NTP to Southwind Construction for various maintenance dredging locations along the AIWW. At non- federal expense and as a contract option, the Mason Creek AIWW crossing was included in the USACEs AIWW scope of work. Staff has requested the construction schedule. Carolina Beach Inlet (CBI): As part of the ongoing vessel refurbishment, the USACE sidecast dredge Merritt is scheduled back in service in mid to late January. On 8 January, an opportunity for a seven to ten-day inlet maintenance event by the Merritt presented itself. The before dredge survey with estimated volumes is anticipated by 11 January. With the volume estimates, an event timeline can be determined. An April/May maintenance event has also been scheduled with a targeted hopper dredge plant using the inshore dredge material management site. WB CSDR Project, Post Authorization Change Report (PACR): On 7 December, the USACE provided stakeholders a project status update. The PACR st remains within budget and a Chiefs Report deliverable remains in the 1 Quarter 2020. source location, remains a challenge. CB, Beach Renourishment Evaluation Report (BRER): Staff continues to request a stakeholder project update from the USACE. A similar CBRA challenge is anticipated. Public Comment: Keith Smith (Prime Policy) provided a brief update centered on anticipated/associated Water Resource Development Act 2020 targets (PACR/BRER), Coastal Barrier Resource Act efforts (inlet borrow source locations) and AIWW confined disposal facility (CDF) non-federal usage. Ken Willson shared a potential action by the NC Beach Inlet and Waterway Association (NCBIWA) regarding the non-federal CDF usage issue and potentially securing DC advocacy representation. There was discussion of the Wilmington Districts opinion of differentiating between deep and shallow draft navigation in terms of USACE CDF policy applicability. Current Efforts: Carolina Beach (CB) and Kure Beach (KB) Fiscal Year (FY) 2019 Coastal Storm Damage Reduction (CSDR) Projects The US Army Corps of Engineers (USACE) issued the Notice to Proceed (NTP) to Weeks Marine on 19 December 2018. A preconstruction meeting and a Weeks Marine construction schedule are pending. On 2 January, the USACE provided CB and KB staff the post-Florence modified Project Information Reports (PIR). Wrightsville Beach (WB) CSDR The USACE post-Florence PIR is under review by the Wilmington District. A South Atlantic Division transmittal is anticipated in late January. Atlantic Intracoastal Waterway (AIWW) Maintenance Contract The USACE held a pre-con on 19 December and issued Southwind Construction a NTP. Southwind inferred a start date near 15 January with a preferred start location at Fort Macon and working south. A firm construction schedule including the Mason Creek crossing is pending. Carolina Beach Inlet (CBI) The final refurbishment of the sidecast dredge Merritt is anticipated for late January. A shakedown event (one or two days) is anticipated in late January/February. The Merritt is scheduled in April/May for the next inlet maintenance event. WB, Post Authorization Change Report (PACR) Based on the 7 December project update, the PACR is on schedule and within budget. CB, Beach Renourishment Evaluation Report (BRER) A project update has been tentatively scheduled for January 2019. The USACE draft document release date is tentatively May 2019. The non-federal Risk Reduction Plan is complete and awaiting submittal. On Wednesday, December 19 th at the Craven Community College in New Bern, the NC Division of Water Resources led the Shallow Draft Inlet stakeholders meeting. The NC Beach Inlet and Waterway Association and the USACE presented -federal use policy of dredge material management sites along the AIWW. Public Comment: Adjourn
