1.Sheryl began the meeting at 12:35 pm and briefly went over the agenda.
2.The members in attendance read over the meeting minutes from February 19, 2019 and unanimously
approved the minutes.
3.Gwen gave out a printout that listed agencies that were missing paperwork from their application
submissions. Most were missing Solicitation Licenses of which they were denied a new one because of
missing financials and incorrect payments made for the licenses.
4.The comparative rubric scoring was posted on the wall for everyone to see and start discussing funding.
5.The Committee discussed the categories not considered for funding last year, which included capital,
marketing and salaries not directly tied to service delivery. Of those applications received, the Committee
identified the following as having one or more of these components: Elderhaus PACE (capital and
marketing); First Fruit Ministries (capital), and Wheel of Hope (salaries). The Committee also discussed
whether to consider funding for events, as had been requested by the Rev. Dr. MLK, Jr., SENC
Celebration Committee Inc. Preliminary recommendations were to include $15,000 for technology for
Elderhaus PACE, $30,000 for the MLK Celebration Committee under the condition that they increased
access to events by 1,000 individuals, and no funding for First Fruit Ministries or Wheel of Hope. The
Committee also made a preliminary recommendation to reduce funding for the Wilmington Children’s
Museum to $6,000 to remain within the Committee’s $1 million funding allocation.
6.The Committee then discussed whether each member was in agreement with the recommendations, and
it was ultimately decided that the level of funding requested by all agencies should be further vetted to
ensure funding is in line with the proposed services. The Committee decided to take up this discussion at
its next scheduled meeting on Thursday, March 14. They also asked for a copy of the Committee’s scoring
rubric from the prior fiscal year.
