A Public Safety Communications Center Policy Board meeting was held on Thursday March 28, 2019 at 116 Conference
Room, 230 Government Center Drive, Wilmington, North Carolina.

The meeting was called to order at 10:02 am.
There was not a quorum so items were discussed but February Meeting
notes were not voted on or approved.
OLD BUSINESS:
Freedom and Central Square
Chairman Blackley asked if there were any updates on Central Square. Gia Long stated that testing for auto enroute on Engine 18 is going well.
Chairman Blackley asked if there were any more questions about Freedom and Central Square; there were none.
Southside Communications
Chairman Blackley asked Steven Still about the
Southside Communications equipment that was under repair in January. Steven stated there were still a couple of issues being worked out. They have reached out to David Whicker from
the NC State Highway Patrol to assist with testing.
Steven also stated that the request for an additional tower site is a three to five-year process to get it approved; we are at
the beginning of this phase. They are requesting a formal written letter for the location.
Chairman Blackley asked if there were any questions for Steven about the Communications
system repairs; there were none.
Chairman Blackley asked if there was any other old business for discussion; no one had any.
NEW BUSINESS
Chairman Blackley asked if there were any
items for new business. Steven Stilll wanted to introduce Anna McRay as Emergency Management’s new Assistant Director. She has joined the department from Henrico County Virginia.

OTHER ITEMS AND REPORTS
9-1-1 Center
Chairman Blackley asked Steven Still if he could update everyone on
911. Steven stated the 911 staff from the center has completely moved to the backup center. They are working in tight quarters but the backup is now fully redundant.
Steven informed
everyone the move has allowed the engineer in to determine the damage of the EOC and 911 center. The engineer should have his report ready in two to three weeks.
Steven asked Matt Langley if he had any updates to add. Matt stated they were testing new applicants for a June 2019 hire date.
Karen Benton stated that the Quality Assurance team
has been reviewing the stats for the 911 center; the staff is on target as there is only 3% non-compliant. With the move to the backup center has not affected call processing times.
Chairman Blackley asked if there were any questions for Steven or his staff; no one had any.
IT
Chairman Blackley asked for an update for IT. Cindy Hewett stated they are moving forward
with Windows 10 deployment. They started on some of the computers in the backup center this week.
Cindy also said that the multifactor authentication is now in place and there are
about 480 people in the security group.
Cindy asked Gia Long if she had anything to add. Gia said there is an upgrade coming to RMS, JMS and test. This will upgrade to 18.5 by the
end of April. CAD and mobiles will be next week.
Chairman Blackley asked if there were any questions for IT. No one had any.
