06.05.19 Board of Health Meeting Minutes1611 Dr. Robert Schiffel, Chair of the New Hanover County Board of Health, called the regular business meeting of the Board of Health (BOH) to order on June 5, 2019 at 8:02 a.m. in the Carl Durham Auditorium of the New Hanover County Public Health Department. The motion was properly seconded. Upon vote, the motion carried unanimously. Approval of Minutes: Dr. Stephanie Smith moved that the minutes from the May 1, 2019 meeting be approved as amended and submitted. Dr. Mark Morgan seconded. Upon vote, the minutes were approved as submitted. Approval of Consent Agenda: Ms. Amy McLane moved to approve the consent agenda. Dr. Stephanie Smith seconded. The Board approved the ratification of Health Program Administration’s grant application and the acceptance of Safe Kids North Carolina’s 2019 Safe Kids Day Grant - $400 for FY2020 Public Comments: Former Board of Health mem bers, current and former County Commissioners, along with former health director, Dave Rice, made comments reflecting on experiences with the Board of Health and its transition to a consolidated Health and Human Services (HHS) Board. Recognitions: New Hire: Tracey Wooten, Public Health Nurse, Clinic Services, Personal Health Services Years of Service 15 Years: Wendy Farr, Social Worker, CC4C/PCM 1612 25 Years: Nikki Todd, Supervisor, Community Health 30 Years: Beth Topping, Social Worker, CC4C/PCM NHC SERVE Professional Development Academy: Nikki Todd, Community Health Supervisor Stellar Award – Accountability & Professionalism: Lisa Brown, Preparedness Coordinator Budget Review & Financial Update (Including Grant Status) Ms. Bunny McClure, Deputy Chief Finance Officer, presented the FY20 Budget review. Ms. McClure then gave an overview of the current FY18-19 financial reports and grant status. Summary 2018-2019 Budgeted Actual YTD % FY 18-19 FY 18-19 Expenditures $15,255,072 $10,297,913 67.50% Revenue $8,915,491 $5,746,068 64.45% Net County $$ $6,339,581 $4,551,845 71.80% Grant Status – The Grant Status was provided to the Committee. Bunny stated that the two Safe Kids grants, each for $400, will be added to the Grant Status report. Following some discussions with regards to the proposed budget, the board thanked Ms. McClure for her presentation. Old Business: HHS Board Nominating Committee: Dr. Stephanie Smith discussed rolling over board roles to the nominating committee to serve on HHS Board and made a motion that board members who do not wish to have their names forwarded to consolidated board email her directly. Dr. Mark Morgan seconded. Upon vote, the motion passed unanimously. New Business: Community Health Assessment (CHA): Katelyn Matney reported on information that was collected for the Community Health Assessment, which took place before Hurricane Florence. She stated that there was a good probability that the results, which were based on social determinants before the hurricane, would be skewed. Moving forward, more data will be collected this summer with the help of UNC-W ilmington and East Carolina University students, in partnership with 30 community organizations. NCCARE360 – Attachment I Ms. Katelyn Matney provided and overview of NCCare360, the first statewide coordinated care network in the country. Mr. Phillip Tarte commented that NCCare360 would allow us, as a provider, to communicate someone else’s needs electronically and securely in real time and then track the outcome. The platform is free, meets accreditation standards, and can be used for everyone regardless of insurance status – a necessity for the Healthy Opportunities strategy. NCCare360 is expected to integrate with the EPIC medical record. Ms. Matney, informed that board that the tracking of referrals will be done via email. Comments: Board members commented regarding their tenure on the Board of Health. Dr. Mark Morgan commented regarding Skin Cancer Awareness Month and expressed the importance of early detection. Adjournment Being no further business Chair, Robert Schiffel moved the meeting be adjourned at 8:52 a.m. NC CARE360 Attachment I Overview NCCARE360 is the first statewide coordinated care network in the country to connect healthcare and human services partners together. NCCARE360 implementation started in January 2019. NCCARE360 will be available in every county in North Carolina with full statewide implementation by end of 2020. There is growing recognition that better coordination and investment in the non-medical drivers of health, like access to healthy food, safe and affordable housing and well-paying jobs, can improve health and decrease health care costs NC CARE360 Components Through NCCARE360, community partners will have access to: A robust statewide resource directory that will include a call center with dedicated navigators, a data team verifying resources and text and chat capabilities (summer 2019) A community resource repository to integrate resource directories across the state to share resource data Ability to connect NC 2-1-1 updated resource directory to NCCARE360 (complete) A community engagement team working with community- based organizations, social service agencies, health systems, independent providers and more to create a statewide coordinated care network Privacy 360 is compliant in its infrastructure and access controls with: Health Insurance Portability Act (HIPAA) Family Education Rights and Privacy Act (FERPA) Federal Information Processing Standards (FIPS) Organizations Currently Engaged Health Care, 331, 37% Housing, 139, 16%Employment, 92, 10% Food Assistance, 158, 18% Interpersonal Violence, 91, 10% Transportation, 78, 9% Health Care Housing Employment Food Assistance Interpersonal Violence Transportation 360 Platform Allows in-network providers (healthcare, community-based org, care mngr, etc)to: Communicate in real time Make electronic referrals Securely share client information Track outcomes together Free Meets Accreditation Standards For everyone Necessary for the Healthy Opportunities Strategy
