2019-06-25 Minutes Page 1 Meeting Minutes New Hanover County/City of Wilmington Community Relations Advisory Committee NHC Library – 101 Chestnut Street, New Hanover Room June 25, 2019 – 5:30 PM Committee Members Present: Chair Evelyn Bryant, Vice-Chair Owen Wexler, Reverend Charles Davis, Jeff Hovis, Jen Johnson, Kathy King, Dr. Kent Locklear, Kristen McKeithan, Lori Wainright, Dr. Anne York. Absent: Elise Rocks, Florence Warren Staff Present: Tufanna Bradley-Thomas, NHC; Dahria Kianpour, NHC; Lieutenant Kelvin Hargrove, Wilmington Police Department I. Call to Order Chair Bryant called the meeting to order. Quorum established. II. Approve Agenda MOTION: Ms. King MOVED, SECONDED by Mr. Wexler, to approve the agenda. Upon vote, the MOTION CARRIED UNANIMOUSLY. III. Approve Minutes MOTION: Dr. York MOVED, SECONDED by Mr. Wexler, to approve the minutes of May 28, 2019. Upon vote, the MOTION CARRIED UNANIMOUSLY. IV. Public Comments: None V. Sub-Committee Reports: Mr. Wexler reported for the Crisis Prevention/Preparedness Sub-Committee as follows: The sub-committee did not have a quorum, therefore, no official action was taken. A representative from the New Hanover Disaster Recovery Coalition was present and brief discussion was held regarding emergency response. The Committee Crisis Plan was emailed to C-RAC members for review in advance of this meeting. A brief discussion was held regarding the plan. The Committee Crisis Plan is to serve as a guide for various types of issues that may arise. Suggestions for changes may be emailed to Mr. Wexler. Ms. Wainright reported for the Programming Sub-Committee as follows: The sub-committee is continuing to update the resource list. Dates and contact information for several organizations will be added. The survey will be sent to the contacts from the resource list to help share awareness of the survey, which is tentatively scheduled for disbursement in September depending on the schedule of the UNCW students as they are involved in the project. Dr. York reported for the Public Education Sub-Committee as follows: th The sub-committee held the first Meet and Greet on June 12 at Creekside Community. The next Meet and Greet is tentatively scheduled in September and more details will be provided once the location has been confirmed. A Meet and Greet is also tentatively scheduled in December at the Pine Valley Library. There have been three Resource/Outreach Site events held. Members are encouraged to help publicize this and are invited to volunteer to work the site. It is held every Monday from 9am to 10am at the Downtown Library. Ms. Bradley-Thomas shared flyers with the City and requested it to be disbursed to all the community centers. Page 2 VI. Approve Community Crisis Plan: A brief discussion was held regarding the Community Crisis Plan, which is a working document and a guide to follow if a crisis arises that C-RAC may need to address. MOTION: Ms. Wainright MOVED, SECONDED by Dr. York, to adopt the Community Crisis Plan. Upon vote, the MOTION CARRIED UNANIMOUSLY. th VII. Debrief of June 12 Meet and Greet: th Ms. Bradley-Thomas provided an update regarding the Meet and Greet held on June 12 at Creekside Community. About 20 people attended along with several C-RAC members. The topic was WAVE transportation and in attendance was the WAVE director, assistant director, and a board member. The discussion with the community was very engaging, however, there was not enough time to network with the community since there was another meeting that followed right after the Meet and Greet. Concerns and questions were addressed, some of which WAVE were unaware of. A brief discussion was held regarding ridership, vehicle tax, and ADA compliance issues. Dr. York will contact WAVE to invite them to provide a 15-minute presentation at the C- RAC meeting in July. C-RAC members are to email Dr. York their questions/concerns in order for WAVE to prepare answers for the presentation. Dr. York will work with Ms. Wainright to contact the WAVE representatives. Jeff arrived at 6:13pm. VIII. Debrief of Presentation to City of Wilmington: th Chair Bryant presented the C-RAC update to the City Council on June 18. The update went well and she will be presenting to the st County Commissioners at the July 1 Board Meeting. A brief discussion was held regarding the C-RAC survey in comparison to the City survey which was recently distributed. The two surveys are different and the hope is that the C-RAC survey will bring public awareness of C-RAC. XI. New Business:  Review meeting procedures and public comment process: A brief discussion was held regarding the guideline handouts provided for public comments and meeting procedures. The guidelines are suggestions for members to follow in order to keep meetings efficient and timely. Ms. Bradley-Thomas and Ms. Kianpour will create step-by-step guidelines for the public comments and meeting procedures. MOTION: Dr. York MOVED, SECONDED by Mr. Wexler, to table the review of meeting procedures and public process until the next C-RAC meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.  Review Google Drive access: Ms. Bradley-Thomas provided a brief overview for how to access the C-RAC Google Drive. X: Announcements:  th Resilience Film Screening: June 27 at 12pm and 4pm at Port City Community Church.  Ms. Wainright announced there will be a peaceful protest in front of the George Davis Statute, which is a confederate statute, th on June 29 from 3pm to 4pm.  th YWCA Potluck for Peace: July 18 at 6pm at the Community Boys and Girls club.  Dr. York will send more information of a community listening session at Cape Fear Community College regarding the equal th justice initiative and the monument project. It will be held July 27 from 10am to 12pm.  Various lunch and learn seminars about emergency preparedness trainings are offered at New Hanover County for employees th and boards/committees throughout the year. The first seminar is on June 20 at 11:30am in the Northeast Library.  ndrd New Hanover County Conference on Government: August 2 and 3 from 8am to 5pm at the Government Center.  ththrd Summer Food Service Program: June 24 – August 9, Monday thru Friday from 11:30am to 12:15pm in the 3 floor of the Main Library. Free summer meals for kids and teens 18 and under.  More details forthcoming regarding a kids summer camp with NAACP. XI. Adjourn: Meeting adjourned at 6:53 pm.
