OPENING
Chair Pollard called the meeting to order at I 1:33 a.m. The New Hanover County Board of
Elections meeting was held in the conference room at 230 Govemment Center Drive, Suite 38,
Wilmington. All members were present.
APPROVAL OF AGENDA
, Chair Pollard moved that the Agenda be approved as submitted. Motion carried unanimously.

There were no public comments.
NEW BUSINESS
Canvass of the 2020 Primary Election
Director Hunter-Havens deseribed the canvass process which, after all votes have been correctly
counted and tabulated, will culminate in authentication of the official results and finalization of
the election. She stated that Caroline Dawkins, Program and Outreach Coordinator, managed the
reconciliation process and team. Ms. Dawkins provided copies of the 2020 Primary Election
Reconciliation Notes and gave an overview of the One-Stop and Election Day reconciliations.

She reported that all votes had been counted including machine-rejected. They were unable to
reconcile four One-Stop transactions with each site having one more voter history than votes
cast. Although the Election Day Reconciliation difference for all 43 precincts was 117, she
expects the number of unreconciled to be significantly less after additional review.
Director Hunter-Havens distributed copies of the official By Contest Results and the Precinct By
Precinct Results. Chair Pollard moved that the canvass for the March 3,2020 Primary Election
be approved. Motion carried unanimously. Board members signed 5 copies of the Primary
Election Canvass Abstract and official results tapes. Original copies of the Canvass Abstract will
be retained by the county board of elections and distributed to the State Board of Elections and
Superior Court Clerk for New Hanover County.
GENERAL DISCUSSION
Member Washburn requested that Director Hunter-Havens inform him if the votes for any
candidates were close enough for a recount. Chair Pollard thanked the staff for their hard work
and Board members for their commitment to ensuring another successful election.
ADJOURNMENT
Chair Pollard moved that the meeting be adjoumed at 12:02 p.m. The next regular meeting of the
Board is scheduled to be held on April 14, 2020 at 4:30 p.m.
