Jackson, Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:10 a.m. on Wednesday, April 1, 1998, in the Dr. Thomas Fanning Wood Memorial Conference Room, New Hanover County Health Department, Wilmington, North Carolina. Rice, Health Director Lynda F. Smith, Assistant Health Director Frances F. De Vane, Recording Secretary I Invocation: Dr. Thomas V. Clancy gave the invocation. Minutes: Dr. Jackson called for corrections to the minutes of the March 4, 1998 New Hanover County Board of Health Meeting. The minutes of the meeting of March 4, 1998 were corrected and approved by the New Hanover County Board of Health. Recognitions: Certificate of Safety AchievementlNew Hanover County Health Department Mr. Rice announced for the fourth consecutive year, the New Hanover County Health Department is a recipient of a Certificate of Safety Achievement. He recognized Ms. Susan O'Brien, Representative, New Hanover County Safety Committee, and congratulated the health department staff for their accident prevention efforts and for their achievement. Mr. Rice recognized recipients of Service Awards given by the New Hanover County Commissioners. Service Awards I Five (5) Years Ms. Kathleen Benson, Public Health Nurse, Community Health 132 1 0 Years Service Award I Ms. Catherine Barger, Public Health Nurse, Women's Health Care Special Recol:nition Mr. Rice recognized Ms. Trish Jones, Student Intern, Appalachian State University, who assisted in the preparation of the health department Community Diagnosis, in the FY 99 Budget process, and with the data entry of the APEX/PH Staff Surveys. He awarded Ms. Jones a Certificate of Appreciation for her service to the health department and to public health. On behalf of the Board of Health, Dr. Jackson expressed his appreciation to the New Hanover County Service Award recipients for their years of service and to Ms. Trish Jones, Student Intern, for her outstanding services. Department Focal: "Commit To Quit" Campaign Ms. Monica Roberson, Project ASSIST Health Educator, gave the departmental focal on the "Commit To Quit" 1998 Campaign, a smoking cessation project given by New Hanover/Brunswick Project ASSIST Coalition. She reported there were 353 entries in the smoking cessation campaign. On Monday, March 16, 1998, from 5:30 p.m. - 7:00 p.m., 114 participants attended the "Commit To Quit" Celebration held at the Coast Line Convention Center in celebration of stopping smoking before February 1, 1998, and remaining smoke free. Ms. Roberson presented a video on the celebration held for the participating quitters and buddies. Ms. Roberson stated sponsors for the project were Columbia Brunswick Hospital, Columbia Cape Fear Memorial Hospital, Dosher Memorial Hospital, New Hanover Regional Medical Center, SmithKline Beecham, Consumer Healthcare, 103/GNI, Subway and William Wrigley, Jr.. Company. Door prizes were given. Ms. Judy Cooper was awarded the $1,000 non-smoking pnze. I Mrs. Rowe attended the "Commit To Quit" Celebration. She complimented the Health Promotions staff for a job well done. Dr. Jackson thanked Ms. Roberson for her presentation on the "Commit To Quit" Campaign and expressed his appreciation to staff for a successful smoking cessation project. Committee Reports: Executive Committee Dr. Jackson, Chairman, Executive Committee, reported the Executive Committee met at 6:00 I p.m. on Tuesday, March 24, 1998, and at 7:45 a.m. on April 1, 1998. Items discussed are under New Business on the Board agenda. J oc-' ..> / '.J ._~ I Environmental Health Committee Mr. Bill Steuer, Chairman, Environmental Health Committee, reported the Environmental Health Committee met at 6:30 p.m. on Monday, March 16, 1998. He invited Board members to a presentation to the County Commissioners on A Four-Year Environmental Analysis of New Hanover County Tidal Creek 1993-1997 by Dr. Michael A. Mallin, UNC-W, at 6:30 p.m. on April 7, 1998. Mr. Steuer advised Mr. George H. Gilbert, Jr., Chief, Shellfish Sanitation Section, (Morehead City Office) N. C. Department of Health and Human Services, will present a departmental focal on "Recreational Water Quality" at the May 6, 1998 Board of Health meeting. Health Promotion Committee Dr. Goins, Chairman, Health Promotions Committee, reported the Health Promotion Committee met at 5:30 p.m. on Thursday, March 26, 1998. The Committee selected the winning posters from the Animal Control Services sponsored Poster Contest for 4th, 5th, and 6th grades in New Hanover County. The contest theme was "Rabies - Protect Yourself, Protect Your Pet." Dr. Goins stated he found the information on the posters informative. I Ms. Jean McNeil, ACS Field Supervisor, displayed the winning posters to the Board of Health. She thanked Ms. Dianne Harvell, Environmental Health Director, who advised them of the Poster Contest. Public Health Authority Lel:islation Dr. Goins explained the Health Promotions Committee reviewed the Public Health Authority Act and studied an article entitled "What May North Carolina's Local Governments Do To Restrict Smoking?" written by Anne M. Dellinger, Attorney, on the Institute of Government faculty. The possible effects of the state legislation restricting local government authority were discussed relative to the Board of Health Smoking Control Regulation which is being held in abeyance. Mr. Rice advised state legislation enacted in September 1997 specifies the four Organizational Options for the Provision of Public Health Services in North Carolina as Public Health Authority, Hospital Authority, District Health Department, and Non-Profit Corporation. He expressed the Board of Health should be aware and knowledgeable of the legislation. Dr. Clancy requested the Board read the notes on the General Assessment of the Montgomery County Report for a Public Health Authority which analyzes and summarizes concerns and problems of the proposal. I Dr. Jackson stated Dr. Goins and the Health Promotions Committee will monitor, evaluate, and keep the Board aware of the Public Health Authority Act. Unfinished Business: 134 New Business: I Medicaid Maximization Fundinl: Dr. Jackson reported New Hanover County will receive $60,493 for the Medicaid Maximization Project from the North Carolina Department of Health and Human Services. He explained if this budget amendment ($60,493) is approved, the FY99 Budget Request would be reduced by $35,708 for items and supplies to be purchased this fiscal year instead of FY99. Dr. Jackson recommended from the Executive Committee for the Board of Health to approve ::: : :.-. .-. .-. .- . - . - . - the acceptance of the Medicaid Maximization Funds ($60,493) which includes a request from :·:..<::<..<::·:the Women's Health Care Division for $14,020 and a request from Child Health Division for :¡;q:..·.....~..:$13,300. He advised Medicaid generated funds must be spent in the programs where they were .' . . . earned. .::.:.:.:....:.:: :.<:,::::::::::::: MOTION: Dr. Jackson recommended from the Executive Committee the acceptance and . . ........ approval to budget the Medicaid Maximization Funds ($60,493) as presented and to submit the request to the New Hanover County Commissioners for their consideration. Upon vote, the MOTION CARRIED UNANIMOUSLY. Child Health March of Dimes Grant Application Dr. Jackson recommended from the Executive Committee the acceptance of the Child Health I March of Dimes Grant Application. Ms. Janet McCumbee, Child Health Director, explained the goal of the March of Dimes Grant Application ($2,500) is to support and enhance parenting education classes for pregnant women and new parents. Proposed funds are to provide transportation to parenting classes, to provide contract sitter services for children, to provide incentives for class attendance, to purchase supplies for parenting classes, and to provide communication announcements to service agencies, day cares, churches, and OB doctors in the community. Dr. Jewell inquired if the proposed grant application includes dental health. Ms. McCumbee confirmed there is a dental educational component in the proposal. MOTION: Dr. Jackson moved from the Executive Committee for the Board of Health to accept and approve the Child Health Grant Application ($2,500) to support and enhance parenting education classes for pregnant women and new parents funding from the Division of Women's and Children's Health, North Carolina Department of Health and Human Services and to submit the grant application to the New Hanover County Commissioners for their consideration. Upon vote, the MOTION CARRIED UNANIMOUSLY. Orl:anizational Capacity Assessment Questionnaire Mr. Rice reported the staff completed 139 APEX/PH surveys (out of a possibility of 155) containing 200 questions. He referred the Board to an optional survey for Board of Health I members which contains 35 questions. He advised the renamed AEIOU Team (Assessing, Evaluating, Improving, Our Opportunities Are Unlimited) would like for the Board of Health members to consider completing APEX/PH Surveys. !I I I I ¡qr: _ _ t. ,fl Dr. Clancy inquired if the questions on this survey came from the APEX/PH survey completed by health department staff. Mr. Rice responded the questions are from the same survey. Dr. Jackson recommended from the Executive Committee for the Board members to complete APEX/PH surveys. MOTION: Dr. Jackson recommended from the Executive Committee for Board of Health members to complete APEX/PH surveys as requested by the AEIOU Team. Upon vote, the MOTION CARRIED UNANIMOUSLY. Comments: Board Members Health Director '" Employee Appreciation Luncheon The Board of Health Staff Appreciation Luncheon will be held from of 12:00 p.m. - 1 :30 p.m. on Thursday, April 9, 1998. Cooks should arrive at the health department at 11 :30 a.m. Mr. Rice advised Ms. Barbara Crissman, Guest Speaker, will give a presentation entitled LIFE'S A BEACH. . . Does yours ebb or flow? The speaker is sponsored by the New Hanover County Employee Training Program, New Hanover Regional Medical Center Well Plus+, and New Hanover County Health Department. "Treasure Your Health" Health Fair at Independence Mall - April 18, 1998 Mr. Rice reported the "Treasure Your Health" Health Fair will held from 1 0:00 a.m. - 9:00 p.m. on April 18, 1998, at Independence Mall. He commended the Health Fair Committee and staff for their enthusiastic plans to market public health services to the community. The Health Department and WW A Y - TV are sponsors. Ms. Ruth Foy, Public Health Nurse, Communicable Disease Division, and Coordinator of the "Treasure Your Health" Health Fair, summarized in celebration of Public Health Month, the health fair will include 40 exhibits highlighting health services and screenings, educational materials, entertainment, and prizes including a shopping spree. Also, Columbus and Brunswick Counties plan to exhibit and to participate in the celebration. Ms. Denise Houghton, Health Promotions, Director, advised the theme of the fair is 'Treasure Your Health." T-shirts for staff participating in the health fair have been purchased. Ms. Susan O'Brien, Laboratory, announced she prepared a treasure map which will require a visit to each exhibit for prize eligibility. ANCBH/Coastal AHEC Board of Health Traininl: Mr. Rice reminded the Board of the Association of North Carolina Boards of Health/Coastal Area Health Education Center Boards of Health "Close to Home" Training Program: Board Member Orientation is scheduled from 6:00 p.m. until 9:00 p.m. on Thursday, April 23, 1998, in the Canterbury Annex, New Hanover Regional Medical Center. It is a dinner meeting. 136 APHEXlPH Orl:anizational Capacity Assessment Update Mr. Rice reported the Health Department's APEX/PH Committee met on Monday, March 16, and March 23, 1998, in the Dr. Thomas Fanning Wood Memorial Conference Room of the health department. It will meet on April 2, 14, and 20. AEIOU Team Minutes and questionnaires are posted on staff bulletin boards. I Meetinl:s with New Hanover Rel:ional Medical Center Senior Manal:ement Staff Mr. Rice announced the Senior Staffs of New Hanover Regional Medical Center and New Hanover County Health Department met at 7:00 a.m. on March 17, 1998, at New Hanover Regional Medical Center and at 7:00 a.m. on March 24, 1998, at New Hanover County Health Department to address health services, health issues, and future collaborative efforts. North Carolina/South Carolina Borders Conference Dr. McDaniel and Mr. Rice attended the NC/SC Boarders Conference held on March 30 and 31, ~ 1998 in North Myrtle Beach, South Carolina. Dr. Bill Atkinson, President and CEO, New Hanover Regional Medical Center, addressed the group. Mr. Rice reported the conference addressed common issues and possible collaborations between bordering counties of both states in the areas of education, environment, economic development, health care, and technology.
