Jackson, Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 a.m., Wednesday, December 2, 1998, Dr. Thomas Fanning Wood Memorial Conference Room, New Hanover County Health Department, Wilmington, North Carolina. De Vane, Recording Secretary Invocation: Mr. David E. Rice gave the invocation. Minutes: Dr. Jackson asked for corrections to the minutes of the November 4, 1998 New Hanover County Board of Health Meeting. The minutes of the meeting of November 4, 1998 were approved by the New Hanover County Board of Health. Recognitions: Personnel New Employees Mr. Rice introduced the following new health department employees: Ann R. Cole, Environmental Health Specialist, Environmental Health Barbara E. Codero, Administrative Assistant I, NutritionlWIC Margaret L. Eaton, Clerical Specialist I, Nutrition/WIC Eileen A. Redolphy, Clerical Specialist I, Women's Health Care Service Awards Mr. Rice recognized and congratulated the following New Hanover County Service Award recipient: Fifteen (15) Year Service Award Cynthia M. Newton, Public Health Nurse, Community Health 1 196 UNCW Nursing Students Mr. Rice introduced and welcomed Cathy Smith, a UNCW School of Nursing student. Dr. Jackson welcomed new employees, congratulated Ms. Newton for her years of service, and welcomed Ms. Smith, UNCW student. II Department Focal: Ms. Martha B. Walton, Public Health Nurse, Community Health, presented the department focal on "School Health: Eyes To The Future," a volunteer project of the American Association of University Women (AAUW). In a slide presentation, she advised AAUW was founded in 1881 and the Wilmington Branch AAUW in 1954. In August 1997, Ms. Helen O'Connell, AAUW Special Projects Chairman, organized a group of volunteers who assist the School Health Public Health Nurses in their annual vision screening of first, third, and fourth graders. The volunteers are state certified for mass vision screening. The group volunteered 730 hours in 1997 and approximately 800 hours in 1998. Ms. Walton introduced Ms. O'Connell to the Board of Health. She expressed her appreciation to Ms. O'Connell and the AAUW volunteers for their efficient assistance in the Eyes To The Future School Health annual vision screening. On behalf of the participating volunteers, Ms. O'Connell commended the Public Health Nurses for their vision screening program. On behalf of the Board of Health, Mr. Rice presented a Certificate of Appreciation to the AAUW for their volunteer hours to "School Health: Eyes To The Future" Vision Screening. Ms. O'Connell thanked Mr. Rice and the Board of Health for the recognition of the group of volunteers. Dr. Jackson commended Ms. Walton and Ms. O'Connell for the department focal and for their services to the vision screening in the schools. - I Committee Reports: Executive Committee Dr. Dennis Jackson, Chairman, Executive Committee, reported the Executive Committee did not meet in November. Environmental Health Committee Mr. Steuer, Chairman, Environmental Health Committee, reported the ~nvironmental Health Committee met at 5:30 p.m. on November 4, 1998. He stated the committee decided the Orange County Environmental Impact Ordinance needs review and study. Mr. Steuer advised an environmental engineer feels there is something at Lucia Point. The Environmental Health Committee plans to continue researching this issue and learn what has happened at Lucia Point. He stated the Comprehensive Plan for Wilmington and New Hanover County does not address remediation control before the development of property. Mr. Steuer advised the Environmental Health Committee is addressing Body Piercing Regulations. Ms. Dianne Harvell, Environmental Health Director, explained a committee consisting of a physician; a nurse; a tattoo artist; Ms. Beth Jones, Communicable Disease Director; Mr. Rice; and Ms. Harvell I 2 I I I l' \¡> '7 _ u" plan to study and draft Body Piercing Regulations. Mr. Steuer reported he met with Howard Varnum, US Corps of Engineers; Ken Scholar and Keith Studt, Vector Control, to ask for funding of a new boat for the Mosquito Control Program. The Corps of Engineers cannot fund a boat but will reimburse Vector Control for services and equipment use. Mr. Steuer stated a 18' boat will suffice for waterway use and a hovercraft will be more useful on Eagle Island. He advised Vector Control may need both boats for the Corps of Engineers is planning a $3,000,000 dredging project. Unfinished Business: Generators at Emergency Shelters Dr. Jackson requested information regarding the availability and wiring of generators in emergency shelters. Mr. Greer reported the County Commissioners anticipate state and federal funds from the Hurricane Bonnie may provide funding for disaster shelters. He stated if they do not provide funding, the county plans to provide generators and hookups for emergency shelters. New Business: Recognition of Departing Board of Health Members On behalf of the Board of Health, Mr. Rice commended'the following retiring Board members for their accomplishments, committee assignments, and services rendered to Public Health and to New Hanover County citizens: Thomas V. Clancy, MD Dennis L. Jackson, DDS Mr. Rice presented a plaque to Dr. Jackson in appreciation for his services on the Board of Health. In Dr. Clancy's absence, Mr. Rice displayed a plaque to be presented to Dr. Clancy. He stated Dr. Clancy extends his best to the Board of Health and extends his regrets for being unable to attend the Board meeting today. Recognition of Dr. Jackson, 1998 Board of Health Chairman On behalf of the Board of Health, the staff, and the community, Mr. Rice presented a plaque to Dr. Dennis L. Jackson, 1998 Board of Health Chairman, in appreciation for his Public Health services. He commended Dr. Jackson for serving as a dedicated Chairman and as a Member of the New Hanover County Board of Health from January 1 - December 31,1998. Mr. Greer acknowledged Dr. Jackson served five years on the Cumberland County Board of Health. Dr. Jackson thanked the Board of Health members for their support and Public Health services. He expressed his appreciation to Mr. Greer for his support and interest in Public Health issues in the community. Dr. Jackson stated it has been a pleasure to serve as Chairman and to serve on the Board of Health for the past six years. 3 198. Nominating Committee Report Mr. Estep, Chairman, Nominating Committee, presented the following nomInees for the 1999 Chairman and Vice-Chairman of the New Hanover County Board of Health: Mr. William T. Steuer, Chairman Dr. Wilson O'Kelly Jewell, Vice-Chairman Dr. Jackson opened the floor for other nominations for the Chairman and Vice-Chairman of the New Hanover County Board of Health. There were no nominations from the floor. MOTION: Mrs. Rowe moved, seconded by Mrs. Whitted for the Board of Health to elect Mr. Steuer, Chairman, and Dr. Jewell, Vice-Chairman, of the New Hanover Board of Health. Upon vote, the MOTION CARRIED UNANIMOUSLY. I Other Nominating Committee members were Mr. Greer and Mr. Link. Dr. Jackson thanked the members of the Nominating Committee. He congratulated Mr. Steuer and Dr. Jewell on their election as 1999 officers of the Board of Health. Set of 1999 Board of Health Schedule Mr. Rice presented the following schedule for 1999 Board of Health Meetings: Wednesday, January 9 Wednesday, February 3 Wednesday, March 3 Wednesday, April 7 Wednesday, May 12* Wednesday, June 2 Wednesday, July 7 Wednesday, August 4 Wednesday, September 2 Wednesday, October 6 Wednesday, November 3 Wednesday, December 1 I Mr. Rice explained the regular business meetings are scheduled at 8:00 a.m. on the first of each month except the May Board of Health meeting. The May Board meeting is scheduled on the second Wednesday since the Annual Eastern District NCPHA is scheduled May 5-7, 1999. It was the consensus of the Board of Health to approve the 1999 Board of Health Schedule as presented. Comments: Appreciation to Dr. Jackson and Board of Health On behalf of the Board of Health, Mr. Estep and Mr. Steuer expressed appreciation to Dr. Jackson for his service as Chairman of the Board of Health. They related they will miss Dr. Jackson and Dr. Clancy. Dr. Jackson stated serving on the Board of Health and serving as Chairman has been most rewarding. He emphasized Board of Health members are asked to contribute time and I services to the health of the community. He stated hiring Mr. Rice as Health Director, the approval of the Animal Control Services Software, and securing sewer approved for Hanby and Wilmington Beaches were special accomplishments during his past tenure on the Board of Health. 4 I I I 199 He reiterated Mr. Greer has been most helpful with Public Health issues. Dr. Jackson commended the Board of Health and the Health Department staff for their excellent services. Mrs. Rowe complimented Mr. Rice and the health department staff on the excellent Health Department Annual Report. Environmental Health Mr. Steuer asked if the water should be tested at Lucia Point since there is possible water contamination. Mr. Greer asked if Lucia Point is on a private water system. Mr. Rice stated he will review this issue and report back to the Board of Health. Health Director: Annual NHCHD Christmas Party Mr. Rice invited Board of Health members to attend the Annual Health Department Christmas Luncheon from 12 noon until 2:00 p.m. on Wednesday, December 16, 1998. The Christmas Committee is planning the luncheon and entertainment. He announced there is an unannounced mystery Master of Ceremonies. New Hanover County Board of Commissioners Meeting - November 23, 1998 Mr. Rice announced the New Hanover County Board of Commissioners met on November 23, 1998, and approved the purchase of the Animal Control Services Software and the Changes to the Environmental Health Fee Schedule as submitted by the Board of Health. Mr. Rice thanked Mr. Greer and expressed his appreciation to the Board of Commissioners for their support and study of these issues. Nutrition Program Director Appointed Mr. Rice announced Ms. Nancy Nail has been appointed Nutrition Director. She begins work effective January 12, 1999. She is Nutrition Director in Guilford County Health Department and is Chairman of the North Carolina Local WIC Directors. Mr. Rice expressed his appreciation to Ms. Carol Bottoms, Acting Nutrition Director, for a job well done. He advised the Nutrition Division is full staff now. Health Promotions Health Educator Appointed Mr. Rice announced Ms. Renu Daryani has been appointed Health Educator in the Health Promotions Division. Ms. Daryani begins work on January 12, 1999. This position was approved in the FY1998- 99 Budget. Ms. Reneu is currently employed as Health Educator ityRandolph County Health Department. / -- Business Officer Applicants / Mr. Rice advised applicants for the Business Officer will be interviewed on December 14-15, 1998.. This position was approved in the FY98-99 Budget. There were 52 applicants. 5 .,~JO .4 Dean Roper. School of Public Health, UNC@ Chapel Hill Mr. Rice stated Dean Bill Roper will visit Coastal AHEC, New Hanover Regional Medical Center, and the Health Department on December 10, 1998. A luncheon will be held in the Carl Thomas Durham Memorial Auditorium at 12 noon on December 10. I Salvation Army Christmas Doll Display Board members were reminded to see the Salvation Army Christmas Doll Display at the entrance to the health department. Employees dressed these lovely dolls for needy children. The dolls will be featured in the Annual Salvation Army Tea.
