Mr. Rice congratulated Ms. Betsy Summey, Physician Extender, Communicable Disease, I
recipient of the Great 100 Award for Nursing Excellence in North Carolina. Ms. Summey was
selected as 1 of 100 nurses from 80,000 nominees for the prestigious award presented for nursing
excellence, practice, and commitment to the nursing profession.
NC DHHS, Division of Public Health, Nutrition Services Branch Awards
Mr. Rice announced the Health Department received three Nutrition Services Branch Awards
honoring the Nutrition Division WIC Program for their outstanding accomplishments from the NC
DHHS Division of Public Health. They are:
· 2000 WIC Award for Program Excellence - NHCHD
· Management Support Person of the Year - Barbara Codero, Administrative Assistant, Nutrition
· Friend ofWIC Award - Allen Swart, Volunteer
Mr. Rice recognized and congratulated the WIC staff, Ms. Barbara Codero, and Mr. Allen Swart.
Mr. Rice noted Mr. Swart, a Friend of WIC volunteer, is the son of Ms. Mania Swart, Public
Health Nurse and a Five -Year New Hanover County Service Award recipient.

Mr. David Howard, Health Educator, received the award in recognition of the Health
Department's leadership role in the Safe Communities Coalition and Injury Prevention Program
initiatives.
Department Focal:
Ms. Susan O'Brien, Laboratory Director, presented a department focal on the Health Department Safety
and the OSHA Inspection of the Health Department. She reported Mr. Allen O'Neal, County Manager,
requested an OSHA inspection of all county facilities from the North Carolina Department of Labor.
Ms. O'Brien explained how the Health Department prepared to meet the OSHA Standards and
requirements. She advised the Hazard Communication Law governs all employees. Employees are
required to attend OSHA training once a year. The Laboratory Standard governs x-ray, laboratory, and
blood borne pathogens. The Safety Standard governs a safe work environment. The New Hanover
County Safety Committee and the Health Department Safety Committee worked jointly with division
directors and staff to meet compliance of OSHA regulations. Ms. O'Brien stated OSHA Standards change,
and it changes the way our agency does business.
Ms. O'Brien reported when the Health and Safety inspectors arrived, they found the New Hanover County
Health Department facility and staff met all parts of the OSHA Standards with a few accommodations.
She thanked and commended the division directors and staff for their efforts and for meeting the standards
for the Department of Labor OSHA inspection. Ms. O'Brien emphasized it was a team effort.
Dr. Speck commended Ms. O'Brien and the staff for compliance of and for meeting the OSHA Standards.
Mr. Steuer thanked Ms. O'Brien for her presentation.
Monthlv Financial Report - September 2000
Ms. Lynda Smith, Assistant Health Director, referred the Board to the September Health Department
Financial Summary Monthly Revenue and Expenditure Report that reflects an earned revenue balance of
$656,543 (15.22%) and a remaining balance of $3,658,359, an expenditure amount of $2,097,172
(21.16%) with a remaining balance of $9,909.80, and a cumulative percent of24.99%.
Ms. Smith advised Federal and State Revenue is less due to the statewide conversion to lCD-CPT coding
for billing. Mr. Rice noted earned revenue increases in Animal Control Services to $124,370 from
$78,343 and in Environmental Health to $71,947 from $61,595 for the prior year.
Grant Status Update
Ms. Smith presented a Grant Status Report from July 1999 through September 2000. The Health
Department grants requested for this period are $839,902. Grants received are $252,373, pending grants
equal $272,500, and denied grants equal $315,019.
Summarizing the status of grants, Ms. Smith advised the health department received $5,000 for a Lice
Eradication Program from the Cape Fear Memorial Foundation and was denied the $4,900 School
Health Lice Grant from Carolina, Power and Light. The Healthy Carolinians Grant for $10,000 was ~.

funded. Ms. Smith stated Smart Start received $50,000 to fund two Maternity Outreach Worker
positions, and the budget amendment is to be submitted to the County Commissioners on November 13, I
2000. Mr. Rice reported the health department received two letters of denial from the Z. Smith
Reynolds Foundation grant requests for Teen Aids Prevention and Enhanced Counseling. Ms. Hunter
inquired about the status of the Teen Aids Prevention Grants. Ms. Smith responded the TAP Program
Grant was decreased $20,000 and the Teen Aids Prevention Grant was decreased $15,700. The Elton
John Aids Foundation Grant for $48,000 is pending.

Revision to Fee Policy- Personal Health Services
Mr. Steuer recommended from the Executive Committee for the Board of Health to accept and approve
the Revision to the New Hanover County Health Department Fee Policy
Ms. Smith referred the Board to the proposed revisions to the New Hanover County Health Department I

Motion: Mr. Steuer moved from the Executive Committee for the Board of Health to accept and approve
the revisions to the New Hanover County Health Department Fee Policy - Personal Health Services and to
submit the fee revision to the New Hanover County Commissioners for their consideration. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
Grant Application Asthma Initiative ($23,000)
Mr. Steuer recommended from the Executive Committee for the Board of Health to accept and approve a
Grant Application Asthma Initiative in the amount of$23,000.
The purpose of the grant is to expand education and intervention services related to childhood Asthma.
New Hanover County has a viable Asthma Coalition/Trask Force and is eligible to apply for the grant.
Motion: Mr. Steuer moved from the Executive Committee for the Board of Health to accept and approve
an Asthma Initiative Grant Application in the amount of $23,000 funded by the Women's and Children's
Health Section of the Division of Public Health, North Carolina Department of Health and Human
Service and to submit the grant application to the New Hanover County Commissioners for their
consideration. Upon vote, the MOTION CARRIED UNANIMOUSLY.
School Health Nursine Position ($12.400)
Mr. Steuer recommended from the Executive Committee for the Board of Health to accept and approve
an additional School Health Nursing Position (50% 10 months a year) for New Hanover High School in
the amount of $12,400 funded by the New Hanover County Board of Education and to submit the budget
amendment to the New Hanover County Commissioners for their consideration.
The total budget request for $12,400 is to expand the current NHCHD School Health Program and
includes Salary/Fringe for Public Health Nurse 50% for 10-months, Uniform Allowance, and Travel and
Training.
Motion: Mr. Steuer moved from the Executive Committee for the Board of Health to accept and
approve the establishment of a School Health Nurse position (50% 10 months a year) for New Hanover
High School in the amount of $12,4000 funded by the New Hanover County Board of Education and to
submit the budget request to the New Hanover County Commissioners for their consideration. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
Appointment of Nominatine Committee
Mr. Steuer requested Mr. Estep, Chairman, Nominating Committee, give a report from the Nominating
Committee. Mr. Estep submitted the following nominees for the 2001 Board of Health:

Mr. Steuer thanked the Nominating Committee. He advised other nominations from the floor will be

Board of Health Members
Use of Mobile Telephones While Operating a Motor Vehicle
Ms. Rowe reminded the Board New Hanover County collision rate is the worst in North Carolina. She
referred to a news article regarding mobile cell phone driver distractions and requested the Board of
Health be aware the problem of driver inattention.
Mr. Estep advised Virginia Beach experienced rapid growth several years ago similar to the growth New
Hanover County is experiencing. He stated the problem appears to be inadequate roads and highways
that do not accommodate our area's population growth and probably mobile telephone usage contributes
to the number of collisions. Mr. Steuer concluded there are many driver distractions other than mobile
phones and driver safety is the issue.

Board of Health Information
Mr. Rice referred the Board to additional documents in their supplemental folders including a copy of the I
Strategic Planning Priorities, an announcement of an Animal Control Services Inner City Rabies Clinic
on November 4, and two letters of appreciation written from the Board of Health to Dr. Rachel Stevens,
N. C. Institute for Public Health Deputy Director, and Mr. William Hertzog, facilitator of the Strategic
Planning Retreat, for their support and assistance with the retreat.
Strateeic Plan nine Update
Mr. Rice exhibited a Strategic Planning Priorities poster from the Strategic Planing Retreat held on
Friday, October 6 and Saturday, October 7, 2000, at the Marriott Courtyard. Other laminated copies of
the priorities are posted in the Health Department Auditorium, on the bulletin boards, and are available to
employees for review. Retreat participant committees are addressing the identified priorities. Mr. Rice
expressed the Strategic Planning Retreat was excellent and will serve as a guideline for the health
department.
Health Directors' Leeal Conference - October 18-19. 2000
Mr. Rice stated he attended the Health Directors' Legal Conference on October 18-19 held in Chapel Hill,
N. C. The Legal Conference Agenda included various Public Health issues and legal ramifications.
Convocation of State Epidemiologists - October 23. 2000

Mr. Rice gave the welcome at the Convocation of State Epidemiologists held on October 23,2000, at the
Blockade Runner at Wrightsville Beach, N. C. State Epidemiologists from Texas to Virginia attended
the meeting. Mr. Rice reported he attended a special session on software updates for epidemiologists.

American Public Health Association Annual Meetine - November 10-15. 2000
Mr. Rice reminded the Board he plans to attend the American Public Health Association Annual Meeting
from November 10-15,2000, in Boston, Massachusetts. The program is resourceful and includes leading
edge issues.
NHCBH Invocation Schedule
Mr. Rice distributed a Year 2000 Invocation Schedule for Board of Health regular meetings. He
requested Board members who would like to present an invocation sign and designate their date
preference on the schedule.
Influenza Vaccine
Mr. Rice advised the Health Department staff administered 2,500 doses of flu vaccine ordered from a
private vendor. The general clinic is currently out influenza vaccine. The public is kept aware of the
availability of flu vaccine and may phone 343-6602 to obtain additional information.
Christmas Luncheon - December 14.2000
Mr. Rice extended an invitation to Board members to plan to attend the Health Department Annual
Christmas Luncheon on December 14, 2000. Lunch is served from 11 :30 a.m. - 1: 30p.m.
Animal Control Services Shelter Increases Residents
Mr. Rice reported 68 additional animals are residents in the Animal Control Services Shelter. After
investigations following citizen complaints, Animal Control Services employees collected 66 dogs and 2
cats from one residence to be housed at the shelter until court proceedings are finalized.

Facilitv Utilization and Information Technolo2V aT) Strateeic Plan nine Task Forces
Ms. Lynda F. Smith, Chair, Facility Utilization Strategic Planning Task Force, announced Mr. Link
volunteered to serve with seven staff members on the Facility Utilization Task Force. She reported Ms.
Hewett is Chair of the Information Technology (IT) Task Force. Ms. Smith stated the IT Task Force
consists of seven staff members and does have a volunteer from Board. She asked if a Board member
would like to serve on the Information Technology Task Force, they should notify Mr. Rice. The
Communication, Education and Marketing Strategic Planning Task Force will meet today following the
Board meeting in the Family Planning Conference Room.

Mr Rice congratulated Ms. Penny Raynor, Physician Extender, Jail Health Program, Community Health,
recipient of the New Hanover County Class Act Award. The County Commissioners presented the award
to Ms. Raynor for the exceptional service and job performance in the New Hanover County Jail.
North Carolina Public Health Association lNCPHA) Awards
Mr. Rice announced the New Hanover County Health Department received awards recognizing staff for
their outstanding achievements and accomplishments during the North Carolina Public Health Association
(NCPHA) Annual Meeting on September 20-22, 2000, in Wilmington, North Carolina. The awards are as
follows:
Margaret B. Dolan Merit Award, NCPHA Nursing Section - Betty Creech, Division Director,
Community Health
Child Health Team Award, NCPHA Women's and Child Health Section - Community Health
Team, Community Health
Mr Rice congratulated Ms. Creech who received the Margaret B. Dolan Merit A ward, the most
prestigious NCPHA Public Health Nursing Section Award in the state. Mr. Rice asked the School
Health Team to stand for recognition as recipients of the Child Health Team Award.
NCPHA Southeastern District Environmental Health Section
Mr Rice recognized and commended Ms. Susan Wright, Environmental Health Specialist, winner of the
Jesse S. Canady Sanitarian of the Year Award given by the NCPHA Southeastern District
Environmental Section.

Department Focal:
Dr. Jean McNeil, Animal Control Services Director, presented an Animal Control Services (ACS) Update
as the department focal. She gave a progress report and an update on the ACS Licensing Program,
Chameleon Software, Rabies Cases, Adoptions, and ACS Special Events.
Dr McNeil reported 23 local veterinarians are participating in the ACS Licensing Program. Appeal
hearings are held at the ACS shelter with 18-24 cases per hearing. The ACS Division went on line in
October 1999 to process ACS citations, to assist with the appeals process, and agency collection
procedures. A Chameleon user manual was developed and training of staff is on going. The total number
of Rabies since March 26, 1996 is 57 ACS staff is promoting educational efforts on pet handling and
care and the danger of Rabies.
Dr. McNeil advised a new Adoption Program started in October 1999 Adopted pets were transported to
the veterinary hospital for spay/neuter process prior to placement in the new owner's home with 100%
cornpliance and veterinary support. Future plans include the possibility of an on-site spay/neuter facility
to ease the adoption process. Annual ACS special events include an Open House, a Pet Adopt-a-thon,
Paws to Recycle, an Inner City Rabies Clinic, and Eat for Pete.
Mr. Steuer thanked Dr. McNeil for her presentation.
Monthlv Financial Report - AUl!ust 2000 Includinl! Grant Status Report:
Ms. Cindy Hewett, Business Officer, presented the August Health Department Financial Summary
Monthly Revenue and Expenditure Report that reflects an earned revenue balance of $456,411 (10.70%)
and a remaining balance of $3,811,074, an expenditure amount of $1,298,353 (13.31%) with a remaining
balance of $8,456,764, and a cumulative percent of 16.66%.
Ms. Hewett reported an increase in Animal Control Services earned revenue to $76,075 (14.54%) from
$53,071 (10.28%) for the prior year Environmental Health revenue is $50,774 (16.23%) compared to
$46,243 ((14.78%) for last year She advised the monthly report does not include Medicaid
reimbursement due to the conversion to lCD-CPT coding for clinical services billing. Ms. Hewett
explained New Hanover County is a batch county on QS vendor software that interfaces with the HSIS
and EDS systems to process Medicaid claims.
Ms. Hewett advised Vector Control expenditure is $103,808 compared to $90,725 for the prior year due
to seasonal mosquito control expenses for rental of equipment and supplies. Salary and Fringe
expenditure is higher at $1,037,054 (1341%) compared to last year at $756,664 (10.53%) The 3.5%
market adjustment is budgeted in Salary and Fringe in the Health Department Fiscal Year 2000-2001
Budget. The increase in Capital Outlay is due to the medical records renovation.
Ms. Hewett presented a Grant Status Report from July 1999 through August 2000. The Health

Personal Health Committee
Mr. Estep, Personal Health Committee Chairman, reported the Personal Health Committee at 6:00 p.m.
on September 13, 2000, to finalize plans for the Strategic Planning Retreat to be held from 8:30 a.m. to
5'00 p.m. on October 6 - 7 at the Marriott Courtyard in Wilmington, North Carolina. He thanked Mr.
Rice, health department participants, and Board of Health members for their review of the Strategic
Planning Retreat packet and manual. Mr. Estep advised Mr. Rice will present the retreat agenda to the
Board.
Mr Estep informed the Personal Health Committee discussed the proposed regulation to prohibit the Use
of Mobile Telephones While Operating a Motor Vehicle. He gave an update to the Board on what the
Committee is doing to promote an educational public awareness campaign. Mr David Howard, Health
Educator, is developing a public awareness campaign to cover in-vehicle technology and the legal
aspects of the issue on the risks of using a mobile phone while driving a motor vehicle and on other
driving distractions, rules, and skills. Mr Estep stated that more statistical data is being collected on
driver distractions.
Mr Estep clarified under the existing law it is not well defined whether the Board of Health has the
authority to enact this regulation or what local or state entity would be involved or responsible for the
enforcement of the regulation. Thirty states have introduced hand-held cell phone legislation but none
have passed, and a municipality in Pennsylvania did pass a mobile telephone regulation that was declared
illegal.

Grant Application - Healthv Carolinians ($10,000)
Mr. Steuer recommended from the Executive Committee for the Board of Health to accept and approve
the Healthy Carolinians Grant Application for $10,000.
Ms. Gela Hunter requested additional information on the activities of the Healthy Carolinians Task Force.
Ms. Elizabeth Constandy, Health Educator, explained the grant proposal is to reestablish and maintain the
activities of the New Hanover County Healthy Carolinians Task Force under the new name of Cape
Fear Healthy Carolinians Task Force. It is joint effort of New Hanover and Brunswick Counties to
reorganize task forces of certified counties, to develop a re-certification plan, and to plan community
health promotion activities. Activities include expanding membership and building collaborations with
health and human service agencies, training and skill development, and marketing efforts to educate the
community about health issues and the initiatives of the Cape Fear Healthy Carolinians Task Force. Mr
Rice reported the New Hanover County Task Force was established in 1990 and was instrumental in
establishing Wilmington Health Access For Teens (WHAT) through community collaboration.
Mr Greer inquired about the grant being placed on the County Commissioners Agenda prior to the
approval ofthe Board of Health. Mr Rice stated this was due to the time constraints of the grant request.

the Healthy Carolinians Grant Application for $10,000 from the North Carolina Department of Health and
Human Services and to submit the associated budget amendment to the New Hanover County
Commissioners for their consideration. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Grant Application - March of Dimes ($10,000)
Mr Steuer recommended from the Executive Committee for the Board of Health to accept and approve a
Grant Application for a Folic Acid Awareness Campaign in the amount of $10,000 from the March of
Dimes Birth Defects Foundation.
The purpose of the grant is to provide multivitamins with folic acid along with educational infonnation
eXplaining the protective effects of folic acid for the prevention of neural tube birth defects. The project
will target agencies within our community that provide pregnancy testing services, the Register of Deeds
office that issues marriage licenses, and the under served population.
Dr Speck stated it is important for all women of childbearing age to take multivitamins with folic acid,
and that the grant provides an innovative way to reach the target population. Ms. McCorkle reiterated
North Carolina is recognized as having the highest rate of neural tube birth defects. She emphasized the
consumption of 400 micrograms of folic acid taken before pregnancy is a very economical way to
eliminate this serious birth defect.
Motion: Mr Steuer moved from the Executive Committee for the Board of Health to accept and approve
the March of Dimes Grant Application for $10,000 and to submit the budget amendment to the New
Hanover County Commissioners for their consideration. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
New Hanover County Board of Health Amendments to Rules Governin!! the Fencin!! and
Operation of Private Swimmin!! Pools in New Hanover County. North Carolina
Mr Rice explained at the advice of Mr. Burpeau, Assistant County Attorney, the Board of Health needs
to consider the adoption of the New Hanover County Board of Health Amendments to Rules Governing
the Fencing and Operation of Private Swimming Pools in New Hanover County, North Carolina, as
advertised in the September 6, 2000 Board of Health Public Hearing notice. The Board of Health held
a Public Hearing to discuss the proposed amendments to the Rules Governing the Fencing and Operation
of Swimming Pools with no one requesting to speak at the hearing.
Mr Steuer asked for discussion of the proposed regulation recommended by the Executive Committee
prior to the Board of Health Public Hearing on September 6, 2000. There was no additional discussion.
Motion: Mr. Link moved and Dr Goins seconded for the Board of Health to accept and approve the
revised Rules Governing the Fencing and Operation ofPrivale Swimming Pools in New Hanover County,
North Carolina. Upon vote. the MOTION CARRIED UNANIMOUSLY.
WIC Caseload and Bud!!et Increase
Mr Rice explained that due to outreach efforts provided through grant funding, the WIC caseload and
budget have increased. The increased caseload is 2,777 and the budget increase is $9,778. He stated
prior to the grant initiative, the WIC caseload and budget had decreased.

to be held from 8:30 a.m. - 5:00 p.m. on Friday, October 6 and Saturday, October 7, 2000, at the Marriott
Courtyard.
North Carolina Public Health Association (NCPHA) Follow-up
Mr Rice reported the NCPHA Annual Conference was held in Wilmington September 20-22, 2000. He
commended health department employees for local arrangements, their exhibits, and participation in the
annual meeting. He expressed his appreciation to staff for hosting the reception and tour for NCPHA
members attending the Wilmington Historical Tour presented by Mr Dan Shingleton.

Mr Rice advised on September 8, 2000, health department staff attended a DHHS Hurricane
Preparedness meeting to learn more about the state hurricane policies and procedures.

Flu Vaccine
Dr. Smith inquired about flu vaccine availability The CDC has advised a delay in mass immunization
campaigns until later in November The reason for the delay is a lack of FDA approval of vaccines
already produced, resulting in additional production. Mr Rice stated Ms. Beth Jones, Communicable
Disease Director, has ordered additional flu vaccine from a private vendor. The Health Department
normally purchases their vaccine through state contract. Mr. Link advised as long as the flu inoculation is
received by mid-December, an individual is protected against the influenza virus.

BRIEF" SUMMARY:
We are requesting approval to apply for a $23,000 grant from the North Carolina Department of
Health and Human Services, Division of Public Health, Women's and Children's Health Section to
fund Childhood Asthma Management and Control Interventions. This grant will be used to expand
services (education and intervention) related to childhood Asthma. This opportunity is available
to counties, such as New Hanover, which already have a viable Asthma Coalition/Task Force
willing to work to create a comprehensive, coordinated system of care for children with Asthma.
New Hanover County has such a group organized this past year by our Healthy Homes Nurse.
Through our Healthy Homes Program, we provide services to Family Child Care Homes to look for
environmental Asthma triggers and to provide low cost or free solutions. We can expand those
services by increasing the part time Healthy Homes Nurse to full time, thus allowing her to
service private homes where children with Asthma reside. The nurse will take referrals from the
hospital or private physicians to help families identify possible Asthma triggers in the child's
environment. The nurse will continue facilitating the local Asthma Task Force which will be an
integral part of this grant by providing input in writing of the grant and in implementing the
additional Asthma services through contracts or consultation.
The additional services may include: Asthma education to health care providers on current
standards in Asthma diagnosis and treatment, helping children improve their Asthma
management through programs like Open Airways, and working with schools looking at buildings
for Asthma triggers (Tools For Schools). Opportunities for parent education, community
awareness, and data collection will also be provided.

Needs Statement
New Hanover County (16.4%) ranks above the state average (13%) for Medicaid claims
for children with asthma - Fiscal Year 1998 (Ages 0-14). School year 98-99, our
elementary school nurses identified 229 children known to them as having asthma. We
know that many other asthmatic children are still unknown to the nurses. In the spring of
99, we did a telephone survey with large child care centers and it was reported that there
were at least 116 asthmatic children known to the child care providers. We get calls
frequently at the health department from parents asking questions about asthma
management. Family Support Network of Southeastern NC, based in Wilmington, gets
calls as well, mainly from parents concerned about how to deal with multiple school
absences.

The regional American Lung Association hosted Rockfish Asthma Camp, near
Fayetteville, N.C. in May, 2000 and 33% of the participants were from New Hanover
County This was a result of the New Hanover County Asthma Task Force efforts. Our
local Child Fatality Prevention Team has reviewed one death from Asthma in the last 2-3
years.

Description of Existing Services
During the past year, as part of our New Hanover County Health Department's Healthy
Homes Program (also grant funded), we have assembled a local task force to address the
issue of childhood Asthma in New Hanover County As we began to organize, network,
and plan a World Asthma Day event, we found that there were a few things already going
on in our community related to childhood Asthma. One effort was led by a Respiratory
Therapist (RT) from New Hanover Regional Medical Center She had made arrangements
to offer the Open Airways Program to children with Asthma through the schools. She has
been able to get a few volunteers trained and has provided some after school Open
Airways classes for children with parent permission. This has been a struggle, to get
school support, volunteer instructors, parent interest, transportation, etc. Another service
already in place was a class taught in one of the large Pediatrician's offices for parents, by
a local Pharmacist. Our Smart Start funded Child Care Nurses have presented the A is for
Asthma program to many preschoolers and Child Care providers.

The Asthma Task Force put together, for the first year, a World Asthma Day event. It
included a health fair with displays and screenings, an art contest, and community
presentations the whole month of May 2000. Our county had 100% participation in the
middle school Isaac Study, with a little proding from the Task Force. Our Healthy Homes
Nurse is now working closely with the Respiratory Therapist from the hospital to help

e provide the Open Airways Program to as many children as possible this school year. Our
school nurses received an inservice from the respiratory therapist this past spring.
Our Healthy Homes grant from our state Lead Program, allowed us to begin, in January
2000 to provide services which address the environmental assessment and interventions
for Family Child Care Homes related to asthma triggers. Our intent for this grant, if
funded, is to add this Asthma grant money to our Healthy Homes grant. This would
allow us to give our Healthy Homes Nurse, who presently has 10 hours a week to
dedicate to Healthy Homes, an additional 10 additional hours a week to facilitate the
Childhood Asthma Task Force activities, provide community education, and assist with
Asthma interventions. She would then be able to use the environmental assessment she
has used in FCCHs in private residences and assist families with interventions. The
environmental assessment was developed by a committee of nurses and Environmental
Health Specialists in our Department. Additional asthma activities would be contracted to
other task force members as well.

The mission of the New Hanover County Asthma Task Force is to improve the quality of
life for children with Asthma, by involvement in activities which encourage the use of
National Asthma Education Clinical Practice Guidelines; increase the level of Asthma
education to families, health care personnel, and general public; help eliminate
environmental triggers: and assist in data collection to determine the extent of problem in
New Hanover County Our goals include: improving the recognition/diagnosis of
Asthma and treatment/medical management, decreasing hospitalizations and emergency
visits, increasing the level of self management and compliance with treatment regimens,
decreasing school absences.

Thus far, our strategies have included identifying community resources, collecting some
data, increasing community awareness through World Asthma Day activities, and
networking with existing programs to write grants and implement programs related to
Asthma Control and Management.

Our present strategy involves a few activities to be continued through our Healthy Homes
Grant - Family Child Care Home visits to look for Lead Hazards and Asthma triggers and
as time permits, branching out to offer this service to a few private homes. We are
working with the Respiratory Therapist at the local hospital to implement some Open
Airways training and possibly Tools For Schools, through a grant she has form the ALA
The Health Department needs this additional grant money to increase the nurse hours to
accomplish this as a partnership with the hospital. We also plan to expand the
membership of the Task Force to include: school personnel, a parent, and a Healthy
Carolinians rep. We would contract for some of the professional services of other Task
Force members and organizations which can assist with meeting our goals.

Intervention (Proposed Project)
. Provide training classes related to National Heart Lung and Blood Guidelines and
"Open Airways" Education Program for the following groups (This may require
multiple offerings.): school nurses - health department; school faculty (teachers,
coaches, staff); and health care providers.
. Provide "Open Airways" Education Program for asthmatic students in all New
Hanover County Elementary Schools. Volunteers will be recruited and trained to
teach the Open Airways curriculum.
. Collect data related to outcomes of classes i.e., attendance of children with asthma
and missed days of school. This could be done as a pilot, with several of the open
airways groups. We could get permission from the parents to track attendance and
doctor's visits after the instruction on self management is given to the child and an
environmental assessment/intervention has occurred.
. Provide "A is for Asthma" program through health department child care health
consultants and Healthy Homes nurse. This program is appropriate for preschoolers
and would be conducted through Family Child Care Homes and Child Care Centers.
. Community Asthma Screening Event around World Asthma Day in the spring.
Also, host a one day Asthma Camp for children.
. Increase community awareness with media, educational classes and task force
meetings. Send Task Force representatives to the Asthma summit in January 2001 and
a Public Health Nurse will enroll in the Diploma in Asthma Care program.
. Build community based asthma support for families, working with the local Family
Support Network.
. Work with the school system about environmental triggers (Tools for Schools) and
improving the atmosphere for breathing in our local schools. Work with families of
Asthmatic children to identify environmental triggers and help them make their home
as trigger free as possible with free or low cost remedies.
. Look at ways to partner with Project Assist to get the word out about smoking as an
asthma trigger.

Collaboration
Since we have already pulled together the Task Force, we know there is much interest in
our community to collaborate on Asthma control. The Task Force did a great job of
organizing our first World Asthma Day event. We will pull in other community groups
as we continue to develop the task force. The health department staff involved would
include: child care nurses, Healthy Homes nurse, environmental health specialists,
Project Assist staff, and school nurses. Working with our Healthy Homes Grant and the
hospital's ALA grant, this grant could really boost our ability to provide education and
interventions in New Hanover County This education would have a lasting effect on
children, their families, and health care providers.
Applicant Qualifications
New Hanover County Health Department's primary contact is Janet McCumbee, RN,
BSN, Child Health Director who has 17 years experience in public health and child
health. Janet wrote the Healthy Homes grant and supervises the child care nurses who
have been trained on "A is for Asthma", and the Healthy Homes Nurse.
Lorna Blackler, the Healthy Homes Nurse also has a Bachelor's degree in
Communications. She has attended the Indoor Air Quality workshop and is enrolled in
the Diploma in Asthma program presently

New Hanover Regional Medical Center staff assisting is Carolyn Bell, Respiratory
Therapist. She has many years experience dealing with asthmatic children in the hospital
and has taught "Open Airways" and has trained others. She has also completed the
"Diploma in Asthma Care" and will mentor our Healthy Homes Nurse as she completes
the Diploma.
Laura Allen is a local pharmacist who has served on the Childhood Asthma Task Force
this year and provides educational programs at a local pediatrician's office.

Thank you for volunteering for the clinic. The following
is information for you:
1. Date---November 4, 2000
2. Time---1PM until 3PM.p
3. Place---Five points Community Center
4. There will be acess to a large room for cat vaccinations.
All else will be outside under cover unless there is
rain. In that case we will do the best we can with the
one room.
5. Volunteers from the Humane Society, Hanover Kennel Club,
Azalea Dog Training Club, and Animal Control will be on
hand to do the paperwork, keep order and generally do
what is needed for a successful clinic.
6. The vaccine will be of the killed virus type.
7. All supplies---such as table cleaner(Lysol Spray), alcohol,
cotton balls, paper towels, etc. will be provided.
Syringes will be provided as well as needle disposal.
8. In case of an untoward reaction, please bring your own
cortisone and antihistamine that you are used to..
This way, if there is an emergency, you will have what
is familiar and will not have to waste time calculating
a dose.
9. The Emergency Clinic is going to co-operate with us.
10. There will be a police officer on site.
11. Liability Insurance--except for your medical liability--
will be covered by the city/county premisis liability
poliCY. The city and county have sanctioned this
function. BE SURE THAT YOUR MEDICAL LIABILITY INSURANCE
COVERS YOU AWAY FROM YOUR OFFICE. ~ ~~
12. City/County insurance officer is CaFlts.. Ali~8~nd and
$he can be reached at 341-7179 and will be happy to talk
if there are questions. SHe would like to have a
"certificate of insurance" for his file from you stating
that your personal insurance is appropriate for this clinic.
