04/06/1994 I II I I~ The New Hanover County Health Department Home Health Agency Advisory Board meeting preceded the Board of Health meeting. Mr. John Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 7:45 A.M. on Wednesday, April 6, 1994, in the Dr. Thomas Fanning Wood Library, New Hanover County Health Department (NHCHD) , Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford Mary King Dean W. Keith Elmore, RPh. Robert G. Greer Dennis L. Jackson, DVM Laura Pitts Maness Edward L. Paul, Jr., aD Mark A. Veenstra, PE Members Absent: Thomas V. Clancy, MD Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Mr. Parker presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on March 2, 1994. The minutes were approved. Committee Reports: Executive Mr. Coble, Executive Committee Chairman, reported that the Executive Committee met at 6:30 P.M. on March 28, 1994. They addressed beaver problems, studied proposed increase in Environmental Health fees and reviewed Board members' performance appraisals of Mr. Parker, Health Director. Mr. Coble recommended from Executive Committee that due to Mr. Parker's exceptional performance to grant Mr. Parker a ten percent (10%) salary increase. Mr. Coble moved from the Executive Committee to approve a ten percent (10%) salary increase for Mr. Parker, Health Director. Upon vote, the MarION CARRIED. Budget Mr. Veenstra, Chairman, Budget Committee, stated the Budget Committee met at 5:30 P.M. on March 21, 1994. ')0 -,;.¡ . Ms. Lynda F. Smith, Assistant Health Director, reported that the total NHCHD Fiscal Year 1994-95 Budget request is $8,720,276 I reflecting an increase of $1,154,837. Requested Other Than County Revenues are $5,325,606 and Requested County Revenues are $3,394,670. Ms. Smith presented graphs to the Board displaying budget expenditures and revenues. She explained that the 1994-95 budget request includes an increase of $998,923 in Other Than County Revenues which means county appropriations would increase by $155,914 to offset the increase in expenditures. She stated the rapid Home Health Agency growth reflects a large portion of the total increase in the NHCHD Budget. Mr. Veenstra stated upon receipt of the County Manager's Recommended 1994-95 Budget, the Committee plans to meet to review the recommended budget. Recognitions: The Board of Health joined the NHCHD staff in the Carl T. Durham Auditorium for the Board of Health and staff recognitions and the department focal. UNCW Students Mr. Coble recognized Kelli Kieft and Angela Cagle, UNCW Students, who identified Establishments. students for project. additional New Hanover County 100% Smokefree On behalf of the Board of Health, he thanked the their participation in this health promotion I "The Winning Shots - Immunize" Cheer Competition - Dream Team Ms. Janet McCumbee, Public Health Nurse, announced that the Dream Team won "The Winning Shots Immunize" Cheer-Off Competi tion held on Friday, March 4, 1994 at the NHCHD Staff Meeting. She explained the California Raisins, members of the Dream Team, won the competition by presenting a cheer and lyrics which .they composed to the music, "I Heard It Through The Grapevine". This winning cheer was performed for the Board. Mr. Parker announced that the California Raisins will make their presentation to the New Hanover County Commissioners on April 18, 1994. Mr. Coble congratulated the participants on their outstanding performance promoting the importance of childhood immunizations. Smokefree Establishments Mr. Coble recognized and congratulated Hanover County Smokefree Establishments Establishment Certificates. recipients of 20 New with 100% Smokefree I I I I 21 March of Dimes Mr. Parker announced that the Health Department March of Dimes Campaign collected $3,925 surpassing their goal of $2,500. He congratulated Ms. Mamie Nixon and Ms. Cynthia Meredith, Chairpersons, and the health department staff for their remarkable contributions to the March of Dimes. He exclaimed that the Health Department was New Hanover County's second highest contributor to the March of Dimes Campaign in the industry category. Department Focal: Mr. Ron Currie presented the department focal on Rabies Alert. Rabies educational packets have been distributed to the Board of Education for kindergarten through eighth grade students. Mr. Currie showed a video, "Fight Against Rabies", with a script written by Ms. Donna Neal, Chairman, New Hanover County Animal Control Advisory Board. Mr. Coble thanked Mr. Currie and Ms. Neal for the presentation. Committee Reports: After the department focal, the Board of Health reconvened their meeting in the Dr. Thomas Fanning Wood Library. Environmental Health Dr. Macris, Chairman, Environmental Health Committee, reported the Committee met at 7:00 P.M. on March 21, 1994, to review the proposed temporary food stand regulations and the cost/study of the Soil and Water Program. Ms. Dianne Harvell, Environmental Health Director, explained to the Board that the existing Regulations Governing the Operation of Temporary Food and Drink Stands at Public Festivals in New Hanover County, adopted September 5, 1984, need revision. The proposed Rules Governing the Operation of Temporary Food Facilities will better define exemptions and include a $60 application fee and $20/day penalty for submission of late temporary food facility applications. Dr. Macris moved from the Environmental Health Committee for the Board of Health to advertise for the adoption of the proposed Rules Governing the Operation of Temporary Food Facilities and the Application Fee on May 4, 1994. Upon vote, the MarION CARRIED. Dr. Macris presented to the Board the Environmental Health Soil and Water Program Cost/Fee Study based on 1993 services and cost. Dr. Macris reported that the Committee recommended at their meeting on March 21, 1994, for the Board to increase Environmental Health fees 180% to defray 100% of costs for services. 22 After discussion, it was the consensus of the Board of Health to postpone a decision on the proposed increases in Environmental I Health fees. Dr. Macris requested that the Environmental Health staff study the above issue and obtain costs for services broken down in detailed categories from other counties. Health Promotions Mrs. Laura Maness, Chairman, Health Promotions Committee, reported the Committee met at 7:00 P.M. on March 3, 1994 and discussed the Coaches vs Cancer Campaign. The Committee decided to focus on the prevention of prostrate and oral cancer. Mrs. Maness stated that Dr. Paul discussed the need to educate the public on the availability and cost of a prostate cancer screening blood test. The Committee plans to create a health awareness in the areas oral and prostrate cancer. Unfinished Business: Veterinarians Participation in Free Rabies Clinics On behalf of the Board of Health, Mr. Coble expressed his appreciation for the time area veterinarians have donated to the free Rabies Clinics held in April 1994. I Mr. Coble moved for the Board of Health to send a thank you letter to area veterinarians who participated in the free Rabies Clinics during April 1994. Upon vote, the MarION CARRIED. New Business: Class Act Award Mr. Andre Mallette, Human Resources Director, will present a report on the New Hanover County Class Act Award Program at the May 4 Board of Health meeting. Beaver Problems in New Hanover County Mr. Coble explained that the New Hanover County Commissioners requested for the Board of Health to research the beaver problems in New Hanover County. He explained that if New Hanover County chose to participate in the State Beaver Program, it would cost $4,000, it would not provide funds for the removal of beavers from private property, and it would only pay for the removal of beavers on county property. Mr. Coble presented a recommendation from the Executive Committee to refer inquiring New Hanover County private property I owners to professional beaver trappers for the removal of beavers from their property. I I I 2;) Mr. Coble expressed concern over the beaver problems in New Hanover County. Mr. Parker explained that inquires regarding beavers could be referred either to the New Hanover County Health Department Animal Control Division or to the Vector Control Program. These divisions will furnish beaver information and the names and phone numbers of private beaver trappers to New Hanover County citizens. Mr. Coble moved from the Executive Committee for private property owners with beaver problems to be referred to professional beaver trappers for the removal of beavers from their property and to the NHCHD Animal Control Center and Vector Control Division for information and names and phone numbers of private/professional beaver trappers. Upon vote, the MarION CARRIED. Comments: Board of Health Members Mr. Coble announced that the North Carolina Restaurant Association endorses the strengthening of Temporary Food Facility Rules as proposed by the Board of Health. Health Director Mr. Parker informed the Board that the Improved and Expanded Health Department Services Program was implemented on April l, 1994 and coincides with Public Health Month (April). Mr. Parker encouraged Board members to attend the Boards of Health training session on Health Care Reform/Reorganization to be held from 6:30 P.M. - 9.P.M. on Thursday, April 28, 1994, at the Wilmington Hilton (dinner included). Mr. Parker declared that the health department defeated the Department of Social Services (DSS) in the County Blood Drive. Mr. Wayne Morris, DSS Director, will present a bouquet of flowers to the staff in recognition of the NHCHD victory. In celebration of Public Health Month, the New Hanover County Board of Health is sponsoring a Hamburger Staff Luncheon at 12 Noon on Friday, April 29, 1994. Mr. Parker requested that Board members be present for a staff picture to be taken at 12 Noon prior to the luncheon. Mr. Parker reported that the NHCHD staff received the 1993 N.C. Department of Labor Safety Award and has received this award for four consecutive years. ,/ Mr. Parker introduced new staff member: Juanita Edralin, Data Entry Operator, Home Health 24 There being no further business Mr. Coble adjourned the meeting at 9:50 A.M.
