06/01/1994 I I I 2~ Mr. John Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday, June 1, 1994, in the Carl Thomas Durham Auditorium, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford,RN Thomas V. Clancy, MD Mary King Dean Robert G. Greer Dennis L. Jackson, DVM Laura Pitts Maness Edward L. Paul, Jr., OD Mark A. Veenstra, PE Members Absent: W. Keith Elmore, RPh. Others Present: Robert S. (Bob) Parker, Health Director Frances De Vane, Recording Secretary Mr. Greer presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on May 4, 1994. The minutes were approved. Recognitions: Service Awards Mr. Coble recognized the following individuals for years of service in the New Hanover County Health Department: Five (5) Year Service Award Oderay Meek, Clerical Specialist - Epidemiology Ten (10) Year Service Award Debra E. cushing, Public Health Nurse - MCC Fifteen (15) Year Service Award Daniel Foy, Vector Control Field Operator - Vector Control Ruth Foy, Public Health Nurse - Epidemiology Cynthia R. Johnson, Public Health Nurse - Community Health Avery Rollinson, Physician Extender - MCC Tom Stich, President, N. c. Environmental Heal th Supervisors Association, 1993 Mr. Coble recognized Tom Stich, Environmental Health Supervisor, for his term as 1993 President of the Environmental Health Association, North Carolina Public Health Association. 30 Notes of Appreciation From NHCHD Staff Mr. Coble related he has received notes of appreciation to the Board of Health for hosting the Staff Luncheon on April 29, 1994. Department Focal: I Ms. Beth Day, Epidemiology Director, presented the department focal on "The Winning Shots Immunize," an immunization compliance campaign initiated in the Health Department a year ago. She gave a slide presentation, tlWhat More Can I Do,tI summarizing this project. Committee Reports: Budget Mr. Veenstra, Chairman, Budget Committee, informed the Board that the Home Health positions were included in the 1994-95 Fiscal Year (FY) County Manager's Recommended Budget. He explained that the Injury Prevention Health Educator and the Animal Control Officer positions were not in the County Manager's Recommended Budget. He stated he appeared before the County Commissioners and requested the restoration of the Animal Control Officer position. Ms. Lynda F. Smith, Assistant Health Director, summarized the budget requests for new positions, reclassifications, and Capital Outlay items. She presented the health department budget requests and the County Manager's recommendations as follows: I Health Department Budget Request Recommended Budget Salaries/Fringe Operating Expenses Capital Outlay Additional Items $ 5,877,794 2,461,895 274,537 106,050 $ 8,720,276 $ 6,238,258 2,448,058 34,130 1,600 $ 8,722,046 Ms. Smith explained the total recommended budgeted projection for Fiscal Year (FY) 94-95 is $8,722,046. Revenues to support the budget are Other Than County $5,650,580 and County Revenues $3,071,466. The FY 94-95 Health Department Recommended Budget reflects an increase over FY 93-94 of $1,156,607. Other Than County revenues have increased by $1,323,897 which results in a decrease of $167,290 in County Revenues. Mr. Parker stated this decrease is remarkable. Health Promotions Mrs. Laura Maness, Chairman, reported the Health Promotions I Committee met on Monday, May 16, 1994. Ms. Promotions Director, explained the focus on oral cancer first and address the next five months. Unfinished Business: Approval of Application Fees for the New Hanover County Board of Health (NHcBH) Rules Governing the Operation of Temporary Food Facilities in New Hanover County Mr. Coble explained that the Board adopted Rules Governing the Operation of Temporary Food Facilities in New Hanover County in May 1994. He requested for the Board of Health to now consider the recommendation to establish vendor fees for temporary foodstand facilities. I Dr. Macris, Chairman, Environmental Health Committee, reported the Committee reviewed the proposed temporary food facilities fees. He recommended from Committee for the Board to approve the establishment of a Temporary Food Facility Application Fee of $60 and a penalty of $20/day for applications and/or paYments submitted to the NHCHD less than 14 calendar days prior to the event to be effective on January 1, 1995. Proposed fees will need to be submitted to the New Hanover County Commissioners for their approval. Dr. Macris moved from Committee for the Board of Health to approve and recommend to the New Hanover County Commissioners the establishment and adoption of the above proposed Temporary Food Facility Application Fee effective January 1, 1995. Upon vote, the MOTION CARRIED. Environmental Health Fee/Cost Study Dr. Macris presented the proposed increases in the Environmental Health Soil and Water Program Fee Schedule to the Board. He explained that the charges were based on the actual 1993 cost of services. He stated that the Environmental Health Committee recommended for increase in fees to defray 100% of the cost of the program. Dr. Jackson moved for the Board of Health to approve and recommend to the New Hanover County Commissioners the adoption of the proposed Environmental Health Soil and Water Program Fees effective January 1, 1995 and to review this fee schedule in one year. Upon vote, the MOTION CARRIED. I <'1") (,\àJ New Business: New Hanover County Health Regulations - Rabies Enforcement I Ms. Donna Neal introduced Advisory Committee members to the Board of Health. She presented a draft proposal reflecting modifications to the New Hanover County Animal Control Ordinance. Ms. Neal explained the recommended changes from the Advisory Committee to the Board in the Animal Control ordinance, Dangerous Dog Law and breeding permit procedures. Ms. Neal discussed Rabies control and enforcement. She stated it is the responsibility of the pet owner to prove their animal had been vaccinated for Rabies. The pet owner is given three days to show proof of vaccination. Mr. Coble recommended that the ordinance give pet owners 72 hours or three working days to show proof of Rabies vaccination. Ms. Neal informed the Board that the Animal Control Ordinance recommended a total leash law, an animal in an open vehicle or in the back of a pick-up truck must be secured by harness or within a secure enclosure, and dogs must be in a secure barrier (effective January 1, 1998). Breeding permits will be issued for a $5.00 fee. After discussion of the draft of the Animal Control Ordinance and revisions to Rabies policies and procedures, Mr. Coble referred the issue to the Board of Health Executive Committee. I Comments: Board of Health Members Tattoo Regulation Dr. Paul inquired about the proposed legislation regarding tattoo parlors in New Hanover County. Mr. Parker informed the Board that this issue is being addressed in the 1994 North Carolina General Assembly. Class Act Award Program Dr. Jackson requested that the Board of Health review the New Hanover County Class Act Award. He stated he would like to reestablish the Board of Health Employee Recognition Committee to research an employee recognition incentive program. Mr. Coble requested that the Board of Health Employee Recognition Committee be reactivated. After a lengthy discussion, Dr. Jackson moved for the Board to I reestablish the Employee Recognition Committee to research a more desirable employee recognition program for health department and 00 I county employees and present recommendations to the Board for improvement of this program. Upon vote, the MOTION CARRIED. Health Director Mr. Parker reported that 40 new cases of AIDS have been reported in New Hanover County since July 1, 1993. Mr. Parker invited Board members to participate in the County Blood Drive to be held on June 9, 1994, at the Cape Fear Museum. Mr. Ron Currie, Animal Control Director, gave an update on the new Animal Control Shelter construction. It is two months behind schedule but should be completed by December 1994. Mr. Parker introduced new employees: Nicki Todd, Public Health Nurse I, Epidemiology Gloria J. SMITH Assistant Health Director RESOLUTION FIREWORKS AND PUBLIC HEALTH WHEREAS, fireworks related injuries cause over 12,000 emergency room visits each year; and WHEREAS, fireworks cause in excess of 1,600 eye injuries per year; and WHEREAS, over 80% of these injuries are in youngsters under the age of 18; and ~ WHEREAS, 60% of these injuries involve Class C fireworks, and WHEREAS, fireworks have been determined to be hazardous to Public Health; THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Health condemns the sale of Class C fireworks in North Carolina; BE IT FURTHER RESOLVED, that the New Hanover County Board of Health requests that the North Carolina General Assembly repeal any and all laws permitting the sale of fireworks.
