07/06/1994 05 I Mr. John Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday, July 6, 1994, in the Carl Thomas Durham Auditorium, New Hanover County Health Department (NHCHD) , Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford,RN Thomas V. Clancy, MD Mary King Dean W. Keith Elmore, RPh. Robert G. Greer Dennis L. (Bob) Parker, Health Director Frances De Vane, Recording Secretary Mrs. Maness presented the invocation. I Mr. Coble called for corrections to the minutes of the meeting on June 1, 1994. The minutes were approved. Recognitions: New Employees Mr. Coble welcomed the following new health department employees: Harold L. Kelly, Soil Scientist, Environmental Health Jeffrey Brown, Field Operator, Vector Control Chiquita Hines-Martin, Home Health Care Aide, Home Health Teresa G. Stark, Public Health Nurse, Home Health Service Awards Mr. Coble recognized the following individuals for years of service in the New Hanover County Health Department: Ten (10) Year Service Award Lynda F. Smith, Assistant Health Director, Administration Twenty (20) Year Service Award Eva Cathy Miles, Community Health Assistant, Epidemiology I New Hanover County "Class Act" Award Mr. Coble recognized cynthia Meredith, Health Educator, recipient of the first New Hanover County "Class Act" Award presented by the New Hanover County Commissioners. <-'Ii'" .:1 f) Be Kind To Animals Contest Winners Mr. Coble presented certificates of recognition and T-shirts to I Renee Mosley and Charles "Chase" Mullen recipients of the Be Kind to Animals Contest sponsored by the American Humane Society and New Hanover County Humane Society. Department Focal: Ms. Brenda Jones, Child Health Director, presented the department focal on "Step By Step," a Child Service Coordination Program. The program goals are to support families in caring for their children, to assist them in negotiating the service delivery system and to provide an opportunity for each child to reach their developmental potential. Committee Reports: Unfinished Business: Animal Control Shelter Update Mr. Ron Currie, Animal Control Director, construction of the new Animal Control comp1:eted by mid November 1994. Mr. Coble Board of Health meet in the Animal Control December 1994. reported that the Shelter should be suggested that the Conference Room in I Cancer Awareness Program Ms. Denise Teachey, Health Promotions Director, presented a schedule for the public awareness campaign regarding the positive affects of early detection of oral, breast, cervical, colon and prostate/testicular cancer. She explained the Committee has decided to focus on oral cancer first and address the other types of cancer during the next five months. New Business: Resolution - Fireworks and Public Health Dr. Paul informed the Board that Representative David Redwine sponsored House Bill 1089 which passed in the 1993 General Assembly and legalized Class C fireworks in North Carolina. Dr. Paul expressed concern regarding the number of injuries from fireworks as illustrated in an American Optometric Association News Release entitled, "Sparklers and Other Fireworks Can Injure Children's Eyes". He presented the resolution entitled Fireworks and Public Health for the Board's endorsement to repeal the bill. I :i'ï I Dr. Paul moved for the Board of Health to adopt the resolution Fireworks and Public Health to repeal House Bill 1089, An Act Relating To The Definition of Pyrotechnics Under Chapter 14 Of The North Carolina General Statutes ratified by the General Assembly in July 1993. Upon vote, the MOTION CARRIED. Mr. Coble ask Mr. Parker to request the Association of North Carolina Boards of Health, the North Carolina Association of Local Health Directors and North Carolina Local Boards of Health to consider endorsing resolutions to repeal the law legalizing the use of Class C fireworks in North Carolina. Dangerous/Potentially Dangerous Dog Policy Mr. Coble presented a proposed draft of the New Hanover County Board of Health Dangerous/Potentially Dangerous Dog Policy. Motion: Mr. Coble moved for the Board of Health to adopt the Dangerous/Potentially Dangerous Dog Policy and Procedures as follows: 1. Any dog that bites their owner and/or immediate family shall not be investigated as a dangerous/potentially dangerous dog unless the victim states that the bite was not provoked. Immediate family for purpose of this policy shall include father, mother, husband, wife, son, daughter, brother, sister, grandfather, grandmother, father-in-law, mother-in-law, son-in-law, daughter-in-law, brother-in-law, sister-in-law, grandson, granddaughter, half-brother, half-sister, stepfather, stepmother, stepson, stepdaughter, stepbrother, stepsister, and foster child. I 2. Any dog which attacks any domestic or wild fowl shall not investigated as a "potentially dangerous dog." Amended Motion: Mrs. Alford moved to amend the original motion to the Dangerous/Potentially Dangerous Dog Policy to read as follows: 1. Any dog that bites their owner, immediate family or a house guest shall not be investigated as a dangerous/potentially dangerous dog unless the victim states that the bite was not provoked. 2. Any dog which attacks any domestic or wild fowl shall not be investigated as a "potentially dangerous dog." Upon vote, the AMENDMENT TO THE MOTION WAS APPROVED. I Motion: Mr. Coble moved from the Executive Committee for the Board of Health to adopt the Dangerous/Potentially Dangerous Dog Policy as presented and amended above. Upon vote, the MOTION CARRIED . '-is ... . Mr. Currie, Animal Control Director, explained that the County I Attorney will again review the amended Dangerous/Potentially Dangerous Dog Policy. Dog and Cat Bites Policy Mr. Coble presented a proposed draft of the New Hanover County Board of Health Policy and Procedure for Dog and Cat Bites. Amended Motion: Mrs. Maness moved to amend the proposed Dog and Cat Bite Policy and Procedure to read as follows: Any dog or cat that has bitten their owner, immediate family or house guest, and the owner reports to the investigating Animal Control Officer that their pet has a current rabies vaccination, that pet owner shall be permitted to securely confine their pet at home for three (3) days. If the owner does not present proof within this given time, Animal Control shall demand that the pet be confined at the owner's expense either at the Animal Control Shelter or a local veterinary hospital for the remainder of the (10) day confinement period. Securely confined for the purpose of this pOlicy shall be defined as a pen with four sides, a concrete bottom, a securely fastened top, and a gate locked with a padlock. An outbuilding or the owner's house shall also be considered a secure enclosure. I Animal Control shall have the final approval on the secure enclosure. If Animal Control decides that the pet must be confined at the Animal Shelter or at a veterinary hospital, the pet owner shall comply or face legal charges. Upon vote, the AMENDMENT TO THE MOTION WAS APPROVED. Motion: Mr. Coble moved from the Executive Committee for the Board of Health to adopt the amended Policy and Procedure for Dog and Cat Bites. Upon vote, the MOTION CARRIED. Bite Confinement Agreement Mr. Coble presented the Pet Bite Confinement Agreement form to the Board for their consideration. Motion: Mrs. Maness moved to amend the Pet Bite Confinement Agreement with the addition of the date of the agreement placed on the form. Upon vote, the AMENDMENT PASSED. Motion: Mr. Coble moved for the Board of Health to adopt the Bite Confinement Agreement as amended. Upon vote, the MOTION CARRIED. I 39 I Adoption of Certain Breeds From the Animal Shelter Mr. Coble recommended to the Board the adoption of a policy which prohibi ts the adoption of pit bulls, chows or mixes of these breeds from the Animal Control Shelter. Motion: Mr. Greer moved for the Board to adopt the New Hanover County Board of Health POlicy and Procedure for Adoption of Certain Breeds From the Animal Control Shelter. Upon vote, the MOTION CARRIED. Cats Sold to Research Proposal Mr. Coble recommended from the Executive Committee for the Board of Health to endorse the sale of cat carcasses for research and educational purposes. Dr. Paul explained there are two options other than the landfill for disposal of cat carcasses. He stated all cat carcasses from the Animal Control Shelter may be donated to LBS Biological, Inc. or all cats 12 inches or greater may be sold to LBS Biological, Inc. I Motion: Dr. Paul moved for the Board to donate all cat carcasses to LBS Biological, Inc. Upon vote, the MOTION DID NOT PASS. Motion: Dr. Jackson moved for the Board to endorse the sale of cat carcasses 12 inches or greater to LBS Biological, Inc. for $3 per specimen with generated revenues donated to the Animal Control Trust Fund. Upon vote, the MOTION CARRIED. Proposed Increase in Rabies Vaccinations Mr. Coble of Health for each Clinics. recommended from the Executive Committee for the Board to approve the proposed increase from $5.00 to $6.00 rabies vaccination administered at Annual Rabies Motion: Mr. Coble moved from Committee for the Board of Health to recommend to the New Hanover County Commissioners the approval of an increase from $5.00 to $6.00 for rabies vaccinations administered during the Annual Rabies Clinics. Upon vote, the MOTION CARRIED. Animal Control Ordinance Revision Education I Mr. Ron Currie is planning two educational sessions on the revisions of New Hanover County Animal Control Fowl and Animal Ordinance for Board of Health members. 40 Home Health Charges I Mr. Parker presented the proposed FY 94-95 Home Health Care charges as follows: Physical Therapy Occupational Therapy Speech Therapy Skilled Nursing Home Health Aide Medical Social Worker 79.00 79.00 79.00 80.00 45 . '00 115.00 MOTION: Mrs. Alford moved for the Board to approve the above increased Home Health charges effective July 1, 1994. Upon vote, the MOTION CARRIED. Comments: Board of Health Members Mrs. Laura Maness commended Dr. Clancy for his memo to Mr. Andre Mallette, Department of Human Resources Director, regarding the New Hanover County Class Act Award. Health Director I Mr. Parker expressed his appreciation to Board of Health members for their support and excellent attendance at regular Board meetings. New Division in Health Department - Child Health Mr. Parker announced a new health department division has been created. Maternal and Child Care has been divided. Mrs. Brenda Jones is in the Child Health Director position which was approved in the NHCHD Fiscal Year 1994-95 Budget. Mrs. Betty Jo McCorkle, Maternal Health and Family Planning Director, will announce the new official name of her division soon. Environmental Health Fees Mr. Parker reported that the New Hanover County Commissioners approved the proposed increases in the Environmental Health Soil and Water Program Fee Schedule effective July 1, 1994. He explained that the increase in fees to defray 100% of the cost of the program will be phased in over the next three years. Death of Thomas Fanning Wood, III Mr. Parker stated that Thomas Fanning Wood, III, of New York I City, New York, died on June 13, 1994. He was the grandson of the late Dr. Thomas Fanning Wood, the Father of Public Health in North Carolina. 41 I "The Winning Shots Immunize" Wins National Association of Counties Achievement Award Mr. Parker announced that "The Winning Shots - Immunize", an immunization compliance project, was selected for a 1994 National Association of Counties Achievement Award.
