09/07/1994 4'i I Following the quarterly meeting of the New Hanover County Health Department Home Health Agency Advisory Board, Mr. John Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8: 05 A.M. on Wednesday, September 7, 1994, in the Carl Thomas Durham Auditorium, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford, RN Thomas V. Clancy, MD Mary King Dean Robert G. Greer W. Keith Elmore, RPh. Dennis L. Jackson, DVM Laura Pitts Maness Edward L. Paul, Jr., OD Mark A. Veenstra, PE Members Absent: Others Present: Robert S. (Bob) Parker, Health Director Frances De Vane, Recording Secretary I Dr. Paul presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on August 3, 1994. The minutes were approved. Recognitions: Memorial to Vivian Pompey, Clerical Specialist Mr. Coble stated that Ms. Vivian Pompey, Clerical Specialist, Women's Infants and Children (WIC) Program, was killed in August 1994 in an automobile accident. A silent prayer was held in memory of Ms. Pompey, an employee of the health department for nine years. Mr. Parker informed the Board that staff has suggested for the Board and health department to consider a memorial in honor of Ms. Pompey. The Executive Committee and the Board of Health requested that this issue be referred back to staff for a recommendation on the memorial to Ms. Pompey. New Employees Mr. Coble introduced and welcomed the following new health department employee: Weslee McCaw, Public Health Nurse, Home Health I 48 Service Awards Mr. Coble recognized the following individuals for years of I service in the New Hanover County Health Department: Five (5) Year Service Award Barbara Denise Teachey, Health Promotions Director Ten (10) Year Service Award Robert S. (Bob) Parker, Health Director Super Staff Award - January 1994 - June 1994 Mr. Coble presented the plaque for the Semi-Annual Super Staff Award to Cherie West, Clerical Specialist, who works in the New Hanover County Jail. Department Focal: Ms. Mary Jo Newton, Public Health Nurse III, presented the department focal on "Your Health, Your Greatest Resourcell. She expressed to the Board that the provision of a mobile wellness unit to promote health and healthy lifestyles would be beneficial to the health of New Hanover County citizens. Conuni ttee Reports: Q Executive Committee I Mr. Coble reported that the Executive Committee met on Monday, August 29, 1994. He recommended from Committee for the Board of Health to consider the proposed transfer of the Home Health Agency to the New Hanover Regional Medical Center. He explained if the Board approves the transfer of the Home Health Agency to the hospital, it will need to be approved by the hospital trustees and New Hanover County Commissioners. Motion: Mr. Coble moved from Executive Committee for the Board of Health to approve the recommendation to transfer the New Hanover County Health Department Home Health Agency to the New Hanover Regional Medical Center with the following stipulations: 1. Staff salaries and benefits will be equal to or better than existing salaries. 2. The Home Health Agency will remain as autonomous as possible within the structure and administration of the New Hanover Regional Medical Center. Upon vote, the MOTION CARRIED. I Mrs. Maness abstained from voting. Dr. Jackson voted nay. 49 Health Promotions I Mrs. Laura Maness, Chairman, Health Promotions Committee, reported that the Committee met at 6:00 P.M. on Tuesday, August 23, 1994, to address plans for informing the public of the implementation of the New Hanover County Smoking Regulation (NHCSR) effective January 1, 1995. Ms. Denise Teachey, Health Promotions Director, and the Committee are planning news releases and media interviews regarding the NHCSR. Mrs. Leslie Ramshaw, Project ASSIST Coordinator, will implement a "Commit To Quit Campaign" and distribute Worksite Policy Handbooks to businesses to explain the regulation and promote smoking cessation. Environmental Health Specialists plan to make restaurateurs aware of the changes in the smoking regulation during their fourth quarter restaurant inspections. <t, Unfinished Business: Animals and Fowl Ordinance Revision Mr. Coble stated that Board members had participated in an educational session to study the proposed revisions of the New Hanover County Animal Control Animals and Fowl Ordinance. I Motion: Dr. Paul moved for the Board of Health to approve and recommend to the New Hanover County Commissioners the adoption of the revisions to the New Hanover County Animals and Fowl Ordinance. Upon vote, the MOTION CARRIED. Animal Control Advisory committee Vacancies Mr. Ron Currie, Animal Control Director, presented a plan to select five members on the Animal Control Advisory Committee (ACAC) for two-year terms beginning January 1, 1995. The vacant positions will be two Members-at-Large, one Cat Interest, one Kennel Operator, and one Humane Society member. In September, Mr. Currie plans to advertise for applicants. In December, the Board of Health will appoint these committee members. Mr. Coble requested that Board members submit their recommendations for the selection of the above ACAC members. Animal Control Shelter Update Mr. Ron Currie, Animal Control Director, reported construction of the new Animal Control Shelter is behind schedule and should be completed by January 1995. I Cancer Awareness Program Ms. Denise Teachey, Health Promotions Director, stated the public awareness campaign regarding early detection of cancer focused on colon/rectal cancer last month. Emphasis will be 50 placed on prostate cancer this month. A Prostate Screening Clinic, a combined effort of both the NHRMC and NHCHD, will be I held from 8:00 A.M. - 12:00 P.M. on Saturday, September 17, 1994, at the NHRMC. New Business: N.C. Minority Health Advisory Council Mr. Parker announced the N. C. Minority Health Advisory Council will meet from 8:00 A.M. - 5:00 P.M. on Tuesday, September 13, 1994, in the NHCHD Carl T. Durham Auditorium. Representative Howard Hunter will participate. Presentations on "Baby's First Party" by Ruth Foy, Public Health Nurse, and "Mosquito Control" by Ken Sholar, Vector Control Manager, are on the Council agenda. N.C. Health Planning Commission The Advisory Committee on Community Health Districts, N.C. Health Planning Commission, will meet in the health department auditorium from 8: 30 A.M. - 5: 00 P.M. on September 20, 1994. Representative Karen E. Gottovi is Chairman of the committee. Smart Start Program Dr. Clancy stated that the New Hanover County Commissioners I endorsed the Smart Start Program at their meeting on September 6, 1994. Mr. Coble advised the Board that the Smart Start application had been completed. Dr. Clancy inquired whether the NHCBH desired to endorse Smart Start this year. Mr. Greer stated the Board's endorsement was not necessary; however, a place for the signature of New Hanover County Department heads is on the application form. A Mobile Wellness unit and Program Dr. Paul inquired about the feasibility of the health department securing a mobile wellness unit as suggested by Ms. Mary Jo Newton in her department focal, "Your Health, Your Greatest Resource. " He asked if staff would investigate the cost of a mobile wellness unit and research revenue sources to cover expenses for staff and operating. Comments: Board of Health Members Adjusting Fees to Dollar and Cent Values Dr. Clancy thanked Ms. LYnda Smith, Assistant Health Director, for her follow-up memo on the collection of pregnancy testing I fees in dollar and cent values. bY Health Care Reform I Mr. Coble reported that Mr. Parker and he attended the Health Care Reform meeting sponsored by Congressman Charlie Rose in Fayetteville. He commended Mr. Parker for his presentation to this group. Health Director Request to Hospitals for County Injury Prevention Program Mr. Parker stated that the Board approved the Injury Prevention Program last year; however, the County Commissioners did not approve this request. He has written Jim R. Hobbs, Executive President, NHRMC, and Joe L. Soto, President, Cape Fear Memorial Hospi tal, to ask if the hospitals are interested in funding an Injury Prevention Program. Twentieth Anniversary of NHCBD Buildinq - October 9, 1994 The Health Department October 9, 1994. STDs Report Relating to Oral Contraceptives and Norplant building will be 20 years-old on I At the request of the Board of Health, Ms. Betty Jo McCorkle, Women's Heal th Care Director, presented a report on Sexually Transmitted Diseases (STDs) as they relate to oral and Norplant contraceptives. From July 1992 through June 1993, there was no statistically significant difference between oral and Norplant contraceptives and STD rates. Mrs. Dean thanked Ms. McCorkle for the report and requested that the report be continued for another year. Fireworks Mr. Parker announced that the New Hanover County Commissioners endorsed the Board of Health's fireworks resolution. It will be introduced and endorsed by Health Boards and local legislative bodies throughout the state. Mr. Parker reminded the Board that Dr. Paul was responsible for addressing this issue to the Board of Health and commended the Board for their resolution. I Teenage Sexuality - Board of Health Credit Mr. Parker reported that there has been a 10% reduction in New Hanover County pregnancies in the last three years. He commended the Board of Health for assisting with the sex education programs in New Hanover County schools. He explained that the rate for whi te teenage pregnancies is down; however, nonwhi te teenage pregnancies have not improved. 52 Adjournment: There being no further business Mr. Coble adjourned the meeting at 9:15 A.M. ø-~ 4e..
