01/04/1995 II I I 71 Dr. Spiro Macris called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday, January 4, 1995, in the Carl Thomas Durham Auditorium, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. (Bob) Parker, Health Director Frances De Vane, Recording Secretary Mr. Mark Veenstra presented the invocation. Dr. Macris called for corrections to the minutes of the meeting on December 14, 1994. The minutes were approved. Oath of Office: On behalf of the Board of Health, Dr. Macris welcomed Mrs. Estelle Grady Whitted, RN, Public Citizen, to the Board of Health. Oath of office was administered by Mrs. Frances De Vane, Notary Public. Recognitions: Service Awards Dr. Macris recognized the fOllowing individual for his years of service in the New Hanover County Health Department: Five (5) Year Service Award Ken R. Sholar, Manager, Vector Control Department Focal: Ms. Tammy Pregnancy Services Center." King, Center, in the Client Services Director, Life Line Crisis presented a department focal on "Pregnancy Private Sector, Life Line Crisis Pregnancy 72 Committee Reports: I There were no Committee Reports. Unfinished Business: Animal Control Update Mr. Currie announced the new Animal Control Shelter should be completed by February 1, 1995. smoking Control Regulation Effective January 1, 1995 Mr. Parker stated that the implementation of the New. Hanover County Smoking Control Regulation (SCR) on January 1, 1995 has been positive. He introduced Mrs. Leslie Ramshaw, Project ASSIST Health Educator, who is assisting the public with the application and interpretation of the new smoking regulation. Mandated Inspections of Food and Lodging Establishments ( 99\ Compliance) Mrs. Dianne Harvell, Environmental Health Director, explained that New Hanover County's compliance with mandated inspections of food and lodging establishments for FY 1993-94 was 99% as I computed by the Division of Environmental Health, Food and Lodging Fees Unit, North Carolina Department of Environment, Health and Natural Resources (DEHNR). The Environmental Health Division will receive $8,462.84 in additional funds. Mr. Coble informed the Board that the state collects $25.00 per establishment for annual inspections. Clancy Mrs. Estelle Grady Whitted Use of Glaxo Award Funding ($5,000) Ms. Beth Day, Epidemiology Director, presented recommendations from the Immunization Action Committee for the expenditure of $5,000 which accompanied the Glaxo Award. The prioritized recommendations are as follows: :1 I Fix up Employee Break Room Color Laser Printer Motivational Speaker for Staff Party for Staff to Cut Ribbon $ 1,500 2,700 350 450 Dr. Paul moved for the Board to approve the expenditure of the $5,000 Glaxo Award monies as recommended by the NHCHD Immunization Action Committee. Upon vote, the MOTION CARRIED. Comments: Board of Health Members Board Members recognized and congratulated Mrs. Estelle G. Whitted on her appointment to a three-year term on the Board of Health. Health Director Senator Lauch Faircloth Newsletter Mr. Parker included Senator Lauch Faircloth's "Fall Update" in the January Board packet. I Breakfast Reception Honoring Home Health Staff The Board of Health and the New Hanover Regional Medical Center Board of Trustees will give a Breakfast Reception honoring the NHCHD Home Health Agency Staff from 7: 30 A.M. to 8: 30 A.M. on Friday, January 6, 1995. Mr. Parker reported the transfer of the New Hanover County Health Department Home Health Agency to New 74 Hanover Regional Medical Center was accomplished on January 1, 1995. Association of North Carolina Boards of Health (ANCBH) Mr. Parker invited Board members to attend the ANCBH Ninth Annual Meeting on January 20, 1995 at the Brownstone Hotel in Raleigh, North Carolina. Mr. Coble will be appointed to a two-year term on the ANCBH Board of Directors at this meeting. Guard Care/Wellness Fair, April 29 and 30, 1995 At the conclusion of Public Health Month on April 29 and 30, 1995, the North Carolina National Guard and NHCHD will sponsor a Gùard Care/Wellness Fair to be held at the First Baptist Church Activity Center and the health department. Major George Silver, National Guard; Mr. Parker; Health Department Guard Care/Wellness Fair Committee; local physicians; church and civic leaders plan to participate in the large health screening fair for adults and children. Legislation to Eliminate Local Boards of Health Mr. Parker informed the Board that the North Carolina County Commissioners Association will consider legislation that permits counties to eliminate Local Boards of Health, Mental Health Boards and Social Services Boards.
