Dr. Spiro J. Macris, Chairman, called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday, June 7, 1995, in
the Carl Thomas Durham Auditorium, New Hanover County Health Department,
Wilmington, North Carolina.

Recognitions:
Act of Care and Courage
Dr. Macris presented a recognition plaque to Mr. Jesse Hannible, New Hanover County
Citizen, who assisted Mr. Clarence Riley, Vector Control Field Operator, with first aid care
at the Vector Control Office on January 26, 1995.
New Employee
Dr. Macris recognized the following new health department employee:

Ms. Betsy Summey, Physician Extender, recipient of the 1995 Annual Cape Fear Women
of Achievement Award - Professions, was congratulated and recognized.

Accident Prevention Award
Dr. Macris displayed the Accident Prevention Award presented to the NHCHD for the fifth I
consecutive year issued by the North Carolina Department of Labor..
Department Focal:
Mr. Mark Lanier, Chair, New Hanover County Partnership for Children, presented the
department focal on Smart Start, a program designed to bring day care, health care and
other services to children under five years of age. Mr. Lanier gave a brief history of the
two-year-old program. He explained that if the Legislature funds Smart Start, New
Hanover County is on the funding list.
Committee Reports:
Budget
Mr. Veenstra, Chairman, Budget Committee, reported that the Budget Committee met at
6:00 P.M. on Monday, May 22, 1995, to review the County Manager's Recommended
NHCHD FY 1995-96 Budget. He informed the Board that he attended the New Hanover
County Commissioners Budget Hearing at 7:20 P.M. on Monday, June 5,1995. A request
for the Animal Control Services clerical position to full-time and a generator at Animal I
Control Services was presented to the County Commissioners.
Ms. Lynda F. Smith, Assistant Health Director, explained that health department revenues
have decreased due to the transfer of the NHCHD Home Health Agency to New Hanover
Regional Medical Center. Other revenues reflect an increase.
Ms. Smith gave a slide presentation on the NHCHD FY95-96 Budget. The health
department budget requests and the County Manager's recommendations are as follows:

The 1995-96 NHCHD Budget will be presented to the Board for their approval at the July
Board of Health meeting.
Environmental Health
Mr. Coble, Chairman, Environmental Health Committee, reported that the Environmental I
Health Committee met at 7:00 P.M. on May 22,1995 at the New Hanover County Health
Department to review the Regulations Governing Tattoo Parlors. He stated the

Committee is studying the State Rules for Tattooing and considering addressing education
on invasive medical procedures for tattoo artists.
Executive Committee
Dr. Macris, Chairman, Executive Committee, reported that the Executive Committee met
at 6:15 P.M. on May 30, 1995 at the health department. Items discussed at the meeting
are on the Board of Health Agenda under New Business.

Immunization Service to Out-Of-County Residents
Dr. Macris recommended from the Executive Committee for the Board to approve the
provision of immunization services to out-of-county residents and charge out-of-county
residents an administration fee equal to the Medicaid rate.
Mr. Parker informed the Board that State law may prevent the health department from
charging an administrative fee to out-of-county residents for immunizations. He will
research this further.
It was the consensus of the Board to table this recommendation and send it back to the
Executive Committee.
Proposed Changes in Animal Control Fees
Dr. Macris recommended from the Executive Committee for the Board to approve the
following changes in the Animal Control Fee Schedule as recommended by the Animal
Control Advisory Committee:

MOTION: Dr. Macris moved from Executive Committee for the Board of Health to
approve and recommend to the New Hanover County Commissioners the above proposed
changes in the Animal Control Services Fee Schedule to be incorporated in the NHCHD
Fee Policy. Upon vote, the MOTION CARRIED.

Appointment of a Health Care Provider to the Child Fatality Prevention Team
Dr. Macris recommended from the Executive Committee for the Board to approve the
appointment of Carl B. Rogers as Health Care Provider to the Child Fatality Prevention
Team.
MOTION: Dr. Macris moved from the Executive Committee to approve the appointment
of Carol D. Rogers as Health Care Provider to the Child Fatality Prevention Team. Dr.
Jackson moved to amend the motion to advertise for this position for future appointments.
Upon vote, the AMENDED MOTION CARRIED.
Children's Trust Fund Grant - Parenting Education - $20,000
Dr. Macris recommend from the Executive Committee for the Board to approve the
application for a $20,000 Children's Trust Fund Grant for Parenting Education funded by I
the North Carolina Department of Public Instruction.
Ms. Janet McCumbee, Child Health Director, informed the Board that there is a real need
in our community for parenting classes to address the needs of families to help prevent
child abuse and neglect.
MOTION: Dr. Macris moved from the Executive Committee to submit an Application
for a Children's Trust Fund Grant for Parenting Education for $20,000 to be funded by the
North Carolina Department of Instruction and to recommend the submission of this
application to the New Hanover County Commissioners. Upon vote, the MOTION
FAILED.
Cannon Foundation Grant - Safety Issues in the Home - $11,000
Dr. Macris recommended from the Executive Committee to approve the Application for a
$11,000 Cannon Foundation Grant - Safety Issues in the Home. Ms. Janet McCumbee,
Child Health Director, stated that the Safety Issues in the Home Grant is to provide fire
prevention and fire safety education to families in the NHCHD Child Service Coordination
caseload (approximately 350 families) and other New Hanover County low income families.
A smoke detector and fire extinguisher will be delivered to each visited family. The grant I
is provided by the Cannon Foundation with no county funding required.

MOTION: Dr. Macris moved from the Executive Committee to approve the NHCHD
Application for the Safety in the Home Cannon Foundation Grant for $11,000 and to submit
this recommendation to the New Hanover County Commissioners. Upon vote, the
MOTION CARRIED.
Nomination of Health Director to National Association of County and City Health
Officials (NACCHO) Board of Directors
Dr. Macris recommended from the Executive Committee to endorse the nomination of
Robert S. Parker, Health Director, to the Board of Directors, NACCHO.
Dr. Macris moved from the Executive Committee to support the nomination of Mr. Parker
to the Board of Directors NACCHO. Upon vote, the MOTION CARRIED.

Board Members
Smart Start
Dr. Clancy explained that the Board of Health voted two years ago not to support the Smart
Start Program in New Hanover County. He requested that the Board reconsider its
position on the issue if the legislature approves funding to begin a Smart Start Program in
New Hanover County. Dr. Jackson inquired about how the money is to be disbursed.
1995-96 Budget
Ms. Alford commended Mr. Veenstra, Budget Committee Chairman, for the presentation
of the health department budget. Mr. Elmore thanked Ms. Smith for her budget slide
presentation.
Board of Health Staff Luncheon
Mr. Coble thanked Hoard members for their participation in the staff luncheon and
requested that payment for the expenses should be rendered to him.
Health Director
Health Department Ramp
Mr. Parker informed the Board that plans for the installation of a handicap ramp at the
front entrances of the health department are being formulated to prevent injuries on the
concrete steps.

County Blood Drive
The New Hanover County Blood Drive is to be held on Thursday, June 8, 1995, at the I
Cape Fear Museum. Board members were requested to give blood..
Association of N.C. Boards of Health (ANCBH) Continuing Education Session
On June 12, 1995, Brunswick County Board of Health and ANCBH will host a Boards of
Health Continuing Education Session to focus on basic and legal responsibilities.
Nutrition Awareness Project
Dr. Tabandeh Zand, Nutrition Director, informed the Board that the Nutrition Awareness
Project sponsored by the Health Promotions Committee will include assisting restaurant
owners and managers with plans for healthy menus, grocery store healthy food
demonstrations, and menu planning and nutritional educational information for the public.
Mr. Parker informed the Board that Dr. Zand is working with UNC - Greensboro on
obtaining grant funding for a healthy menu survey.
