Macris, Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, September 6, 1995, in the Carl Thomas Durham Auditorium, New Hanover County Health Department, Wilmington, North Carolina. De Vane, Recording Secretary Invocation: Mr. Keith Elmore gave the invocation. Minutes: Dr. Macris called for corrections to the minutes of August 2, 1995. The minutes were approved. Recognitions: New Emplovees Dr. Macris welcomed the following new health department employees: J. Leigh Jackson, Environmental Health Specialist, Environmental Health John M. Minneci, Environmental Health Specialist, Environmental Health Ellen D. Rivet, Public Health Nurse, Women's Health Care 1] 8 Years of Service Five (5) Years I Sarah G. Harrell, Clerical Specialist I, Environmental Health Monique Simon, Medical Laboratory Assistant II, Laboratory N.C. Public Health Month Award for OutstandinQ Achievement Mr. Parker announced that the NHCHD will be presented the North Carolina Public Health Month Award for Outstandina Achievement at the North Carolina Public Health Association (NCPHA) Annual Meeting on Thursday, September 14, 1995. On October 11, 1995, Dr. Ronald H. Levine, State Health Director, is to present this award to staff for their "On Guard for Health" Health Fair held on April 29 and 30, 1995. Board members were invited to attend this celebration. Super Staff Award - Ms. Daisv Brown On behalf of the Board of Health, Dr. Macris presented a plaque to and congratulated Ms. Daisy Brown, Administrative Assistant, recipient of the January - June 1995 Semi-Annual Super Staff Award. Department Focal: I Mr. Allen O'Neal, New Hanover County Manager, gave the department focal on the draft charter for the Wilmington-New Hanover County Consolidated Government. He explained that consolidation is the formation of a new unit of local government to provide services formerly provided by the City of Wilmington and New Hanover County. The towns of Carolina Beach, Kure Beach and Wrightsville Beach are not included in the consolidation process but may vote in the consolidation referendum and all elections of the Consolidated Government. On February 28, 1995, a joint Consolidation Study Commission was formed by the County Board of Commissioners and the Wilmington City Council to study the consolidation of the two governments. On August 2, 1995, the Consolidation Study Commission approved a draft charter for consolidation. On October 10, 1995, all registered voters in New Hanover County will have the opportunity to vote on the consolidation of the City of Wilmington and New Hanover County. Committee Reports: Health Promotions Dr. Ed Paul, Chairman, Health Promotions Committee, reported that the Health I Promotions Committee met at 6:00 p.m. on August 21, 1995. I I I 119 Executive Dr. Macris, Chairman, Executive Committee, reported that the Executive Committee met at 6:15 p.m. on Monday, August 28, 1995. Unfinished Business: TattooinQ Proposal Dr. Paul explained to the Board that State Rules Governing Tattooing, enacted February 9, 1995, do not include a provision for training tattoo artists on invasive medical procedures. He presented a proposed revision to the New Hanover County Reaulation Governina Tattoo Parlors which would require licensed tattoo artists to complete approved educational requirements for invasive procedures. The proposed educational component specified in the regulations is to be planned by health department staff, and it will not be extra expense to New Hanover County. MOTION: After discussion, Dr. Paul, Chairman, Health Promotions Committee, moved for the Board of Health to approve a revision to the New Hanover County Tattooina Reaulations that states any person licensed to Tattoo shall complete an approved* course in aseptic and sterile techniques, which shall include but not be limited to: sterilization, hazardous waste disposal, autoclave operation, hygiene and first aid. Upon vote, the MOTION CARRIED. *Definition of approved course is defined as a course provided by the New Hanover County Health Department. A fee may be incorporated in the license fee to cover this cost. A registered nurse, preferably one with surgical expertise, may provide the training. New Business: "Pull The PluQ On Violence" Dr. Paul recommended from the Health Promotions Committee for the Board to endorse the health department's participation in "Pull The Plug On Violence" Campaign sponsored by the North Carolina Pediatric Society, Kiwanis, and other organizations. This campaign is to help increase community and family awareness of the influence of media violence on youth. MOTION: Dr. Paul moved from the Health Promotions Committee for the Board to endorse the health department's participation in the "Pull The Plug On Violence" Campaign. Upon vote, the MOTION CARRIED. 120 Children and Tobacco I Dr. Paul informed the Board that the Clinton Administration and the U. S. Department of Food and Drug Administration have proposed a plan to reduce children's access to tobacco products. Dr. Paul presented the Children and Tobacco Proposal to the Board for consideration of health department participation. Dr. Clancy stated that he felt the Board should address the above issue to minimize the exposure of tobacco products to children, since tobacco takes such a negative toll on society. Mr. Greer suggested that the Board evaluate the full issue being addressed by the Food and Drug Administration and to consider if the Board wants to address a federal issue. Dr. Clancy stated if Project ASSIST is addressing the affects of tobacco on youth, this could be a duplication of services. MOTION: Mr. Greer moved that the Board of Health not take any action on the Children and Tobacco Proposal. Upon vote, the MOTION CARRIED. ReQuest for New Clerical Specialist I Position Dr. Macris recommended from the Executive Committee the establishment of a permanent I full-time Clerical Specialist I position in the Communicable Disease Division. Mr. Parker explained that currently one full-time position is shared by the Division of Communicable Disease (50% - part-time) and Laboratory (50% - part-time). Due to growth in both programs, full-time positions are needed in each program. Medicaid revenues will fund the new Clerical Specialist I position. The full-time Laboratory position will be funded by State Communicable Disease revenues. MOTION: Dr. Macris moved from the Executive Committee to approve and recommend to the New Hanover County Commissioners the establishment of a full-time Clerical Specialist I position in the Communicable Disease Division. Upon vote, the MOTION CARRIED. Animal Control Services HoldinQ Policy for Animals Confined at Animal Control Services (ACS) Dr. Macris recommended from the Executive Committee the Board's approval of the Animal Control Services Policy for Termination of Animal Confinement. Mr. Ron Currie, Animal Control Services Director, explained that this policy will define the policies and procedures for animals seized by ACS or any police agency for sheltering I costs, medical costs, and animal ownership responsibilities and rights. I I I 12] MOTION: Dr. Macris moved from the Executive Committee for the Board Health to approve the New Hanover County Animal Control Services Policy for Termination of Animal Confinement. Upon vote, the MOTION CARRIED. (Attachment: ACS Policy for Termination of Animal Confinement) Comments: Board Members Ms. Alford, Ms. Whitted, and Dr. Clancy commended Dr. Paul for his work on the New Hanover County Tattooina Reaulations. Dr. Clancy complimented the Board of Health for participating in the "Pull The Plug On Violence" Campaign. Dr. Macris informed the Board that the City Council passed an Ordinance Regulating Animals at Festivals and Special Events as endorsed by the Executive Committee of the Board of Health. Health Director Board of Health MeetinQ Date ChanQed - November 1 to November 8 Mr. Parker thanked the Board for rescheduling the date of their regular November Board of Health meeting from November 1 to November 8, 1995. Dr. Macris recommended this change, since it coincides with the American Public Health Association (APHA) Annual Meeting, and Mr. Parker is on the APHA Governing Board. Board of Health TraininQ - Tuesday. October 10.1995 Board members were encouraged to attend the Boards of Health training session, "The Image of Public Health," to begin at 6:30 p.m. (Dinner), 7:25 p.m. (Program), in the Coastal Area Health Education Center, Rooms C & D. Public Health Celebration. Wednesday. October 11. 1995 Dr. Ronald H. Levine, State Health Director, will make a formal presentation of the North Carolina Public Health Month Award for Outstandina Achievement to the NHCHD staff at 11 :45 a.m. on Wednesday, October 11, 1995, in the Carl Thomas Durham Auditorium. A staff luncheon is planned. New Hanover County Birth Statistics - 1994 Mr. Parker referred the Board to 1994 New Hanover County Birth Statistics from the Department of Environment, Health, and Natural Resources State Center from Health and Environmental Statistics which indicate that teen pregnancy has declined. l22 NCPHA Awards Mr. Parker reminded the board of the NCPHA Annual Meeting. He stated Dr. Reynolds, health department staff, and the NHCHD will receive other NCPHA awards. (Bob) Parker, Health Director New Hanover County Health Department Approved: I I I I I I NEW HANOVER COUNTY ANIMAL CONTROL SERVICES POLICY FOR TERMINATION OF ANIMAL CONFINEMENT Effective immediately, Animal Control Services (ACS) will charge for sheltering and medical costs for any animal seized by ACS or any police agency. Once the impoundment period has ended, ACS will notify the owner in writing. The owner shall have five (5) working days to pay all fees and reclaim the animal. Any owner that fails to pay all fees and reclaim the pet within the five (5) working days forfeits all ownership rights and the pet becomes property of New Hanover County. Owners who have their animals confined for bite quarantine at ACS will have five (5) working days after the bite confinement ends to pay all fees for sheltering and/or medical care. Any owner that fails to pay fees and reclaim their animal within these five (5) working days forfeits all ownership rights and the pet becomes property of New Hanover County. Animal Control Services shall process the owner through Civil Court if the owner fails to pay all the fees.
