Jackson, Vice-Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, November 8, 1995, in the Carl Thomas Durham Auditorium, New Hanover County Health Department, Wilmington, North Carolina. Members Present: Dennis L. Jackson, DVM, Vice-Chairman Mary Lou Alford, RN Thomas V. Clancy, MD John M. Coble W. Keith Elmore, RPH Robert G. Greer Mark A. Veenstra, PE Edward L. Paul Jr., 00 Estelle G. Whitted, RN Members Absent: Spiro J. Macris, DDS, Chairman Mary King Dean Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Invocation: Mr. Robert Greer gave the invocation. Minutes: Dr. Jackson called for corrections to the minutes of October 4, 1995. The minutes were approved. Recognitions: Years of Service Dr. Jackson recognized the following health department employees: Five Year Service Award Thurman Grady, Vector Control Field Operator Fifteen Year Service Award Thomas Stich, Environmental Health Supervisor 132 Dr. Paul expressed his appreciation to Mr. Stich for assisting with an environmental problem at Landfall. He stated that Mr. Stich exhibited superior job performance that was a tribute to the Environmental Health Division and NHCHD. I Dr. Jackson welcomed the Senior Nursing Class, University of North Carolina at Wilmington (UNCW), and Janet Tate, Graduate Nursing Student, East Carolina University. Department Focal: Mr. Ron Currie, Animal Control Director, presented the department focal on Animal Control Licenses, Fees, and Citations. He discussed the current Animal Control license and fee process. He explained that under present state law county license fees are an annual tax which is due during the month of each pet's rabies vaccination. He stated confusion exists since some rabies vaccinations are given every three years. Pet owners' Social Security numbers are used on a voluntary basis as an identification number in New Hanover County. Mr. Coble informed the Board that he opposes the use of pet owners' Social Security Numbers as an identification number for pets. A discussion followed on whether to use Social Security Numbers as an identification number for animal licenses. Dr. Jackson requested for this issue to be discussed again under new business on the Board's agenda. I Committee Reports: Community PlanninQ Mrs. Mary Lou Alford Chairman, Community Planning Committee, reported the Community Planning Committee met on October 9 and October 26, 1995, to discuss the 1996 Community Diagnosis. The Committee decided to utilize the information provided from Janus Healthcare, Inc., a consulting firm hired by New Hanover Regional Medical Center. Five health issues were prioritized in the following order: ~ 1. 2. 3. 4. 5. Health Education and Promotion, Including Lifestyles Issues Maternal and Child Health, Including Teenage Pregnancy Environmental Concerns, Including Air, Water, and Sewer Long-term Care Mental Health ~ ~ ~ ~ Ms. Lynda F. Smith, Assistant Health Director, informed the Board that the NHCHD Management Team will work on interventions and resource needs to address the five I health issues. I I I 133 Nursino Home Concern Reauest Mr. Greer inquired about the feasibility of the Board addressing the older population especially the care of those people in nursing homes who do not have family support. He asked Mr. Parker to plan a department focal on Nursing Home Monitoring. Dr. Jackson referred this issue to the Executive Committee for further study. Unfinished Business: Repeal Reoulations Governino Tattoo Parlors Adopted September 10. 1980 Dr. Jackson explained that the Board will need to repeal the existing Reaulations Governina Tattoo Parlors adopted, September 10, 1980, prior to the adoption of the proposed tattoo regulations. MOTION: Mr. Coble moved for the Board of Health to repeal the existing Reaulations Governina Tattoo Parlors (adopted September 10, 1980). Upon vote, the MOTION CARRIED. Adoption of New Hanover County Board of Health Rules Governino Tattooina Establishments in New Hanover County. North Carolina Dr. Jackson requested that the Board consider the adoption of the New Hanover Countv Board of Health Rules Governina Tattooina Establishments in New Hanover Countv. North Carolina which would require licensed tattoo artists to complete approved educational requirements for tattooing. Dr. Clancy inquired whether the new rules specify an age requirement for tattoo artists, if the educational component is to be provided by NHCHD or a private contractor, and if the one-year renewal period is mandated by either local or state tattoo regulations. Dr. Paul informed the Board that the proposed tattoo rules do not include an age requirement and that the health department is to determine the course curriculum for tattoo artists. The state tattoo regulation mandates a one-year renewal for tattoo artists permits. Dr. Clancy asked if tattoo assistants will be required to complete approved educational requirements for invasive procedures. Mr. Parker advised the Board that tattoo assistants performing invasive procedures will be required to complete these educational requirements. MOTION: Mr. Elmore moved for the Board of Health to revise Section 6002 Definitions, New Hanover Countv Board of Health Rules Governina Tattooina Establishments in New Hanover County. North Carolina. to state an age requirement of 18 years of age or older for tattoo artists engaging in tattooing in New Hanover County. Upon vote, the MOTION ] 0'~ CARRIED. MOTION: Dr. Paul moved for the Board of Health to adopt the amended New Hanover County Board of Health Rules Governina Tattooina Establishments in New Hanover County. North Carolina effective November 8, 1995. Upon vote, the MOTION CARRIED. (Attachment #1 incorporated as a part of these minutes.) I New Business: Animal Control License Fee (Tax) Mr. Parker, Health Director, presented a proposal to the Board of Health to enact legislation in the North Carolina General Assembly to allow New Hanover County Animal Control Services to collect an administrative license fee for pets. The present license fee is an annual county levied privilege tax mandated by the State General Assembly. Mr. Parker informed the Board that this request should go first to the New Hanover County Commissioners for their consideration and then should be introduced as a bill in the North Carolina General Assembly by a local representative. Mr. Parker illustrated if the animal control privilege tax is changed to an administrative fee, pet owners could pay their license fees every three years which would coincide with the three-year rabies vaccine. MOTION: Dr. Paul moved for the Board of Health to endorse a request to change the I Animal Control License Fee (Privilege Tax) to an Animal Control Administrative Fee, to present this request to the New Hanover County Commissioners, and to introduce the request as a bill in the North Carolina General Assembly. Upon vote, the MOTION CARRIED. Animal Control Usaoe of Social Security Numbers Mr. Coble reiterated that Social Security Numbers should not be used for Animal Control License identification. MOTION: Mr. Coble moved for Animal Control Services not to use pet owners' Social Security Numbers on any records. Upon vote, the MOTION CARRIED. Medical Occupation Class. Hoooard Hioh School On behalf of the Board of Health, Dr. Jackson welcomed students from the Medical Occupation Class, Hoggard High School, attending the Board of Health meeting as part of their orientation to Public Health. Nominatino Committee Appointment - Dr. Dennis Jackson Dr. Jackson announced that Dr. Macris, Chairman, has appointed the following Board I members to the Nominating Committee for the selection of nominees for the 1996 I I I 135 Chairman and Vice-Chairman of the New Hanover County Board of Health: Mr. Mark Veenstra, Chairman Mrs. Mary Lou Alford Dr. Thomas V. Clancy The Nominating Committee will present their report to the Board in December 1995. Comments: Board Members: Concealed Handouns Dr. Clancy thanked Mr. Parker for the information on House Bill 90, North Carolina General Assembly, and Ordinance To Regulate Possession of Weapons on City-Owned Property, Carolina Beach, North Carolina. ' Association of North Carolina Board of Health (ANCBH) Board of Directors Meetino Mr. Coble reminded Board members to attend the Association of North Carolina Boards of Health Board of Directors meeting on November 11, 1995, at Shell Island Resort, Wrightsville Beach, North Carolina, and to attend a Board of Directors reception on November 10, 1995, hosted by Mr. Coble, Trails End Steak House. "Pull The Pluo On Media Violence" Mrs. Alford commended Dr. Clancy for his participation in a special program on media violence held on October 14, 1995, at the health department during the "Pull the Plua On Media Violence Campaion." Health Director: United Way Campaion Mr. Parker announced Susan O'Brien, Laboratory Director, and Monique Simon, Medical Laboratory Assistant, Co-Chairs, NHCHD United Way Campaign, and the health department staff surpassed their goal of $3,593 with total contributions of $4,695. Concealed Handauns Mr. Parker reported that the New Hanover Concealed Handgun Ordinance was approved at the first reading at the New Hanover County Commissioners meeting on Monday, November 6, 1995. J 36 Appointment to Public Health Study Commission Mr. Parker reported that he is excited about his reappointment to serve as a member of the North Carolina Public Health Study Commission. His appointment is effective immediately and will expire on June 30,1997. Dr. Siedel's Reauest Mr. Parker referred the Board to a letter from Dr. Murray Siedel requesting permission to disconnect from the county sewer system and to provide an alternate sewer system on his private property. He advised the Board that Dr. Siedel will be notified that his request is not in compliance with state laws. Dress A Doll Project Ms. Lynda Smith announced members of the health department staff are participating in the Annual Dres$-A-DolI Salvation Army Christmas Project for needy children. Dolls will be on display at the Annual Old Fashion Christmas Doll Show Tea on Saturday, December 2 and Sunday, December 3, 1995. What Is Your Health Dollar Buyino? Mr. Parker presented a report entitled "What Is Your Health Dollar Buying. 11 He compared health care expenditures of a United States citizen to the health care expenditures of six other countries and their respective life expectancy. He concluded that our resources.,are being spent on sick care rather than preventive health care. Videos Mr. Parker invited Board members to remain after the Board of Health meeting to view three Public Health related videos.
