Dr. Dennis Jackson, Chairman, called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, January 3, 1996,
in the Carl Thomas Durham Auditorium, New Hanover County Health Department,
Wilmington, North Carolina.

Nursino Home Prooram for Board of Health
At the request of Mr. Greer and the Board of Health, Mr. Parker planned a panel I
presentation on Nursing Home Care in New Hanover County - Who Assures Quality
of Care. The panel addressed the Board of Health regarding regulations, quality

assurance, and individual resident care in nursing homes. Mr. Parker introduced the
panel speaking on these issues. Panelists were:

Panelists explained their roles and responsibilities in nursing homes. Following a
discussion focusing on quality of care and the monitoring of nursing home residents,
the Board decided to refer the issue of monitoring nursing home residents' care to
the Executive Committee for further study.
Committee Reports:
Community Plannina
Mrs. Alford, Chairman, Community Planning Committee, announced that the Community
Planning Committee met at 5:00 p.m. on December 18, 1995, to review the Community
Diagnosis. The Committee will meet at 2:00 p.m. on January 16 to review the
recommended interventions. The Community Diagnosis will be presented to the full Board
of Health at their February meeting.
Budaet
Ms. Lynda F. Smith, Assistant Health Director, briefed the Board on the health department
1996-97 Fiscal Year Budget preparation schedule. The county budget packet will be
disbursed to department heads'and supervisors during a budget seminar presented by the
Budget Office on January 5, 1996. Ms. Smith explained that the Budget Workbook will
be prepared for the Budget Committee by February 1. The NHCHD Budget Request will
be reviewed by the Budget Committee prior to being submitted to the New Hanover County
Budget Office on February 15, 1996.

Animal Control License Tao (Tax) - Update
Mr. Parker reported that the Board's request to change the Animal Control License Tag
Fee (Privilege Tax) to an Animal Control Administrative Fee was endorsed by the New
Hanover County Commissioners on December 18, 1995. Mrs. Wanda Copley, County
Attorney, is to communicate with a local legislator regarding the introduction of state
legislation to change the Animal Control License Fee (Privilege Tax) to an administrative
fee.
Mr. Parker will present this proposal to the North Carolina Association of Local Health
Directors for their endorsement. He explained that New Hanover County will be the
originator of this request for state legislation.
Postino of Sions to Prohibit the Carrvino of Concealed Weapons
Dr. Jackson briefed the Board on "An Ordinance Permitting the Posting of Signs to Prohibit
the Carrying of Concealed Weapons on Certain County Property" passed by the New
Hanover County Commissioners on November 20, 1995, effective December 1, 1995. This
ordinance prohibits the possession of firearms, whether concealed or not concealed, on I
county property.
New Business:
Appointment of Board Committees and Chairmen
Dr. Jackson stated he will appoint 1996 New Hanover County Board of Health Committee
Chairs and Committee members this week.
Comments:
Board of Health Members
Nursino Home Panel Prooram
Mr. Elmore commended Mr. Parker for planning the educational department focal on
nursing homes. Mr. Veenstra, Mrs. Alford, and Mrs. Whitted stated they felt the I
department focal was beneficial. Mr. Greer and Mrs. Whitted expressed a desire for the
Board to take action on the issue of monitoring individual patient care in nursing homes.

Health Director
Association of N.C. Boards of Health (ANCBH) Annual Meetino
Board members were invited to register and attend the ANCBH Annual Meeting on Friday,
January 19, 1996, at the Brownstone Hotel, Raleigh, North Carolina. Mr. Parker stated
that Mr. Coble will be elected to a three-year term on the Board and Mr. Greer is to be on
a discussion panel during the annual meeting.
Press Release on AIDS
Mr. Parker distributed copies of a report entitled ¡¡Press Release on AIDS." He reported
that AIDS was the leading cause of death in 15-44 year-olds in New Hanover County.
Fund Advisorv Memo
Mr. Parker referred the Board to a memo from Dr. Ann Wolfe, Director, Division of Maternal
and Child Health, Department of Environment, Health and Natural Resources, regarding
the state's preparation for possible budget reductions.

Mr. Parker announced that Representative Eva M. Clayton is sponsoring a Health Forum
on Saturday, January 13, 1996, from 12 Noon - 4:00 p.m., at UNC-W, Wilmington, N.C.
Board members were invited to register for this forum.

Blood Drive
Board members were invited to participate in the New Hanover County Blood Drive to be
held from 10:00 a.m. - 3:00 p.m. on January 5, 1996, at the Cape Fear Museum.
Jail Inmate Prooram Update
Mr. Parker reported the Jail Inmate Program has proven to be successful. Sicks calls
have been reduced 62% to date.
Board of Health Schedule Chanoe
Dr. Jackson announced that the Board of Health will meet for their regularly scheduled
Board meetings on the second Wednesday of each month with one exception. The June
Board of Health meeting will be held on Wednesday, June 5, 1996 (first Wednesday).
Semi-Annual Super Staff Award
Mr. Parker stated the Executive Committee will meet immediately following the Board
meeting to select the Semi-Annual Super Staff Award recipient.
