02/14/1996 I I I 151 Dr. Dennis Jackson, Chairman, called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, February 14, 1996, in the Carl Thomas Durham Auditorium, New Hanover County Health Department, Wilmington, North Carolina. De Vane, Recording Secretary Invocation: " Mrs. Dean gave the invocation. Minutes: Dr. Jackson called for corrections to the minutes of January 3, 1996. The minutes were approved. Recognitions: Dr. Jackson requested for Mr. Parker to make the staff recognitions. New Emplovees Mr. Parker welcomed and recognized the following new health department employees: Lisa M. Metts, Animal Control Officer, Animal Control Ellen A. Harrison, Public Health Nurse, Community Health 152 Mr. Parker commended the following employees for their years of service in the New Hanover County Health Department: I Service Awards Five Year Service Award Laetitia D. Day, Clerical Specialist, Community Health Ten Year Service Awards Sue Louise Brooks, Community Health Assistant, Women's Health Care Dorothy J. Colson, Community Health Assistant, Women's Health Care Fifteen Year Service Award Mamie Nixon-Carlos, Medical Office Assistant, Child Health Super Staff Winner (Julv - December 1995) Mr. Parker recognized and congratulated Ms. Frances Chandler, Clerical Specialist, I Communicable Disease, recipient of the Super Staff Semi-Annual Award for July - December 1995. Ms. Chandler was commended for designing and making the creative liOn Guard for Health, Health Fair" wall banner displaying the health department seal. Dr. Jackson thanked the above employees for their years of service and congratulated Ms. ~ Frances Chandler, Super Staff Award winner. Department Focal: What A Gift - Thomas Craven. Jr.. M.D. Mrs. Betty Creech, Community Health Director, presented the department focal, What a Gift, commending Thomas Craven, Jr., M.D. for his 30 years of service to the NHCHD Orthopedic Clinic. In 1963, Dr. Craven began rendering his medical services to the Orthopedic Clinic with no reimbursement for services. Mr. Parker displayed a plaque given in December 1995 to Dr. Craven, receipt of the Leo Croahan Conference Award for OutstandinQ Achievement sponsored by the North Carolina Department of Environment, Health and Natural Resources and North Carolina Department of Human Resources. Mrs. Creech nominated Dr. Craven for this prestigious award. I I I I -f h. (, l D~) News Series on Germs Mrs. Beth Jones, Communicable Disease Director, presented a video summarizing the WECT-TV News Series entitled, World of Germs. Mrs. Jones recognized Bryan Moore, WECT-TV reporter, who developed this three-part series on germs and controlling germs shown in October 1995 on Channel 6 News. Mr. Moore stated there was great media response to this health issue series on germs. Mrs. Jones was featured with other health professionals in the World of Germs series promoting a healthier community. Committee Reports: Executive Committee Dr. Jackson advised that the Executive Committee met at 6:00 P.M. on February 8, 1996, to review the Fiscal Year 1996-97 Health Department Budget and other items are on the Board of Health Agenda under Unfinished Business and New Business. The Executive Committee tabled the nursing home issue being researched by the Board of Health until legislation is passed to create a separate ombudsman position for New Hanover County nursing home residents. Board of Health Minutes Dr. Jackson requested for the Board of Health minutes to document motions by indicating a vote as unanimously carried, or indicating the number of persons voting aye or nay. The following documentation procedure is to be instituted in the preparation of Board minutes: Upon vote, the MOTION CARRIED UNANIMOUSLY Upon vote, the MOTION CARRIED AS FOLLOWS: .1L Voting Aye .1L Voting Nay Also, Dr. Jackson asked for the Board of He~lth minutes to be more specific. The Parenting Class issue in the minutes of June 7, 1995, were reviewed and the Executive Committee could not determine anything except the motion failed. On any motion, Dr. Jackson would like the primary support for and against said motion stated. Community PlanninQ Committee Mrs. Alford, Chairman, Community Planning Committee, announced that the Community Planning Committee met at 6:00 p.m. on February 8, 1996, to review the Community Diagnosis. Health issues were discussed and health problems and proposed interventions were prioritized. Health Education and Promotion, Including Lifestyles Issues is J 54 Priority 1 of the Community Diagnosis document. I Mrs. Alford presented the final draft of the Community Diagnosis for the Board of Health's endorsement. She stated that funding is needed for a Health Educator and materials for exercise and skin cancer campaigns. Mrs. Dean stated that the statistical information provided to the Community Planning Committee was beneficial in the Community Diagnosis preparation and made the Community Diagnosis process easier. Lynda F. Smith, Assistant Health Director, explained that after the Board's endorsement of the Community Diagnosis, the final Community Diagnosis document will include a Community Profile, and will be sent to the State Department of Environment, Health and Natural Resources. A Community Diagnosis is completed biannually. Ms. Smith reminded the Board that the Community Diagnosis interventions include positions and items not requested in the NHCHD FY 1996-97 Budget. Dr. Clancy expressed that in order to implement the Community Diagnosis, the Board should endorse the funding for the required positions. Mr. Parker explained that revenues to support these items must be appropriated by grants andlor county appropriations. MOTION: Mrs. Alford moved from the Community Planning to endorse the approval of I the 1996 Community Diagnosis document. Upon vote, the MOTION CARRIED UNANIMOUSLY. Unfinished Business: Animal Control License TaQ (Tax) - Update Dr. Jackson reported that the Board's request to change the Animal Control License Fee (Privilege Tax) to an Animal Control Administrative Fee was endorsed by the New Hanover County Commissioners on December 18, 1995, to allow a license charge collected on a multi-year basis instead"of an annual basis. v Dr. Jackson explained that Mr. Parker was advised by Mr. Kemp B. Burpeau, Assistant County Attorney, that state legislation is not necessary to change the Animal Control License Fee (Privilege Tax) to an administrative fee. Upon the Institute of Government's new evaluation, the Board of Health may consider a County Code change to allow an Animal Control License Fee to be collected on a multi-year basis. Dr. Jackson referred this issue to the Animal Control Advisory Committee for their recommendation and then it is to be referred back to the Board of Health for their consideration. I I I I 155 Animal Control Services Advisory Committee Appointments Dr. Jackson presented the following list of applicants to serve on the Animal Control Services Advisory Committee: Azalea Dog Training Club Representative - Mrs. Lila Smith New Hanover Humane Society Representative - Mrs. Joyce Bradley Hanover Kennel Club Representative - Mr. Russell Fawcett Hunter Representative - Mr. Robert Way Dr. Jackson asked for nominations from the floor. There were no other nominations from the floor to serve on the NHCHD Animal Control Services Advisory Committee. MOTION: Dr. Jackson, Chairman, Executive Committee, moved from the Executive Committee to approve the appointments of the above applicants to serve on the Animal Control Services Advisory Committee effective January 1, 1996 for a term of two years. Upon vote, the MOTION CARRIED UNANIMOUSLY. Mr. Parker advised the Board that nominations for the Animal Control Services Advisory Committee appointments were advertised in local newspapers. Appreciation to Animal Control Services Advisory Committee Dr. Goins recommended that letters of appreciation be sent to Animal Control Services Advisory Committee Members for their dedicated service to the community. New Business: BudQet Recommendation from Executive Committee Dr. Jackson presented the NHCHD 1996-97 Fiscal Year Budget Request to the Board. He reported that the Executive Board met and is recommending the Budget Request with the following exceptions/deletions: .. NEW POSITION 1 Public Health Educator, Health Education $ 24,523 CAPITAL REQUESTS Vector Control Animal Control Animal Control New Case 9030B Longreach 30 kw Generator Horse/Stock Trailer $145,842 20,000 5,600 156 Dr. Clancy stated that due to the need for a Public Health Educator as indicated in the Community Diagnosis document, he proposes to add or reinstate this position in the budget request. I MOTION: Dr. Clancy moved to reinstate the Public Health Educator position in the NHCHD FY 1996-97 Budget Request. Upon vote, the MOTION CARRIED UNANIMOUSL Y. MOTION: Dr. Goins moved for the Board to approve the NHCHD FY 1996-97 Budget Request with the Capital Requests exceptions as listed above to be submitted to the New Hanover County Budget Office on February 15, 1996. Upon vote, the MOTION CARRIED UNANIMOUSLY. Membership in National Association of Local Boards of Health $75.00 Dr. Jackson presented an invitation for membership in the National Association of Local Boards of Health to the Board. Annual membership dues are $75.00. MOTION: Mr. Coble moved for the New Hanover County Board of Health to join the National Association of Local Boards of Health and pay the annual membership fee of $75.00. Upon vote, the MOTION CARRIED UNANIMOUSLY. Peñormance Evaluation - Robert S. Parker. Health Director I Dr. Dennis Jackson requested that Board members complete and return to him their performance appraisal evaluations on Mr. Parker, Health Director. The performance appraisal evaluation forms are to be reviewed by the Executive Committee at their next meeting. Parentina Education Classes Dr. Jackson recommended from the Executive Committee to establish Parenting Education Classes to be staffed by health department personnel. Mrs. Janet McCumbee, Child Health Director, explained last summer the application for grant money to implement these parenting classes was not approved by the Board of Health. The proposed classes will be staffed by Child Health, Women, Infants and Children, Women's Health Care, and Health Promotions Divisions. The series of six classes will cost $92.38 and will be reimbursed by Medicaid and a sliding fee scale will be applied for non Medicaid patients. Mrs. Dean inquired whether the staff has the time to implement this series of six Parenting I Education Classes. Mrs. McCumbee stated that the health department staff is prepared to provide the parenting classes and evaluation of the classes is to be by pre and post I I I 157 tests. MOTION: Dr. Jackson, Chairman, moved from the Executive Committee for the NHCHD staff to provide the proposed Parenting Education Classes, to bill Medicaid, to evaluate the parenting classes in one year, and to document the benefits of the Parenting Education Classes. Upon vote, the MOTION CARRIED UNANIMOUSLY. Comments: Board of Health Members Budaet Dr. Clancy inquired about the Budget Committee meeting, size of committee, logistics, and goals of the Budget Committee. Dr. Jackson requested that the Budget Committee meet immediately following today's Board of Health meeting. Association of North Carolina Boards of Health Annual MeetinQ Mr. Coble announced that he attended the Association of North Carolina Boards of Health Annual Meeting on January 19, 1996, in Raleigh, North Carolina, and was elected to a three-year term on the Board. Smart Start Mr. Coble informed the Board that the Smart Start issue was discussed at the Executive Committee meeting. Dr. Jackson explained that Mr. Parker received a phone call from Mr. Royce Angel, University of North Carolina at Wilmington, seeking advice relative to needs that would help the health department using funding from the Smart Start Program. Mr. Parker called Dr. Jackson to comply with the Board of Health's wishes regarding communicating with Mr. Angel on this issue. Mr. Parker informed the Board that Smart Start currently has funding of $100,000 to be expended by June 30, 1996, to benefit preschool children in our community. Mr. Angel requested our ideas on how these funds could be spent. Dr. Jackson gave Mr. Parker the approval to discuss this issue with Mr. Angel. 158 Dr. Clancy stated that the Board of Health did not endorse the Smart Start Program last summer, since there seemed to be no plan for the program and the expenditure of designated funding. It would be most beneficial to have a copy of the plans and know the purposes and intentions of the Smart Start Program in the community. Dr. Clancy advised the Board that he was delighted that Mr. Angel had asked Mr. Parker for his ideas regarding this issue. I Mrs. Janet McCumbee, Child Health Director, stated that the current expenditure of $100,000 grant planning monies could be spent on direct services for preschool children. She advised the Board that there are draft plans for the expenditure of the proposed $1,000,000 Smart Start appropriation. Again, Dr. Clancy reiterated that there should be a plan for the Smart Start Program. He inquired if the Community Diagnosis Priorities could be applicable to the Smart Start Program. Mr. Parker explained that the Smart Start Program is directed to assist preschool children through educational, medical, and nutritional services and that the Community Diagnosis is not specifically directed toward children. Public Health Study Commission TV Panel Mr. Veenstra and Mrs. Whitted commended Mr. Parker for his participation on the Public I Health Study Commission television panel addressing Public Health issues. Health Forum Sponsored by Eva M. Clayton. Member of ConQress Mrs. Dean thanked Mr. Parker for his expertise and participation on the Health Care Forum on Saturday, January 13, 1996 at UNC-W. Community DiaQnosis Dr. Jackson commended Mrs. Alford, Chairman, and the Community Planning Committee, and Ms. Lynda F. Smith, Assistant Health Director, for their successful completion of the Community Diagnosis document.
