Dr. Dennis Jackson, Chairman, called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, April 10, 1996, in
the Carl Thomas Durham Auditorium, New Hanover County Health Department,
Wilmington, North Carolina.

Mr. Coble gave the invocation.
Minutes:
Dr. Jackson called for corrections to the minutes of March 13, 1996. Mrs. Dean requested
for the March 13 minutes to be corrected. The minutes were corrected and approved by
the Board of Health.
Recognition:
Dr. Jackson requested for Mr. Parker to make an award recognition.
Baby Love Care Coordination Participant of the Year Award

Mr. Parker recognized and introduced Ms. Linda Bradley, recipient of the Babv Love Care
Coordination Participant of the Year Award to the Board. The NHCHD Child Health
Division nominated Ms. Bradley for her personal development following the loss of a baby
to SIDS 13 years ago. Mrs. Janet McCumbee, Child Health Director, explained that Ms.
Bradley won her award at the Eighth Annual Baby Love Conference held on March 20-22,

1996, at the Sheraton Imperial Hotel and Convention Center, Research Triangle Park,
North Carolina.
Dr. Jackson congratulated Ms. Bradley for her achievement.

Department Focal:
Ms. Jean McNeil, Animal Control Services Supervisor, gave the department focal on Animal
Control Services Pet Adoptions. She explained a high priority of Animal Control Services
is to foster the adoption of animals. Methods for adoption of animals were presented.
Animal Control Services has a 10% adoption rate for pets. Ms. McNeil announced on the
weekend of May 4-5, 1996, Animal Control Services will host an Open House and Pet
Adoptathon 96 sponsored by lams Inc. A Blessing of Animals Ceremony will be at 8:00
a.m. on Sunday, May 5.
Committee Reports:
Budget Committee
Mrs. Dean, Chairman, Budget Committee, reported the Board of Health Budget Committee
has scheduled and is completing the May Health Department Program Reviews. NHCHD I
division directors are to contact their Board of Health representative for appointments for
these program reviews.
At the request of Mrs. Dean, Mr. Parker presented a Proposed Budget Schedule for Fiscal
Year 1996-97. He reported Ms. Lynda F. Smith, Assistant Health Director, and Mr. Parker
reviewed the proposed NHCHD Budget with Mr. Allen O'Neal, County Manager, and the
Budget Team on March 28,1996.
On May 6, the County Manager will present the Recommended Budget to the New Hanover
County Commissioners. The health department budget is to be presented to the full
Board of Health on May 8.
Mrs. Dean inquired about when the health department budget is to be returned from the
County Commissioners. Mr. Parker informed the Board that the County Commissioners'
Public Hearing for the NHCHD Fiscal Year 1996-97 Budget is tentatively set for May 20,
1996. He encouraged Board of Health members to plan to participate in this budget
hearing. The New Hanover County Budget is scheduled to be adopted on June 3, 1996.
Environmental Health Committee
Mr. Coble, Chairman, Environmental Health Committee, reported that the Environmental I
Health Committee met at 6:00 p.m. on February 19, 1996.

Fee for Mobile Home Relocation
Mr. Coble stated that the Environmental Health Committee endorsed the current fee of
$110 for each time a mobile home is relocated.
Tattoo Artists Training
Mr. Coble advised the Board that Mrs. Harvell, Environmental Health Director, is
coordinating plans for a Tattoo Artist Training Program for Tattoo Artists in New Hanover
County.
Environmental Health Specialist Position
Mr. Coble emphasized the need for a new Environmental Health Specialist position and
additional training for all Environmental Health Specialists. Since 1983 NHCHD has not
established a new Environmental Health Specialist position. Mr. Coble explained with the
increased population since 1983 in New Hanover County, the same number of
Environmental Health Specialists are grading and inspecting many additional foodservice
facilities.
Azalea Festival
Mr. Coble reported that the Environmental Health staff is preparing for the 1996 Annual
Azalea Festival to be held the weekend of April 12-14. Approximately, 60 food booth
permits have been issued. Mr. Coble expressed his appreciation to the County
Commissioners for the radios which will be utilized during the inspection of food service
booths during the festival.
Sewage Spill Notification
Mr. Coble stated that the Public Health Department has not been informed of some recent
sewage spills occurring in New Hanover County. For example, the Board of Health was
not notified of the sewage spill at Whiskey Creek. Mr. Coble recommended for the Board
of Health to consider the adoption of a policy which would mandate county and/or city
officials to inform the Public Health Department of any sewage spill which occurs in New
Hanover County.
Dr. Jackson referred this issue to the Environmental Health Committee for further
development of a policy to inform the Public Health Department of any sewage spill in New
Hanover County.
Executive Committee
Dr. Jackson, Chairman, Executive Committee, advised the Board that the Executive
Committee met aL6:15 P.M. on March 5, 1996. Items discussed are on the Board of
Health Agenda under Unfinished Business and New Business.

Restaurant Stickers
Mr. Parker presented the final draft of a Smokefree Sticker for restaurants which was
approved by the Board of Health at their meeting on March 13. Corrections to the sticker
include a space for a name and phone number and the addition of the words I would
instead of I'd.
New Business:
Policy and Procedures Governing Adoptions at Local Veterinary Hospitals
Dr. Jackson presented the Animal Control Services Policy and Procedures Governing
Adoptions at Local Veterinary Hospitals for the Board's consideration.
Dr. Jackson recommended from the Executive Committee for the Board to approve the
adoption of the Policy and Procedures Governing Adoptions at Local Veterinary Hospitals.
MOTION: Dr. Jackson, Chainnan, moved from Executive Committee for the Board to approve
the Policy and Procedures Governing Adoptions at Local Veterinary Hospitals effective April 10,
1996. Upon vote, the MOTION CARRIED UNANIMOUSLY. (Attachment #1 is I
incorporated as a part of these minutes.)
Animal Control Services Volunteer Program
Dr. Jackson referred the Board to the information on the Animal Control Services
Volunteer Program in their Board packet explaining program rules, services, activities,
positions, and forms.
Dr. Jackson recommended from the Executive Committee for the Board to approve the
Animal Control Services Volunteer Program as presented to the Board.
MOTION: Dr. Jackson moved from Executive Committee for the Board of Health to
approve the Animal Control Services Volunteer Program effective April 10, 1996. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
Mrs. Dean congratulated the staff and planners of the Animal Control Services Volunteer
Program for their thoroughness and for a good job on the development of the Animal
Control Services Volunteer Program.
Policy for Appointments to Animal Control Services Advisory Committee
Dr. Jackson explained that the Animal Control Services Advisory Committee had requested I
guidelines for committee appointments.

Dr. Jackson presented a recommendation from the Executive Committee for the Board to
approve the Policy for Appointment to Animal Control Services Advisory Committee. A
revision was made to Section 1, (B) stating that all terms of office shall be three years.
MOTION: Dr. Jackson moved from Executive Committee for the Board of Health to
approve and adopt the Policy for Appointment to Animal Control Services Advisory
Committee effective April 10, 1996. Upon vote, the MOTION CARRIED UNANIMOUSLY.

Comments:
Board of Health Members
Animal Control Services
Mr. Elmore commended Animal Control Services for their contribution to the welfare of
animals. Statistics reflect that 55% impounded dogs and 85% impounded cats are
euthanized in New Hanover County. The state average for euthanization is 82%
impounded dogs and 89% impounded cats. Mr. Elmore advised the Board that New
Hanover County is below the state average for euthanization of impounded animals.
Also, Mr. Currie indicated that the intake of animals is below the state average. He
expressed his appreciation to the Board for their support of Animal Control Services.
Mrs. Donna Neal, Chairman, Animal Control Services Advisory Committee, reminded the
Board of the Pet Adoptathon 96 sponsored by lams Inc. to be held at Animal Control
Services on May 4-5.
Mr. Coble Elected to Board of Directors and Information Regarding New Hanover
Adolescent Health Center (NHAHC)
Mr. Coble expressed his appreciation to the Board for their support during his recent
election to the Board of Directors of the Association of North Carolina Boards of Health.
He announced he now serves on four state committees and plans to study the restaurant
inspection process.
Mr. Elmore inquired if the timing has improved for the permitting and inspections of the
booths for the Azalea Festival. Mr. Coble stated that this process has improved and is
working well.
Mr. Coble read a letter dated 2/6/96 to Mr. Coble from Mrs. Janice A. Cavenaugh,
Chairman, New Hanover County Board of Education regarding a presentation on March
13, 1996, to the Board of Health on the proposed New Hanover Adolescent Health Center
(NHAHC) given by Mrs. Constance Parker, Chairman, Board of Directors, NHAHC. He
requested that a copy of this letter be incorporated as a part of the April 10 Board of Health
minutes. (Attachment #3 is incorporated as a part of these minutes.)

Health Director:
Board of Health Sponsored Luncheon for Staff
Mr. Parker reminded the Board of the Staff Luncheon sponsored by the Board of Health
from 12 Noon - 1:00 p.m. on Tuesday, April 16, 1996, at the health department. Dr.
Jackson, Dr. Goins, Dr. Macris, and Mrs. Whitted volunteered to serve as cooks for the
luncheon.

March of Dimes TEAMWALK - 3-16-96
Mr. Parker announced that NHCHD contributed $2,800 and ranked fourth in the March of
Dimes TEAMWALK held on March 16, 1996. He commended the March of Dimes
Committee and staff for their contributions.
Blood Drive - 6-13-96 - Health Department
The New Hanover County Blood Drive is to be held on June 13, 1996, in the Carl Thomas
Durham Auditorium, NHCHD. Board members were requested to donate blood on June
13, or one month prior, or one month after the date of the Blood Drive.
Public Health Month
Mr. Parker presented a schedule of activities planned to celebrate April, Public Health .1
Month. Mr. Parker displayed a Public Health T-shirt signifying T-shirt Days during Public
Health Month at NHCHD. The logo for Public Health Month is Every Where, Every Day,
Every Body.
Mr. Parker emphasized the following Public Health Month Activities:
~ Community Health - Coloring books for children in Well Baby, Kindergarten Health,
Neurology, and Orthopedic Clinics.
~ Communicable Disease - Four Year Old Birthday Party
NHCHD - Saturday, April 27, 1996
10:00 a.m. - 1 :00 p.m.
Mrs. Beth Jones, Communicable Disease Director, displayed a T-shirt to be given
to 4-year-olds. She stated 750 invitations have been extended to the Four Year Old
Birthday Party. Prizes and games will be enjoyed at this immunization follow-up
event to prepare children for school.

Mr. Parker expressed his appreciation to Mrs. Denise Houghton, Health Promotions

I Staff Vacancies
Mr. Parker reported that NHCHD has two staff vacancies which is a low number of
vacancies. Two other positions will be vacated by Ms. Julie Mciver, Social Worker, and
Ms. Felicia Myott, Public Health Nurse, who have been accepted in Occupational Therapy
Schools.
Smokefree Ad
Mr. Parker displayed a Restaurant 100% Smokefree Ad which appeared in the Star-News
today. The ad will include additional restaurants when they are identified as 100%
Smokefree facilities. The advertisements will be paid for by Project ASSIST.
Blessing of Animals - Animal Control Services
Mr. Parker requested Board participation the Blessing of Animals Ceremony to be held at
Animal Control Services at 8:00 a.m. on Sunday, May 5, 1996.
Absences for Board of Health Meeting

Mr. Parker stated that due to conflicts in schedules, the attendance for the Board meeting
today was unusually low.

Mr. Parker remembered Reverend and Mrs. Whitted. He stated Reverend Whitted had a
stroke and is recovering at the Rehabilitation Center. A card was signed by the Board to
be sent to Reverend and Mrs. Whitted.

Also, Mr. Parker remembered Mrs. Alford, whose Mother is moving to Wilmington.
UNCW Nursing Student
Mr. Parker introduced Mr. Stephen Implom, Senior Nursing Student, University of North
Carolina at Wilmington, studying under Dr. Marlene Rosenkoetter, former Board of Health
member. Mr. Implom is one of several nursing students observing health department
activities.
Mission Statement. Motto. and Board of Health Direction
Mr. Parker reviewed a memo to the Board of Health and NHCHD Staff regarding the
NHCHD Mission Statement, Motto, and Board of Health Direction provided by the North
Carolina General Assembly.
Other Business:
Board of Health Sunshine Fund
Dr. Jackson suggested that the Board establish a voluntary Sunshine Fund to purchase I
greeting cards, flowers, etc. for remembering those who are sick or bereaved.
Dr. Macris is to collect for incurred staff luncheon expenses from the Board. Mrs. Dean
suggested that Dr. Macris add an optional $10.00 Sunshine Fund fee to his statement for
the luncheon expenses. The Board concurred with Mrs. Dean's suggestion.

There being no further business, the regular meeting of the Board of Health was adjourned
at 9:00 a.m.

ANIMAL CONTROL SERVICES
NEW HANOVER COUNTY BOARD OF HEALTH
POLICIES AND PROCEDURES
FOR
ADOPTION OF DOGS AND CATS
AT LOCAL VETERINARY HOSPITALS
(1) Animal Control Services shall select all animals to be transported to area veterinary
hospitals.
(2) Animal Control Services will transport the animals to veterinary hospitals as time
permits.

(3) Veterinary hospitals shall call Animal Control Services if animal is not suitable for
adoption.
(4) Animal Control Services shall pick up returned animal(s) as soon as possible.
(5) Any medical expenses incurred shall be covered by the veterinary hospital of adoptee.
New Hanover County shall not or will not be responsible for any medical expenses.

POLICY AND PROCEDURES
FOR
APPOINTMENTS TO ANIMAL CONTROL SERVICES
ADVISORY COMMITTEE
I
Section 1. The policy of New Hanover County Board of Health appointments to the Animal
Control Services Advisory Committee is as follows:
(A) Any resident of New Hanover County is eligible to serve on the Animal Control Services
Advisory Committee.
(B) All tenns of office shall be three years.
(C) Three unexcused absences during a calendar year on the part of any appointee automatically
const~tutes resignation on the part of the appointee, from the Animal Control Services
Advisory Committee and constitutes automatic acceptance of such resignation of the
appointee by the Board of Health. Excused absences are defined as absences caused by
events beyond one's control and are subject to approval by the Animal Control Services
Advisory Committee.
Upon such automatic resignation and acceptance, the Board of Health shall select a I
replacement from the applications of persons who applied for the last vacancy, without
further notice, advertisement, or action by the Board of Health.
(D) Appointees must uphold County policies pertaining to the Animal Control Services Advisory
Committee.
(E) In the event an issue comes before the Animal Control Services Advisory Committee and
a member has a financial, personal, or employment related interest in the outcome of the
issue, that member shall notify his fellow members that he/she has a potential conflict of
interest and request that he/she be excused from voting.
(F) An appointee will not be considered for any employment vacancy in Animal Control
Services until said appointee resigns his/her seat on the committee, thirty (30) days before
being considered for the vacancy. Should the appointee not be selected to fill the vacancy,
he/she will not be eligible for reappointment to the Animal Control Services Advisory
Committee.
ADOPTED this 10th day of April 1996.

It has come to my attention that Jnaccurate information is
baing disseminated by Constance Parker, Board Chairman and
Actin9 Director of the New Hanover Adolesoent Health Center.
Mrs. Parker reoently made a presentation to your Board
rêqarding the development of an adolesoent health olinio. A
document has been disseminated to the community that states
that the New Hanover County Schools would oooperate in a
number of way.. The document list. us as a partner in the
health clinio. It further states that our nurses would ba
making referrals to the clinic.
1 have talked with Dr. Martin, the superintendent, and Al
Learch, the school system representative to the committee
doing the planning for the clinic. Both .e" have a88ured me
that the only thing that they have agreed to i8 to provide
necessary data to the committee. Therefore, the dooument i.
in error when it mentions anyth1n9 about the New Hanover
county School system.
Please note that our School Board is very reluotant to
interfere with the parent/child relationship. Reterral. to
the clinic, espeoially tor oontraceptive lntorma~lon, and
