Dr. Dennis Jackson, Chairman, called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8:00 a.m. on Wednesday, June 5, 1996, in
the Carl Thomas Durham Auditorium, New Hanover County Health Department,
Wilmington, North Carolina.

Dr. Jackson called for corrections to the minutes of May 8, 1996. The minutes were
approved by the Board of Health.

New Hanover County Health Department Management Team - A Super Team
Mr. Parker presented the NHCHD Management Team to the Board. The team was asked
to stand for applause and was recognized as A Super Team. They were commended for
their dedication, support, and leadership skills.
Retirement - Cynthia R. Johnson. Public Health Nurse. Community Health
On behalf of the Board of Health, Mr. Parker presented to Mrs. Cynthia R. Johnson, Public
Health Nurse, a silver dollar/plaque in recognition of her retirement. He congratulated Mrs. I
Johnson for a total of 25 % years of Public Health nursing service in New Hanover County.
Committee Report:
Environmental Health Committee Report
Mr. Coble, Chairman, Environmental Health Committee, reported that the Environmental
Health Committee met at 6:15 p.m. on Tuesday, May 28,1996. He recommended from
the Environmental Health Committee for the Board of Health to endorse the proposed
drainage/mosquito control project at Wilmington Beach and to approve the grant for the
proposal.
Mr. Ken Sholar, Vector Control Manager, explained that the public and Department of
Transportation have requested assistance regarding the improper flow of ditches due to
an outfall being closed at Wilmington Beach. He stated he meet with the Department of
Transportation (DOT), Jim Craig, County Engineer; and Greg Walker, Director, Cape Fear
Resource Conservation; to assess the outfall and possible solutions to drainage. It was
decided that pipe replacement to open the outfall was the best maintenance. DOT will
install the pipe and County Engineering will purchase the materials and assist with installing
the pipe. County Engineering will acquire necessary permits. NHCHD will perform hand
ditching with the use of prison labor.

Mr. Sholar introduced Mr. Greg Walker, Director, Cape Fear Resource Conservation, Inc.
Mr. Walker explained that the Cape Fear Resource and Development, Inc., a nonprofit
organization, is administered by the United States Department of Agriculture and is
concerned with water quality and water management. It assists county agencies with
grants and funding available through the Water Resources Commission for water
management projects. The Water Resources Fund Grant will fund 66 2/3% of a local
government project. The other 33 1/3% is provided by the local government as in kind
services. The proposed project budget is estimated $95,185.
Mrs. Dean inquired why the Wilmington Beach area was flooded and outfall closed. Mr.
Sholar explained there was no maintenance of the drainage and the existing pipes are too
small and not capable of handling the present waterflow.
Mr. Greer concluded that drainage is a problem throughout the county. Dr. Goins added
that the drainage feature of the proposed Wilmington Beach project may assist the issue
of onsite sewage, but a long-term solution to this problem would be the installation of a
sanitary sewer system.
MOTION: Mr. Coble, Chairman, Environmental Health Committee, moved from the
Environmental Health Committee, for the Board to approve the proposed grant and
Drainage/Mosquito Control Project at Wilmington Beach for submission to the New
Hanover County Commissioners for their consideration. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
Department Focal:
Duckie Dollars. . . A Great Incentive Program
Mrs. Mary Piner, Public Health Nurse, Women's Health Care, presented a department
focal entitled Duckie Dollars. . . A Great Incentive Program. She explained that New
Hanover County Healthy Carolinians 2000 received a $10,000 grant from the Duke
Endowment Fund which was given to the Maternal/Infant Committee for an incentive
program for New Hanover Regional Medical Center (NHRMC) Maternity Clinic prenatal
clients. The objective of the incentive program is rewarding positive behaviors during
prenatal and postnatal periods.
Mrs. Piner explained that 200 Prenatal Clinic clients were enrolled in the Duckie Dollars
Incentive Program. Mrs. Piner presented the Duckie Dollars Program Rules and displayed
the incentives awarded to clients who achieve certain behaviors. Data was collected by
UNCW nursing students to determine whether participation in the incentive program
impacts on the client's health behaviors, compliance with prenatal care services and birth
outcomes. This incentive program was conducted by Healthy Carolinians 2000
Maternal/Infant Committee with the assistance of UNCW School of Nursing and nursing
students and Health DepartmentlNHRMC Prenatal Clinic personnel.

Mrs. Dean requested to review the incentive program statistics. Mr. Coble inquired
regarding the possible inclusion of immunizations under behaviors to be awarded. Mrs. 1- -
Piner stated this would be included in health department patient tracking. Mr. Parker
informed the Board that a computer calling immunizati0'1 tracking system is to be
implemented at the health department.
New Hanover County Health Department Vasectomy Program: An Unmet Need
Answered
Mrs. Betty Jo McCorkle, Director, Women's Health Care, presented a department focal on
the NHCHD Vasectomy Program: An Unmet Need Answered. She explained that in the
past, birth control efforts have focused on women. She stated NHCHD has designed a
Vasectomy Program to meet the need for birth control among low income men. In October
1995, New Hanover County received a $1,650 state grant which provided six vasectomies.
There is now a waiting list of 16 men. Mrs. McCorkle stressed the need for a regional site
for vasectomies.
Mrs. Dean inquired about the financial eligibility and marital status on the six men who had
received the funded vasectomies. Mrs. McCorkle informed Mrs. Dean that financial
determination and patient demographics were addressed. She stated she will check on
the marital status of theses clients if available.
Mrs. McCorkle informed the Board that the health department contracted with a group of
Wilmington physicians to perform the vasectomy surgery, determines eligibility for
sterilization funding, provides education sessions, initiates informed consent processes,
and completes sterilization reports. The contract cost for a vasectomy is $275 with the
average private cost at $615 per procedure.

Mrs. McCorkle reported that negotiations have begun to designate New Hanover County
as a regional site for vasectomies. She stated this has been a community collaboration.
Mrs. Dean asked if we were dealing with promiscuous behavior and about the risks of
STD's. Mrs. McCorkle responded that promiscuous behavior is addressed in the education
session.
Dr. Jackson asked about the criteria for the 16 clients on the waiting list. Mrs. McCorkle
stated it will be on a first come, first serve basis.
Dr. Goins commended Mrs. McCorkle for the work she has done with the Vasectomy
Program and for addressing this need which shifts responsibility from women to men.

Budget Committee
Mrs. Dean, Chairman, Budget Committee, reported Community Health, Dental, and
Laboratory Budget Program Reviews are completed. Other Budget Program Review
Reports are due on August 1. Dr. Jackson and the Executive Committee will announce
when these budget reviews will be presented to the Board of Health.
Ms. Lynda F. Smith, Assistant Health Director, reported that Dr. Jackson, Mr. Coble, Dr.
Goins, Mr. Parker, Ms. Jean McNeil, Animal Control Field Supervisor, Patsy Sanders,
Clerical Specialist, and she attended a County Commissioners Public Hearing on the
Budget on June 3, 1996, to review the NHCHD Fiscal Year 1996-97 Recommended
Budget. A request to reinstate two positions - an Environmental Health Specialist,
Environmental Health, and a Clerical Specialist, Animal Control, was made to the County
Commissioners. Ms. Smith explained that the request to change the temporary Animal
Control Clerical Specialist position to a full-time Clerical Specialist position would require
an increase in salary line item from $16,800 to $25,000.

Board of Health Members
Cure AIDS of Wilmington
Mrs. Dean inquired regarding the health department's affiliation with Cure AIDS of
Wilmington. Ms. Cyndi Meredith, Health Educator, Women's Health Care, explained Ms.
Belinda Blue, Executive Director, Cure AIDS of Wilmington, has arranged for Cure AIDS
clients to receive HIV testing in the health department. Ms. Meredith stated that she
serves on the HIV Community Planning Committee on which Ms. Blue is Co-Chair.
Association of North Carolina Boards of Health IANCBH)
Mr. Coble reminded Board members of the renewal of ANCBH annual dues.
MOTION: Mr. Coble moved and Dr. Goins seconded for the Board to approve the renewal
of ANCBH dues. Upon vote, the MOTION CARRIED UNANIMOUSLY.

New Hanover County Jail Expenses

Dr. Jackson expressed concem over the Jail medical expenses over the past two or three
months due to violence among inmates. He suggested that cameras be placed in the Jail
for viewing and preventing violent incidents. He stated this could decrease inmate injuries
and medical expenses in the Jail.
Dr. Jackson referred to Mr. Parker the research of the feasibility and cost for placing
cameras in the New Hanover County Jail. Mr. Parker stated he would study this issue and
plans to contact Sheriff Joe McQueen for his input.
Health Director:
North Carolina Reported Pregnancies ~ 1994
Mr. Parker asked the Board to review the North Carolina Reported Pregnancies - 1994
Report. He stated there is an actual decrease in teen pregnancies and abortions.
Blood Drive - 6-13-96 - Health Department
The New Hanover County Blood Drive is to be held on June 13, 1996, in the Carl Thomas
Durham Auditorium, NHCHD. Ms. Lynda F. Smith, Assistant Health Director and Chair, I
Blood Drive, distributed blood donor forms to the Board. Board members were requested
to donate blood on June 13, or two weeks prior, or two weeks after the date of the Blood
Drive.
Position Vacancies - 0 - New Record
Beginning on May 28, the NHCHD employment occupancy rate was 100%. Every position
is filled until two announced resignations and one retirement in June. This is a first in Mr.
Parker's 13 year employment as Health Director.
Adolescent Health Center Receives Funding
Mr. Parker reported in May 1996 the New Hanover Adolescent Health Center (NHAHC)
received a three-year grant in excess of $400,000 from the Robert Wood Johnson
Foundation. Mr. Parker explained that this makes the Adolescent Health Center fully
funded with $1,000,000 appropriated for the next three years by Duke Endowment and
Robert Wood Johnson Foundation.
No Tobacco Sales To Minors Resolution - Update
Mr. Parker referred the Board to a memo in their packet to Mr. Parker from Ms. Brenda M.
Motsinger, Chief, Chronic Disease Prevention Section, Adult Health Promotion, Department I
of Environment, Health and Natural Resources, congratulating and thanking the New

Hanover County Board of Health for passing the Resolution: Stop Tobacco Sales to Minors
in North Carolina. The letter stated that Project ASSIST staff, as well as state and local
coalitions, are eager to assist and support this project.
National Association of County and City Health Officials (NACCHO) and National
Association of Local Boards of Health INALBOH) Annual Meetings
Mr. Parker stated that Mr. Coble and he will attend the NACCHO and NALBOH Annual
meetings from June 12-15 in Bellevue, Washington. Public Health issues and programs
will be addressed at these annual meetings which coincide.
Boards of Health Member Orientation
The Association of North Carolina Boards of Health (ANCBH) Orientation will meet from
6:30 p.m. - 8:30 p.m. on June 18, at the Onslow County Health Department. Registrations
should be submitted and memberships renewed.
ANCBH Board Leadership Academv
The workshop included in the ANCBH Board Leadership Academy will be held from 1 :30
p.m., Thursday, June 27, through Saturday Noon, June 29, at UNC-Chapel Hill, Chapel
Hill, North Carolina. It is sponsored by the Humanities Program at the university. The
topic is Politics and Health in America: Historical Analysis and Moral Diagnosis. Board
members who plan to attend should return their registration forms to Mr. Parker.
Board of Health Luncheon
Mr. Parker presented notes of appreciation to Board members for the Staff Luncheon
sponsored by the Board of Health from 12 Noon - 1:00 p.m. on Tuesday, April 16, 1996.

Mr. Greer reported that the legislature is scheduled to vote on the Ombudsman Program.
Robert Spencer Parker. Jr.. Awarded ROTC Scholarship
Mr. Coble congratulated and announced that Mr. Parker's son, Spencer Parker, was
awarded a full Army ROTC Scholarship at Wake Forest University.
