The New Hanover County Board of Health met on Wednesday, January
3, 1990, at the Health Department.
Members Present:
John Leonard, DVM, Chairman

Dr. Leonard called the meeting to order at 8: 45 A.M. Board
members toured the new building expansion area prior to the
meeting. Mr. Howard presented the invocation. Dr. Leonard
called for corrections to the minutes of the meeting of December
4, 1989. Dr. Leonard moved the minutes be approved. There were
no corrections to the minutes.
Department Focal:
Ms. Denise Teachey, Heal th Promotions Director, made a
presentation to the Board on the Bike Helmet Campaign in New
Hanover County. The New Hanover County Bike Coalition was formed
to increase community awareness about the importance of wearing
bicycle helmets. This Campaign focused on the holiday season.
Campaign acti vi ties included media PSA' s, newspaper articles,
presentations to clubs and civic groups, hang tags (This Bike Is
Missing One Part) displayed on bikes at participating local
vendors, and the distribution of 4500 packets with two discount
coupons from bike vendors to all second, third and fourth grade
students in New Hanover County.
Committee Reports:
Mission Statement
Mr. Robinson, Chairman, stated that the Community Relations
Committee met on December 14,1989, and discussed the'adoption of
a Mission Statement for the health department. Board members
were asked to select four statements and return their selections
to Mr. Parker.

community Relations

Sheram Robinson reported that the Community Relations Committee
had discussed the feasibility of a Community Survey to identify
the Public Health needs of the citizens of New Hanover County.
The need for the survey was identified from the Health Department
Planning Session held at the November Board of Health meeting.
This survey is to be conducted by Dr. Dixon of UNC-W and the
cost will be approximately $3,500. An example of the Brunswick
County Community Survey was reviewed.
Dr. Leonard moved that the Board of Health endorse the Community
Health Survey and get the maximum amount of information regarding
the results of similar surveys in other counties. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
New Business:
cOIIIDittee Appointments
Dr. Leonard requested that Board members submit their preference
for Board of Health Committee appointments to him. Appointments
for committees will be made prior to the February Board of Health
meeting.
Fiscal Year 1990-91 Budget
Ms. Lynda Smith,

1990-91 Budget.
Budget Office on
Assistant Health Director, presented the budget
schedule for the Health Department Fiscal Year
Budget requests are due in the Management and
February 2, 1990.

Animal Control Advisory Board Appointments
Dr. Leonard presented the applicants for appointment to the 1990
Animal Control Advisory Board for two year terms:
Mary Ann Waldron - Humane Society
Ellis Blann - Kennel Operator
Members at Large - Donna Neal
Judy Neale
Cat OWner - patricia Roseman
Dr. Goins moved that the above applicants be appointed to the New
Hanover County Animal Control Advisory Board. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
Board Member COIIIDents:
Mr. Blake asked if there were any problems terminating leased
buildings of the health department. Mr. Parker stated that due
to Ms. Smith's excellent planning, lease expirations would not
be a problem when the time comes to move from Glen Meade Plaza
into the new space of the health department.

Health Director COIIIDents:
Mr. Parker presented the schedule for the
Celebration on March 30 and 31, 1990. Board
requested to mark these events on their calendars:

Open House & Speakers - March 30 at 3 P.M. - Health
Department
Reception - March 30 - 5 P.M. - 7 P.M. - Mr. parker's

Health Fair - March 31 - 10 A.M. - 3:P.M. - Health
Department
This celebration will include the dedication of the new building
addition, recognition of Public Health Week and 111 years of
Public Health in New Hanover County and a Healthy Living Fair.
The Personnel Committee will meet immediately following the Board
meeting for the selection of the Semi-Annual Super Staff Award.
a recent issue of the NCPHA Newsletter featured the picture of
Robert S. Parker, President, NCPHA, and the President's message.
Board members were requested to complete their NCPHA membership
applications which are inserted in this issue of the NCPHA
Newsletter.
Mr. Parker introduced the following new staff members:

Mark Kenion - Sanitarian - Environmental Health
Ken Sholar - Sanitarian - Environmental Health
B.J. Stallings - Sanitarian - Environmental Health
There being no further business the meeting was adjourned at 9:45
