02/07/1990 BOH Minutes I II ..1 I ,'5 The New Hanover County Board of Health met on Wednesday, February 7, 1990, at the Health Department. Members Present: Donald Blake, Acting Chairman Pascal Camak, DDS Albert Corbett Michael Goins, OD Julius Howard, RhP Amaryallis Rehder Sheram Robinson Marlene Rosenkoetter, PhD Alan Thomas, MD Catherine Vangellow Members Absent: John Leonard, DVM, Chairman others Present: Robert S. Parker Frances F. De Vane, Recording Secretary Wanda Copley, County Attorney Mr. Blake called the meeting to order at 8:00 A.M. Mr. Corbett presented the invocation. Mr. Blake called for corrections to the minutes of the meeting of January 3, 1990. Mr. Blake moved that the minutes be approved. There were no corrections to the minutes. Committee Reports: Personnel Ms. Vangel low , Chairman, reported that the Personnel Committee met on January 3, 1990, at 7:30 A.M. to consider the establishment of a new Home Health Aide position in order to provide services for increased patients in the Home Health Program. Ms. Vangellow moved that the request for an additional Home Health Aide position be approved by the Board of Health and submitted to the New Hanover County Commissioners for their consideration. Upon vote, the MOTION CARRIED. Health Promotions Smoking Pollution Control Regulation Dr. Goins, Chairman, reported that Committee met on January 24, 1989, endorsement to pursue with a Proposed Regulation for New Hanover County. the Health Promotions and requests the Board I s Smoking Pollution Control 6 Mr. Parker stat,ed that the Proposed Smoking Pollution Control Regulation was drafted by Ms. Wanda Copley, Assistant County I Attorney. This regulation is patterned after the Greensboro regulation that limits smoking in most public places. Mr. Parker referred Board members to their Board packets which contained information and letters regarding the proposed smoking regulation. Mr. John Burney, Attorney, requested a copy of this packet. Mr. Blake asked Mr. Burney if he had any comments. He stated he did not. Dr. Thomas expressed that he feels passive smoke does adversely affect the health of others. Dr. Rosenkoetter inquired about the enforcement of this proposed regulation. Ms. Rehder stated that she felt people had the right to clean air. Dr. Camak stated that he felt it could affect restaurant attendance. Mr. Howard asked if polarization is a possibility. Mr. Blake asked about the legal rights of restaurant owners to establish nonsmoking areas and their ability to enforce. Mr. John Coble, Member of the Restaurant Association, expressed concern over the proposed regulation. Ms. Copley, Assistant County Attorney, explained to the Board that there could be litigation regarding the Proposed Smoking Pollution Control Regulation. After a lengthy discussion Dr. Goins moved Health pursue the drafting of a Smoking Regulation in New Hanover County. Upon vote, UNANIMOUSLY. tha t the Board of Pollution Control the MOTION CARRIED I Mr. Corbett stated that he still has reservations regarding the Proposed Smoking Pollution Control Regulation as he feels smokers do have rights and that something too restrictive would be wrong. He is not sure he is quite ready to go along with the Raleigh and Greensboro Smoking Ordinances. He reminded the Board of Health that they have the final authority as designated by State Statutes regarding public health issues. Preventing the Sale of Cigarettes to Minors Dr. Goins reported that the Health Promotions Committee has requested the Board I s approval to pursue the enforcement of North Carolina General Statutes, Article 39, Protection of Minors, Selling Cigarettes to Minors. A discussion followed. Dr. Goins asked for input concerning this matter. Mr. Blake stated he felt that the sale of cigarettes to minors is a problem. Mr. Blake suggested that the news media should inform the public of the $500 fine for selling cigarettes to minors. Dr. Goins asked for further input from the Board concerning this matter. I I I I 7 Budget Mr. Blake recognized Ms. Lynda Smith, Assistant Health Director, who reported that the FY1990-91 Budget was submitted to the Budget Office on February 2, 1990. Ms. Smith will call a meeting of the Board of Health Budget Committee in March. The Budget will be presented to the Board of Health on April 3, 1990. Department Focal: Injury Prevention in New Hanover County Mr. Parker, Health Director, made a presentation on Health Promotion and Injury Prevention in New Hanover County. He gave a slide presentation on the New Hanover County Health Department's Health Promotions projects. These innovations include: Mandatory Seatbelts in Taxis and Governmental Vehicles, Poison Control Packets, Feet First - First Time Program, Fencing of Private Pools, Elderly Injury Prevention Project, Bicycle Helmet Campaign and the Ferret Ordinance. Mr. Blake thanked Mr. Parker for his presentation. He stated that the bottom line is that the Board of Health and Health Department are charged with the responsibility of protecting the health and welfare of New Hanover County citizens and at the same time should not infringe upon the rights of citizens. Mr. Blake said he was proud to serve on the Board of Health. New Business: Continuing Education - April 1990 Mr. Parker announced that the next Continuing Education Session for Boards of Health will be on Hazardous Waste in April 1990. Ms. Emily Ri venbark, Director of Public Health Programs, has prepared the proposed program and has requested suggestions for changes in program content. Board members were asked to submit their suggestions to Ms. Rivenbark or Mr. Parker. Board Member Comments: Mr. Corbett stated he would like to see the Health Department or the Health Promotions Committee sponsor or assist in promoting a hazardous waste project by having a designated day to collect hazardous waste. Dr. Goins stated he would take this request to the Health Promotions Committee. Health Director Comments: Mr. Parker stated that plans for the Public Health Celebration on March 30 and 31, 1990 are going well. This celebration will commemorate 111 Years of Public Health in New Hanover County and will include an Open House, Speakers, Dedication of the new 8 aàdition to the Health Department, Reception and a Healthy Living Fair. The Community Relations Committee will meet immediately following the Board meeting for the selection of a mission statement for the health department. Mr. Parker introduced the following new staff members: Brenda Walker - Clerk Typist - Home Health Jeffrey Joyner - Communicable Disease Specialist - Epidemiology Glenda Bardon - Clerk Typist - Home Health Jeanne Rose - Quality Assurance Coordinator - Home Health Pat McCrery - Public Health Nurse - Home Health Mr. Blake welcomed the above staff members.
