08/01/1990 BOH Minutes I I I '43 The New Hanover County Board of Health met on Wednesday, August 1, 1990, at the New Hanover County Health Department, Wilmington, North Carolina. Members Present: John Leonard, DVM, Chairman Don Blake, Vice Chairman Pascal Camak, DDS Michael Goins, aD Amaryallis Rehder, MA Sheram Robinson Marlene Rosenkoetter, PhD Alan Thomas, MD Catherine Vangellow, MPH Members Absent: Julius Howard, RhP Others Present: Robert S. (Bob) Parker Frances F. De Vane, Recording Secretary Dr. Leonard called the business meeting to order at 8:00 A.M. Mr. Parker presented the invocation. Dr. Leonard called for corrections to the minutes of the meeting on June 27, 1990. Corrections were made to the minutes. The minutes were approved as corrected. Special Recognition Award Presented to Lynda F. smith, Assistant Health Director On behalf of the Board of Health, Dr. Leonard presented a Special Recognition Award to Ms. Lynda Smith, Assistant Health Director. Ms. Smith was recognized for her services during the building of the addition to the health department, her contribution to staff morale, and her dedication and professionalism exhibited in the performance of her daily work assignments. Dr. Leonard explained that Ms. Smith had been nominated several times for the Super Staff Award which is reserved for employees who are not in management positions. He stated that the Board of Health desired to express their appreciation to Ms. Smith for her excellent performance. Dr. Leonard congratulated Ms. Smith as recipient of this award. Oath of Office Administered to Robert G. Greer Dr. Leonard, on behalf of the Board of Health, welcomed Robert G. (Bobby) Greer, as a new Board of Health member. Oath of office was administered by Ms. De Vane, Notary Public. 44 Department Focal: Lead Analyses of Drinking Water in Public Schools I Ms. Susan Robinson, Environmental Health Specialist, presented to the Board a program and informative data on the Lead Analyses of Drinking Water in New Hanover County Public Schools. The Lead Contamination Control Act (which amended the Safe Drinking Water Act of 1974) was passed in October 1988. This Act mandates the repair, replacement or recall of all lead-lined water containers within one year. New Hanover County started obtaining water samples in the schools in April 1989. Ms. Robinson explained this process and stated that in February 1990 as a result of the water sampling, the schools in New Hanover County were within the Pb toxic metal (lead) limits. Committee Reports: Dr. Leonard asked for Committee Reports. Committee Reports. There were no Unfinished Business: Smoking Pollution Control Regulation (SPCR) I Dr. Leonard reported that the County Commissioners' Smoking Pollution Control Ordinance (SPCO) will be less restrictive than the health department's proposed smoking regulation. He stated that the SPCO is a successful step in the right direction. He thanked the Board of Health, Ms. Wanda Copley, Assistant County Attorney and Mr. Parker for their assistance with the smoking regulation which will provide a more smoke free environment for the citizens of New Hanover County. Mr. Parker announced that New Hanover County is the first county in North Carolina to have a SPCO passed by a county governing body. He praised the Board of Health and the County Commissioners for their initiative in obtaining this ordinance. Mr. Parker explained that Mr. Retchin will mail a copy of the SPCO to the municipalities in New Hanover County. Mr. Parker stated that he hoped these municipalities would pass the SPCO and that the health department has offered to assist with the implementation of the SPCO in the municipalities. Mr. Parker expressed the need for an additional Health Educator in the health department to help with the implementation of the SPCo. I I I I 45 New Business: FY 89-90 Animal Control Revenues $48,000 Greater Than Projected Mr. Ron Currie, Animal Control Director, told the Board of Health that the Animal Control Division of the Health Department had collected $48,000 more than the projected revenues for FY 1989-90. He thanked the Board for their support with Animal Control issues and stated that the Animal Control staff deserves commendation for their outstanding performance. Mr. Currie explained that the implementation of the following had contributed to fiscal year increased revenues: Program for all Adopted Pets Ordinance, Local Rabies Ordinance for Cats, issuance of licence tags for cats and sale of County Dog and Cat License Tags through local veterinarians. Dr. Leonard expressed that he felt the compliance with Animal Control regulations has contributed to the control of Rabies in New Hanover County. He commended Mr. Currie and his staff for their excellent performance. Mr. Blake expressed that a new Animal Control facility is needed. Board Member Comments: Ms. Catherine Vangellow announced her resignation from the Board of Health. She is moving to the Washington, D.C. area. Mr. Blake requested information regarding physicals for food service workers. Mr. Stich explained that health cards are no longer required by the state. The Environmental Health Division of the New Hanover County Health Department sponsors quarterly Food/Sanitation Classes for education and certification of foodhandlers. Mr. Parker commented that the Food/Sanitation Classes and lead water sampling are excellent examples of the special services rendered by the New Hanover County Health Department. Health Director Comments: The New Hanover County Health Department Annual Report for Fiscal Year 1989-90 will be mailed to the Board with a cover letter from Mr. Parker. Mr. Parker announced that Ms. Amaryallis Rehder has been selected to serve on the Board of Directors for the Association of North Carolina Boards of Health (ANCBH). Mr. Parker congratulated Ms. Rehder on her appointment to the ANCBH Board. Board members were invited to participate in the United Way Fund Campaign. The health department's goal for the united Way Fund Campaign is $3,796 and $2,867 has been received. 46 Mr. Parker congratulated Dr. Rosenkoetter on her election to the American Academy of Nursing.
