09/05/1990 BOH Minutes r I I I I 47 The New Hanover County Board of Health met on Wednesday, september 5, 1990, at 8:00 A.M. in the New Hanover County Health Department, Wilmington, North Carolina. Members Present: John Leonard, DVM, Chairman Don Blake, Vice Chairman Michael Goins, OD Robert G. Greer Julius Howard, RhP Sheram Robinson Marlene Rosenkoetter, PhD Alan Thomas, MD Members Absent: Pascal Camak, DDS Amaryallis Rehder, MA Others Present: Robert S. (Bob) Parker Frances F. De Vane, Recording Secretary Dr. Leonard called the business meeting to order at 8:15 A.M. Mr. Howard presented the invocation. Dr. Leonard called for corrections to the minutes of the meeting on August 1, 1990. The minutes were approved as presented. Departmental Focal Ms. Karen Hogan, Home Health Director, presented the Departmental Focal in the Home Health Advisory Board Meeting prior to the Board of Health business meeting. Retirement Recognition of Ms. Frances Orrell, Public Health Nurse III On behalf of the Board of Health, Dr. Leonard presented a plague in recognition of retirement to Ms. Frances Orrell, Public Health Nurse, signifying 22 years of service with the New Hanover County Health Department. Dr. Leonard' expressed his appreciation to Ms. Orrell for her dedicated services rendered to Public Health in New Hanover County and North Carolina. He congratulated her on her retirement which is effective October 1, 1990. Super Staff Award Winner Dr. Leonard congratulated and presented a plaque to Ms. Juanita Richardson, Public Health Nurse, recipient of the Semi-Annual Super Staff Award. Dr. Leonard commended Ms. Richardson for her creativity and initiative in the implementation of activities which enhance the health of the citizens of the community. 48 Committee Reports: I Personnel: Mr. Howard, Chairman, reported that the Personnel Committee met at 7:30 A.M. on September 5, 1990, to consider the establishment of one additional Community Health Technician position in order to provide services to accommodate the growth in the Home Health Program. Mr. Howard moved that the request for an additional Community Health Technician position be approved by the Board of Health and submitted to the New Hanover County Commissioners for their consideration. Upon vote, the MOTION CARRIED UNANIMOUSLY. Unfinished Business: Smoking Pollution Control Ordinance (SPCO) Update Ms. Denise Teachey, Health Promotions Director, gave an update on the presentation of the County Commissioners' Smoking Pollution Control Ordinance ( SPCO) to four municipalities in New Hanover County. Ms. Teachey stated that she attended the Carolina Beach Town Council meeting on August 23, 1990. The SPCO was on their agenda, however, the Council decided to discuss the SPCO at a later unannounced date. I Ms. Teachey explained that the Wrightsville Beach Board of Alderman met on August 23, 1990, and that the SPCO was on their agenda. Dr. Goins is to represent the Board of Health and attend a Public Hearing on the SPCO on September 13, 1990, at Wrightsville Beach. Ms. Teachey reported that the Kure Beach Town Council met on August 21, 1990, and tabled the SPCo. She explained that the SPCO will be discussed at the September Wilmington City Council meeting. New Business: Request to Stop the Use of Billboards Mr. Peter Davis, present as an adversary to billboard usage, requested that the Board of Health terminate the usage of billboards for health department activities. Mr. Davis expressed that he felt billboards created visual pollution, detract from neighborhoods and decrease property value. He stated that the billboard industry promotes public service announcements free and I simultaneously promotes tobacco and alcohol in the community. I I I 49 After a lengthy discussion, it was the consensus of the Board of Health to refer the issue of billboard usage to the Community Relations Committee of the Board for their recommendation. Mr. Davis thanked the Board of Health for allowing him to make his presentation and request to the Health Department to curtail usage of billboards. Rankin Terrace Clinic - Request for Building Ms. Betty Creech, Community Health Director, requested that the Board of Health approve the acquisition of additional space for the Rankin Terrace Clinic. She explained that the Wilmington Housing Authority plans to move and has offered the remaining space in the building for Rankin Terrace Clinic to the Health Department. The cost to the Health Department would include the utili ties and custodial care. Ms. Creech explained that the addi tional space is needed in order to better serve Rankin Terrace clients. A written agreement between the Wilmington Housing Authority and the New Hanover County Health Department for the usage of this space will be necessary. Dr. Leonard moved that the Board of Health approve the recommendation that Rankin Terrace Clinic be expanded to include space in the remainder of the building which is occupied by the Wilmington Housing Authority and adjoins the Rankin Terrace Clinic. Upon vote, the MOTION CARRIED UNANIMOUSLY. Request to Dedicate Library to Dr. Thomas Fanning Wood - February 22, 1991 Mr. Parker requested that the Board consider the dedication of the Health Department Library to Dr. Thomas Fanning Wood in honor and recognition of Dr. Wood's work in Public Health in New Hanover County and North Carolina. Dr. Wood's 150th Birthday is on February 23, 1990. The proposed dedication date would be Friday, February 22, 1990. Mr. Parker referred the Board to Mr. Dan Shingleton's article "Back to the Future In Public Health", which stated that Dr. Thomas Fanning Wood is considered the Father of Public Health work in our state. Mr. Parker and Mr. Shingleton have met with Dr. Wood's great granddaughter, Mrs. David (Cissy) Loughlin to discuss the dedication activities. Ms. Loughlin has offered to hold a reception in her home following the dedication. Mr. Parker, also, suggested that a portrait of Dr. Wood be placed on the wall of the Health Department Library. Dr. Rosenkoetter moved that the New Hanover County Health Department Library be named in honor of Dr. Thomas Fanning Wood and be dedicated on Friday, February 22, 1990. Upon vote, the MOTION CARRIED UNANIMOUSLY. 50 Board Member Comments: Mr. Blake suggested that some up-to-date books be placed in the I New Hanover County Health Department Library. Health Director Comments: Mr. Parker encouraged Board members to plan to attend the Continuing Education Session for Boards of Health on Groundwater Contamination to be held on Tuesday, October 23, 1990, from 6:30 P.M. to 9:30 P.M. at the Wilmington Hilton. Mr. Parker announced that the the winner of the County Blood Drive was the Department of Social Services. This was the largest County Blood Drive. He thanked the Board for their participation in the blood drive. Mr. Parker stated that Dr. Rosenkoetter has extended an invitation to the Board of Health to hold its December Board Meeting in the Madeline Suite at UNCW. A continental breakfast will be served at 7:30 A.M. prior to the Board meeting. A tour will be available following the meeting. On behalf of the Board, Dr. Leonard accepted and thanked Dr. Rosenkoetter for her invitation. Mr. Parker referred the Board to the SPCO Brief History included in the Board Packet. This history was authored by Mr. Parker. I Mr. Parker referred the Board to five complimentary letters to health department staff regarding accomplishments and services of the New Hanover County Health Department. Mr. Parker stated that the North Carolina Public Health Association (NCPHA) will meet in Raleigh on September 11, 12, 13 and 14. Mr. Parker has been President of NCPHA for the past year and he expressed his appreciation to the Board for their support during his presidency. Mr. Parker reported that the Health Department United Way Fund Drive goal was $3,796 and that $4,087 was collected. He thanked the Board of Health for their assistance in surpassing this goal.
