The New Hanover County Board of Health met on Wednesday, January
2, 1991, at 8:00 A.M. in New Hanover County Health Department.

Mr. Blake, on behalf of the Board, welcomed and introduced the new
Board of Health members. Oath of office was administered to Mr.
John M. Coble, Citizen Member; Mr. W. Leslie Hall, Jr., Professional
Engineer Member and Dr. Spiro James Macris, Dentist Member, by Ms.
Frances De Vane, Notary Public.
Recognition of Ms. Amaryallis L. Rehder - Board of Health 1988-90
On behalf of the Board of Health, Mr. Blake presented a plaque to
Ms. Rehder in recognition for serving on the Board of Health from
January 1988 through December 1990. Mr. Blake commended and thanked
Ms. Rehder for her dedication and service to Public Health.
Recognition of Dr. John Leonard, Chairman, Board of Health 1989 and
1990
On behalf of the Board of Health, Mr. Blake presented a plaque to
Dr. Leonard, in recognition for serving as Chairman of the Board of
Health from January 1989 through December 1990. Mr. Blake thanked
Dr. Leonard for his leadership and dedication to Public Health.
Departmental Focal:
Mr. Parker presented the departmental focal to the Board of Health
on Board of Health Responsibilities and Functions.

Unfinished Business:
Election of Vice Chairman
Mr. Blake asked for nominations for Vice Chairman of the Board of
Health. Mr. Robinson nominated Dr. Goins.
Mr. Greer moved that the nominations be closed and that Dr. Michael
Goins be elected Vice Chairman of the Board of Health. Upon vote,
the MOTION CARRIED and Dr. Goins was elected Vice Chairman of the
Board of Health for 1991.
Mr. Blake congratulated Dr. Goins upon his election as Vice
Chairman.
smoking Pollution Control Ordinance (SPCO) Update
Mr. Blake summarized the status of the New Hanover County SPCO. The
Wilmington City Council passed the ordinance on December 11, 1990.
The SPCO has not been adopted by Carolina Beach, Kure Beach or
Wrightsville Beach. Mr. Blake explained that the Board of Health
does have the authority to adopt a regulation which would cover the
entire county. Mr. Parker requested the support of the Board of
Health with the proposed adoption of the SPCO at Carolina Beach,
Kure Beach and Wrightsville Beach.
Expanded Services in New Hanover County Schools
Mr. Parker stated that the Proposed Expansion of School Health
Services continues to receive community interest and media
coverage. He will make a presentation at the Board of Education
Public Hearing regarding this issue at 7: 00 P.M., Roland-Grise
Middle School on January 3, 1991. Board members were encouraged to
attend this public hearing.

New Business:
New Hanover County Board of Health Wins OUtstanding Board of Health
Award for 1991
Mr. Blake announced that the New Hanover County Board of Health will
receive the Outstanding Local Board of Health Award presented by the
Association of North Carolina Boards of Health on January 17, 1991.
Mr. Parker explained that this award is issued to a Board of Health
for its outstanding leadership in Public Health.
Association of North Carolina Boards of Health (ANCBH) Names
OUtstanding Board of Health Member Award the Carl Durham Award
Mr. Blake stated that the ANCBH Outstanding Board of Health Member I
Award has been renamed the Carl Durham Award in honor of Mr. Durham,
former New Hanover County Board of Health Chairman and member,

founding member and first Chairman of the ANCBH, member of the North
Carolina Study Commission and County Commissioner.
Public Hearings on Rules Governing Anonymous Testing for HIV
Infection
Mr. Blake announced that there will be a Public Hearing on the Rules
Governing Anonymous Testing for HIV Infection at 7: 00 P.M. on
January 16, 1991, in the New Hanover County Health Department
Auditorium. Ms. Beth Day, Epidemiology/Adult Health Director,
expressed her concerns regarding the abolishment of anonymous
testing and the reduction of testing sites to 12 in the State.
After a lengthy discussion, the consensus of Board was to discuss
this issue at the February Board meeting.
Committee Assignments
Mr. Blake announced the 1991 Committee Assignments for the Board of
Health. (Attachment #1 List of assignments are attached and
hereby incorporated as a part of the minutes.)
Comments:
Board Members
Dr. Goins asked that the Board's appreciation be expressed to the
health department staff for the well planned Annual Christmas dinner
and program. Mr. Blake stated that this was an example of
incredible staff morale.

Mr. Parker introduced new staff members:

Mr. Parker reminded the Board members of a training session for
Boards of Health to be held on January 16, 1991 from 2 P.M. - 8:30
P.M. in Raleigh, N.C.
Mr. Parker stated that the New Hanover County Board of Health will
be presented the Outstanding Local Board of Health Award at the
Association of North Carolina Boards of Health meeting on January
17, 1991, in Raleigh, N. C.
Mr. Parker requested that Board members plan to attend the
Dedication of the Library to Dr. Thomas Fanning Wood to be held on
February 22, 1991, at 4 :00 P.M. and a Reception at 5:00 P.M.

Mr. Parker stated that the Personnel Committee plans to meet this I
morning immediately following the Board of Health meeting for the
selection of the recipient of the Semi-Annual Super Staff Award.
Ms. Lynda Smith, Assistant Health Director, displayed photographs of
the dolls dressed by health department staff for the Annual
Salvation Army Dress-A-Doll project. Mr. Parker thanked Ms. Smith
for her assistance with the Dress-A-Doll Program for needy children
in the community.
Mr. Parker referred Board members to the revised list of Board of
Health members and thank you letters in the Board packet.
There being no further business, Mr. Blake adjourned the meeting at
9:40 A.M.
