The New Hanover County Board of Health met on Wednesday, March
6, 1991, at 8:00 A.M. in tbe Thomas Fanning Wood Library, New
Hanover County Health Department.

Mr. Blake called the meeting to order at 8: 17 A. M. Mr. Howard
presented the invocation. Mr. Blake called for corrections to the
minutes of the meeting on February 6, 1991. The minutes were
approved.
Dr. Michael Goins Wins 1991 North Carolina Jaycees OUtstanding North
Carolinian Award
Mr. Blake recognized Dr. Goins, Vice Chairman, New Hanover County
Board of Health, as recipient of one of five North Carolina
Jaycees 1991 Outstanding North Carolinian Awards. On behalf of the
Board of Health, Mr. Blake congratulated and commended Dr. Goins for
his contributions to the community and Public Health.
Departmental Focal:
Ms. Susan O'Brien, Laboratory Director, presented the department
focal to the Board of Health-on the Clinical Laboratory Improvement
Amendment (CLIA). Congress amended the CLIA of 1988 with the intent
of bringing all medical laboratories under one law. Ms. O'Brien
explained the provisions of CLIA. The Health Care Financing
Administration (HCFA) wrote and published CLIA in May 1990. The
cost of the implementation of CLIA would be prohibitive to the
Health Department Laboratory due to personnel requirements.
Committee Reports:
Budget
Dr. Thomas, Chairman, Budget Committee, reported that the proposed
Fiscal Year 1991-92 Budget has been reviewed by Mr. Parker, Ms.
Smith and the Health Department staff and is to be submitted to Mr.
Allen O'Neal, County Manager, on March 22, 1991. The Recommended

FY1991-92 Budget will be presented to the Board of Health Budget
Committee and then to the Board of Health for their consideration.

Community Relations
Dr. Rosenkoetter, .Chairman, Community Relations Committee, reported
that the Community Relations Committee met with Ms. Denise Teachey,
Health Promotions Director, on February 11, 1991. Plans for 1991
Public Health Week were discussed. Board of Health members and
staff will participate in the recognition of Public Health Week. A
fact sheet of Board and Health Department achievements will be
prepared.

The Committee recommended that areas for health promotion are
First, First Time Program, prenatal care, animal dumping
mammography testing following the Breast Screening Clinic.
Bicycle Helmet Campaign will be held in the Fall of 1991.
Environmental Health

Mr. Greer, Chairman, Environmental Health Committee, stated that the
Environmental Health Committee met on February 20, 1991. The
Committee reviewed the State Sewage Rules/Public Management Entity
Compliance Proposal. Effective July 1, 1991, county agencies will
be required to have a public management entity implemented. Mr.
Parker stated that a request for two new positions (Environmental I
Health Program Specialist and a Clerk Typist III) for the
inspections of these septic tank systems is included in the 1991-92
FY Budget. .
The Environmental Health Division is drafting Regulations Governing
Foodservice Manager's Certification.
Health Promotions
Smoking Pollution Control Ordinance (SPCO» Update
Dr. Goins, Chairman of Health Promotions Committee, reported that
Kure Beach held a SPCO public hearing on February 19, 1991 at 7:00
P.M. The Carolina Beach Town Council met and decided to allow the
citizens to vote on the SPCO and to hold a referendum in the
November 1991 election. Dr. Goins said Kure Beach and Wrightsville
Beach may wait for the results of Carolina Beach's r~ferendum.
After discussion of the SPCO, Mr. Blake recommended that the Board
support the results of the citizens' referendum and request that
Kure Beach and Wrightsville Beach hold a public referendum on the
SPCO in November 1991 election. Upon vote, the VOTE CARRIED.
Dr. Goins' explained that 100 Percent Smoke Free Certificates are
being prepared for smoke-free organizations. Ms. Denise Teachey, I
Health Promotions Director, will be responsible for the media
coverage and distribution of these certificates.

Dr. Goins announced that New Hanover County Health Department, New
Hanover Regional Medical Center and American Cancer Society will
sponsor a free Breast/Pap ·Smear Screening Clinic at New Hanover
County Health Department on Saturday, April 20, 1991, from 9:00 A.M.
- 3:00 P.M.
Personnel Committee
Mr. Howard, Chairman of the Personnel Committee, stated he has
received eight performance appraisals on Mr. Parker, Health
Director. Remaining performance appraisals should be sent to Mr.
Howard as soon as possible.
Animal Control Advisory Board
Dr. Leonard, Animal Control Liaison, stated that the Animal Control
Advisory Board (ACAB) met and reviewed the Dangerous Dog Law and
forms for its compliance.
Unfinished Business:
Dedication of Health Department Library to Dr. Thomas Fanning Wood
On behalf of the Board of Health, Mr. Blake commended Mr. Parker and
staff for an outstanding ceremony for the Dedication of the Health
Department Library to Dr. Thomas Fanning Wood, Father of Public
Health in North Carolina. He requested that the Board's
appreciation be expressed to Ms. David Loughlin (Frances Wood),
Great Granddaughter of Dr. Wood, for the Reception given in her home-
in honor of her Great Grandfather. Mr. Parker informed the Board
that the books in the Thomas Fanning Wood Library were donated by
Drs. Calvin MacKay, James TidIer and Frank Reynolds.

Board Members
Dr. Leonard inquired about the availability of Hepatitis B vaccine
at the Health Department for clients desiring HIV testing. The
Board decided to request that Mr. Parker research the feasibility of
securing and providing Hepatitis B vaccine for health department
patients. Mr. Parker is to make a recommendåtion regarding
Hepatitis B vaccine at the next Board meeting.
Dr. Goins inquired about the Board of Health's Heal th Services
Proposal to the Board of Education. Mr. Parker reported that a Task
Force has been appointed to review this proposal. Ms. Betty Creech,
Community Health Director, and Ms. Betty Jo McCorkle, Maternal and
Child Care Director, have been appointed to the Task Force.

Mr. Parker reminded the Board of the AHEC Board of Health Training
on Public Health study Commission issues to be held on March 12,
1991 from 6:30 P.M. - 9:00 P.M. at the Wilmington Hilton.

Mr. Parker announced that a Cancer Screening Clinic will be held at
the Health Department on Saturday, April 20, 1991, from 9:00 A.M. -
3:00 P.M.

Mr. Parker encouraged Board members to plan to attend the Eastern
District NCPHA Annual Meeting to be held on April 24 - 26, 1991, at
the Wilmington Hilton in Wilmington, N.C.
Mr. Parker referred the Board to letters of appreciation and news
articles in their Board packet regarding Health Department services
and issues.
Mr. Parker introduced the following new staff members:

Mr. Blake welcomed the above new employees.
Mr. Parker stated he .will prepare an Orientation for new Board of
Health members. Mr. Greer stated that he was participating in
meals-on-whee1s and was imptessed with the Home Care being provided
by Public Health Nurses from the health department. Mr. Blake
encouraged Board members to visit the Health Department and go on a
home visit.
