The New Hanover County Board of Health met on Wednesday, April 3,
1991, at 8:05 A.M. in the Thomas Fanning Wood Library, New Hanover
County Health Department.

Mr. Blake called the meeting to order at 8: 05 A.M. Mr. Coble
presented the invocation. Mr. Blake called for corrections to the
minutes of the meeting on March 6, 1991. The minutes were approved.
New Business:
Home Health Bad Debt
Mr. Parker informed the Board of Health of a patient who has an
outstanding balance of $30,000 with the New Hanover County Health
Department Home Health Agency. The homebound client is in a chronic
state physically, refuses to go to a nursing home, has no medical
insurance, recei ves a pension and refuses to pay on his account.
Attempts by the Home Health staff to collect partial paYment of
charges for services have been unsuccessful.
After a lengthy discussion of the bad debt, the Board requested that
Mr. Parker write the patient and daughter a letter informing them of
the costs of Home Health services and the terms for the provision of
future services.
Dr. Goins moved that the Home Health Agency adopt a policy that would
mandate that accounts delinquent 90 days be turned over to the New
Hanover County Legal Department for collection action. Upon vote,
the MOTION CARRIED UNANIMOUSLY.

Animal Control Dangerous Dog Problem
Mr. Blake introduced Ms. D.G. Keith, 313 Southern Boulevard,
Wilmington, N.C., who introduced a neighbor, Ms. Dorothy Nelson, 309
Southern Boulevard, Wilmington, N. C. Ms. Keith expressed concern
about the Animal Control Dangerous Dog Panel (ACDDP) hearings
regarding Mr. Benton's dog.

She stated Mr. Benton, 305 Southern Boulevard, Wilmington, N. C.,
did not attend the ACDDP hearing on January 31, 1991 when his dog was
declared potentially dangerous and that the case was reheard by the
ACDDP on March 26, 1991. At this time the dog was issued a Prayer
for Judgement Call (PJC), classified as a grinner and was ruled not
potentially dangerous. Ms Keith expressed that she should be
granted an appeal for another ACDDP hearing since the Benton dog is
dangerous. She feels her life is on the line daily due to the
neighbor's dog and is concerned that there may be a conflict of
interest on the ACDDP.
It was the consensus of the Board that Mr. Benton should comply with
the ACDDP as mandated by the Dangerous Dog Law. Mr. Blake thanked
Ms. Keith for her presentation to tne Board.
Mr. Blake announced that the Board will hear a ACDDP appeal by Ms.
Allison Yarbrough at 7:30 A.M. prior to the May Board meeting.
Committee Reports:

Environmental Health
Mr. Greer, Chairman, Environmental Health Committee, reported that
the Environmental Health Committee met on March 27, 1991. The
Committee suggested that Environmental Health obtain procedures,
slide presentation and book on certified foodservice training for
foodservice managers. He stated that the State Sewage Rules/Public
Management Entity Compliance Proposal will probably be effective
January 1, 1992 instead of July 1, 1991. The Committee reviewed the
Environmental Health Fee Schedule and proposed a revised fee schedule
with projected increased revenues of $50,000 to $100,000.
Mr. Greer moved that the Board approve the revised Environmental
Health Fee Schedule (Attachment #1) effective July 1, 1991. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
Health Promotions
Dr. Goins, Chairman of Health Promotions Committee, announced that
Public Health Week has been proclaimed from April 14-20, 1991. Board
of Health members and health department staff will present media and
health features. Dr. Goins made a proposal from the Health I
Promotions Committee to request that the legislature raise the legal
age for purchasing cigarettes from 17 years to 18 years.

Personnel Committee
Mr. Howard, Chairman of the Personnel Committee, reported that the
Personnel Committee met at 7:30 P.M. on April 3, 1991, to review the
Board member's performance appraisals of Mr. Parker, Health Director.
The Committee recommended a five percent ( 5 % ) salary increase be
granted to Mr. Parker for his excellent performance.
Mr. Howard moved that the Board of Health request a five percent (5%)
salary increase be granted to Mr. Parker based upon an excellent job
evaluation. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Board of Health Recognition by New Hanover County Commissioners
Mr. Blake displayed a plaque presented by the New Hanover County
Commissioners to the New Hanover County Board of Health in
recognition of the Board's outstanding achievements. Mr. Blake
commented that again he is so proud to serve on such an active Board
of Health. He commended the Board for their dedication and
accomplishments.
An Act To Increase the Maximum Fine for Violation of New Hanover
County Ordinances
Ms. Donna Neal, Chairman, Animal Control Advisory Board requested
that the Board of Health support legislation to allow the maximum
fine for New Hanover County ordinances to increase from $50 to $500.
The increase in fines should improve Animal Control Ordinance
compliance and increase revenues.
Mr. Howard moved that the Board endorse An Act To Increase the
Maximum Fine for Violation of New Hanover County Ordinances from $50
to $ 500. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Unfinished Business:
Hepatitis B Vaccine
Ms. Beth Day, Adult Health\Epidemiology Nursing Director, responding
to an inquiry of Dr. Leonard and the Board, stated that she has
researched the possibility of the New Hanover County Health
Department providing Hepatitis B screening and vaccine for HIV and
STD clients. She indicated that in order for the health department
to consider this proposal, further study is needed. The Hepatitis B
test and vaccine are too expensive to offer free to designated
clients. She stressed the importance of educating high-risk patients
about the dangers of the disease and need for the state to support
this proposal financially.

Mr. Howard moved that the Board of Health approve continuing efforts I
to establish a Pilot Program to study the proposal of Hepatitis
screening and vaccination for clients tested for HIV and sexually
transmitted diseases in the health department. Upon vote, the ~OTION

District NCPHA Annual Meeting to be held on April 24 - 26, 1991, at
the Wilmington Hilton in Wilmington, N.C. Mr. Blake will extend the I

Mr. Parker announced a Cancer Screening Clinic will be held at the
Health Department on Saturday, April 20, 1991, from 9:00 A.M. - 3:00
P.M. He commended Angela Barclay, Public Health Nurse, for securing
private funds for the screening tests at this clinic.
Mr. Parker reported the Board of Health plans to ask the Wrightsville
Beach Town Alderman to place the SPCO on the November election
ballot. He encouraged Board members to attend the Town Council
meeting on April 11, 1991 at 8:30 A.M in the Wrightsville Beach Town
Hall.
Mr. Parker stated Mr. Blake and Mr. Hall plan to attend the
Association of North Carolina Boards of Health Developing Leadership
for Local Public Health training session to be held on April 4 -5,
1991, in Chapel Hill, N.C.
Board of Health members were presented new coffee mugs designed with
their first names, county seal and the health department motto
imprinted on them. These personal coffee mugs are to remain at the
health department during each member's tenure and will be given to
them at the end of their term on the Board.
