06/05/1991 BOH Minutes I I I 99 Mr. Blake called the regular meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday, June 5, 1991, in the New Hanover County Health Department Auditorium in Wilmington, North Carolina. Wrightsville Beach Elementary School YMCA I Mr. Leon Hampton Sewell - Retirement On behalf of the Board of Health, Mr. Blake presented a plague to Mr. Leon Hampton Sewell, Environmental Health Specialist. He expressed his appreciation to Mr. Sewell for 33 years, 5 months service at the New Hanover County Health Department and extended congratulations upon his retirement. Departmental Focal: Ms. Denise Teachey, Health Promotions Director, presented a departmental focal on the Happy Helmets To You project. This grant was awarded to the health department by the Injury Prevention Branch of the Department of Environment, Health and Natural Resources. Mr. Blake expressed his appreciation to Ms. Teachey for being instrumental in applying for and securing Health Promotion grants. Committee Reports: Budget I Dr. Thomas, Chairman, Budget Committee, reported that the County Manager's Recommended FY 1991-92 Budget is to be presented to the New Hanover County Commissioners at 1:00 P.M. on June 5, 1991. The Budget Committee met at 7:00 A.M. on June 5, 1991, to review the budget. The total original budget request including salaries was $6,543,338 and is an increase of $501,519. A four percent (4%) cost of living was included in the salary figure. Total recommended budget cuts were $566,021. A report on the budget cuts and position requests was reviewed. Mr. Parker expressed concern over the problem of personnel recruitment and turnover due to the low county pay schedule. The Budget Committee recommended that the Board request the approval of the New Hanover County Pay and Classification Study on January 1, 1992, four percent (4%) cost of living salary raise, additions and restorations to the Health Department FY 91-92 County Manager's Recommended Budget of the following: Positions (county funds) Environmental Health Program Specialist Environmental Health Clerk Typist III (March 1, 1992) Animal Control Administrative Assistant $10,104 6,207 21,240 I I I I , 101 Operating Expenses (county funds) $ 2,062 Home Health Training/Travel (non-county funds), $13,000 Capital Outlay Vector Control (loader for tractor) $ 5,000 Dr. Thomas moved that the Board approve the above recommendations of the Budget Committee for the Health Department Fiscal Year 91-92 Budget. Upon vote, the MOTION CARRIED UNANIMOUSLY. Mr. Parker explained that increased revenues of $64,000 in Environmental Health, $45,000 in Animal Control and $18,000 in Vector Control are reflected in the Health Department FY 91-92 Budget. Unfinished Business: Options for Dangerous Dog Panel and Appeal Board Mr. Currie, Animal Control Director, distributed additional information to the Board regarding Options for Dangerous Dog Law and Due Process. He requested that the Board review and study this data. This item will be placed on the August Board of Health agenda. The Board requested that Mr. Parker prepare three written options for the Dangerous Dog Law and Due Process. smithfield Foods Hog Processing Plant Mr. Blake reported that the review period for the Environmental Assessment and Finding of No Significant Impact prepared by the Division of Environmental Management for the proposed Smithfield Foods Hog Processing Plant closed on January 22, 1991. After a discussion of the environmental impact of the hog plant, the Board requested that Mr. Parker plan an inservice on pollution of the entire Cape Fear River Basin. New Business: New Family Planning Fees and Fee Schedules Mr. Parker presented the FY 91-92 Revised Family Planning Fee Scale to the Board for approval. This scale reflects 1991-92 federal poverty levels for Title XX eligibility determination. Mr. Hall moved that the Board approve the FY 91-92 Revised Family Planning Fee Scale with implementation effective July 1, 1991. Upon vote, the MOTION CARRIED UNANIMOUSLY. 102 UPdate on Environmental Health Services I Ms. Dianne Harvell, Environmental Health Director, informed the Board that Environmental Health services will be limited due to personnel turnover. She indicated that because of this decrease in staff and time requirements for recruitment and training of Environmental Health employees, regulatory services as well as other environmental health services will be impacted. Grants Received Ms. Denise Teachey, Health Promotions Director, reported that the health department applied for and received the following grants: $25,000 - Automatic Seat Restraints and Air Bags $ 5,000 - Automatic Seat Restraints and Air Bags $ 7,000 - Happy Helmet To You Mr. Parker stated that the health department has received the following additional revenues: $4,763 - Mosquito Control $3,370 - Jordan/Adams Allocation $ 750 - Environmental Health Fee Bill Reimbursement Mr. Parker announced that Bobby Waters, Vector Control Director, I has secured an additional $13,000 for the Mosquito Control Program. Mr. Blake reiterated that the securing of additional funds is an example of how valuable training sessions are to staff and Board members. He is concerned that public health services will suffer because of depletion of travel funds. Comments: Board Members: Mr. Blake stated that he and Mr. Parker attended the first graduation of the Cape Fear Community College Nursing Program. Mr. Coble expressed concern as to the affect of limited Environmental Health services on the restaurant industry. He indicated he would like to see an increase of Environmental Health . salaries and decreased personnel turnover. Health Director: Mr. Parker will place the Nursing's Agenda for Home Care Reform on the July Board of Health Agenda. Board members were encouraged to attend the Association of North I Carolina Boards of Health training session entitled, "Food For Thought", to be held on June 11, 1991 from 6:30 P.M. - 9:00 P.M., AHEC Building, Room C, Wilmington, N.C. r I I I 103 Mr. Parker invited Board members to participate in the Blood Drive to be held on Friday, June 7, 1991, at the NHCHD. Mr. Parker introduced the following new NHCHD employees: Sheila Jamerson, Medical Laboratory Assistant III, Laboratory Brenda Jones, Public Health Nurse III, Maternal Child Care Jo-Pat Hatem, M.D., Graduate Degree, School of Public Health, UNC-Chapel Hill Intern Mr. Blake welcomed the above employees. The next regular meeting of the NHCBH will be on Wednesday, July 3, 1991. Mr. Parker informed the Board of an unsolicited written request signed by 106 NHCHD employees for a four-day workweek. He stated he had written a memo regarding this issue to the Chairman of the County Commissioners, the County Manager and the NHCBH. Ms. Lynda Smith, Assistant Health Director, encouraged Board members to attend the Budget Hearing today at 1:00 P.M. in the Assembly Room of the Courthouse.
