09/04/1991 BOH Minutes I I I 121 Mr. Blake called the regular meeting of the New Hanover County Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday, September 4, 1991, in the Thomas Fanning Wood Library of the New Hanover County Health Department in Wilmington, North Carolina. Members Present: Donald P. Blake, Chairman Michael Goins, OD, Vice Chairman John M. Coble Robert G. Greer Marlene M. Leslie Hall, Jr., PE Julius F. Howard, RPh John Leonard, DVM Spiro Macris, DDS Sheram Robinson Rosenkoetter, RN, PhD,FAAN Dr. Alan Thomas Members Absent: Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Dr. Macris presented the invocation. Mr. Blake called for corrections to the minutes of the meeting on August 19, 1991. The minutes were corrected and approved. Recognition: 100% Smokefree Establishments Mr. Blake recognized the following New Hanover County 100% Smokefree Establishments with certificates: Katie B. Hines Senior Citizens Center, Carolina Beach, N.C. Lucille Shuffler Center, Wilmington, N,C, Departmental Focal: Mr. Andre Mallette, Director, New Hanover County Department of Human Resources, presented the department focal on the New Hanover Pay and Classification Plan. It was adopted by the County Commissioners and is to be implemented in April 1992. Committee Reports: Environmental Health Committee Mr. Greer, Chairman, Environmental Health Committee, stated the Environmental Health Committee met at 10 AM on August 7, 1991 and discussed the use of clean plates on each visit to hot food/salad bars, the proposed hazardous waste incinerator in Pender County and septage disposal in New Hanover County. 122 ,1 Mr. Greer moved for the Board of Health to send a letter to the Commission for Health Services, Department of Environment, Health and Natural Resources, endorsing the requirement of the use of clean plates for each visit to hot food/salad bars. Upon vote, the MOTION CARRIED UNANIMOUSLY. I Health Promotions Committee Dr. Goins, Chairman, Health Promotions Committee, reported the Health Promotions Committee met on August 28, 1991 and discussed the Bicycle Helmet Campaign, Seatbelt Campaign, Smoking Pollution Control Ordinance (SPCO) and the Maternity Wellness Fair to be held on October 15, 1991 from 7:00 P.M. 9:00 P.M. at the health department. The Committee addressed the $500 fine imposed upon vendors for the unlawful sale of cigarettes and tobacco products to minors and the proper signage to support this issue. Dr. Goins moved from Committee that the Board of Health support the observation and enforcement of the Smoking Pollution Control Ordinance covering the unlawful sale of cigarettes and other tobacco products to minors, National Tobacco Institute signage and action against vendors who violate the SPCO. Upon vote, the MOTION CARRIED. Unfinished Business: Association of N.C. Boards of Health Survey I Dr. Goins requested Board members to submit their Association of N.C. Boards of Health Surveys. Heal th Opportunities Program (HOP) Mr. Parker advised the Board that he has not received the County Manager's evaluation and recommendation for the continuance of HOP. This program was included in the FY91-92 Budget but was discontinued pending the County Manager's decision. New Business: Sudden Infant Death SYndrome (SIDS) Ms. Betty Joe McCorkle informed the Board of 11 SIDS deaths in New Hanover County during the first eight months of 1991. She explained that these deaths are not preventable and are the major cause of death in infants after one month of life. She presented a brief history, risk factors and support groups for SIDS. Approval for Mr. Parker's Nomination for Chairman of the Board of the National Association for Home Care (NARC) Mr. Parker requested prior approval for his nomination for Chairman I of the Board for NARC. If nominated and elected his term is to be effective October 1992 for two years. I I I 123 Mr. Blake moved the Board endorse and support Mr. Parker in his seeking the nomination as Chairman of the Board for the National Association for Home Care. Upon vote, the MOTION CARRIED UNANIMOUSLY. Regular Board of Health Meetings A discussion followed regarding the possibility of changing the date and time of the regular Board of Health meetings. Upon vote, it was the decision of the Board to continue to hold its regular monthly meeting at 8:00 A.M. on the first Wednesday of each month. Comments: Board Members Dr. Goins announced he had attended the Board of Education meeting concerning the proposal to teach contraceptive education in New Hanover County Schools. Mr. Greer expressed concern regarding the absence of local or state regulations governing private cemeteries. Mr. Parker is to research this issue. Health Director: Mr. Parker stated the North Carolina Public Health Association Annual Meeting will be in Fayetteville, N. C. on September 11, 12 and 13, 1991. Three health department staff members will receive awards. The next AREC Boards of Health education session on "The Quality of Water in the Cape Fear River Basin" will be held on Tuesday, October 15, 1991, at Trails End Restaurant. Mr. Parker invited the Board to participate in the health department's United Way Campaign. Mr. Parker introduced Valerie Thornton, Home Health Public Health Nurse, a new health department employee.
