Mr. Blake called the regular meeting of the New Hanover County
Board of Health (NHCBH) to order at 8: 00 A.M. on Wednesday,
October 2, 1991, in the Animal Control Shelter of the New Hanover
County Animal Control Division, Wilmington, North Carolina.

Mr. Parker presented the invocation. Mr. Blake called for
corrections to the minutes of the meeting on September 4, 1991.
The minutes were approved.

Mention - $50.00 Award
Mr. Blake commended the Health Department for honorable mention and
receipt of a $50.00 check from the Public Health Week Committee for
providing the free walk-in "Breast and Pap Smear Screening Clinic."
Ola Belle Ball, Samuel L. Katz Award Recipient, Retires Effective
october 1, 1991
Mr. Blake congratulated Ms. CIa Belle Ball, Public Health Nurse,
recipient of the Samuel L. Katz Award. Ms. Ball was presented the
award by the NCPHA Statistics and Epidemiology Section for her

significant contribution to the vaccination of North Carolina
children for communicable diseases.

Ms. Ball received a retirement plaque for providing 28 years of
Public Health service to the citizens of New Hanover.
John McCormick - 25 Years of Service - New Hanover County Health
Department
Mr. John McCormick received a certificate and pin from NCPHA
recognizing 25 years of Public Health service in North Carolina.
Susan O'Brien - Watson S. Rankin Award - NCPHA
Ms. Susan O'Brien was commended as the recipient of the NCPHA
Watson S. Rankin Award, for her outstanding contributions to Public
Health in North Carolina over a period of several years.
Dr. Taband.eh Zand - BertlYn Bosley Award - Nutrition Section, NCPHA
Mr. Blake recognized Dr. Tabandeh Zand, Nutrition Director, as the
recipient of the NCPHA Nutrition Section Bertlyn Bosley Award for
her outstanding services in Public Health Nutrition.
Departmental Focal:
Mr. Ron Currie, Animal Control Director, conducted a tour of the
Animal Control Shelter. Board members also observed the euthanasia
of a dog.

Health Opportunities Program (HOP)
Mr. Parker advised the Board he has not received the County
- Manager's evaluation and recommendation for the continuance of HOP.
New Hanover County Cemeteries
Mr. Parker reported after investigating he has found there are no
local or state public health regulations governing the burial of
bodies in private cemeteries. Mr. Parker indicated that Mr. David
Weaver, Assistant County Manager, plans to research this issue
further.
New Business:
Animal Control Architectural Request
Ms. Donna Neal, Chairman, New Hanover County Animal Control I
Advisory Committee, presented a request for the Board's endorsement
of funding for architectural services for plans for the proposed

new Animal Control Shelter. A discussion followed on the need and
design of this facility.
Dr. Goins moved that the Board of Health endorse and recommend to
the County Commissioners the approval of the Project Ordinance
Request for Architectural Services for the proposed New Hanover
County Animal Control Shelter. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
Animal Control Fees
Ms. Neal explained that the North Carolina General Assembly passed
An Act To Increase the Maximum Fine For Violation of New Hanover
County Ordnances from $50.00 to $500.00 effective October 1, 1991.
On behalf of the Animal Control Advisory Committee, she presented a
proposed Animal Control Citation Fee Schedule. The Board reviewed
the increased violation fee schedule.
Mr. Howard moved that the Board approve the revised Animal Control
Citation Fee Schedule (Attachment II) effective January 1, 1992.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
Ms. Neal presented a proposed Animal Control Fee Schedule for
Licenses, Redemption, Shelter and Adoption Fees. Ms. Mary Anne
Waldron, President of the New Hanover County Humane Society, Ms.
Fluff Anderson, Ms. Joy Finders, Ms. Ann Saus, Mr. Bill Skelton and
Mr. Larry Smith, concerned citizens, kennel owners and dog
breeders, were introduced to the Board. They expressed their
concerns regarding the proposed increase in Animal Control fees.
After a lengthy discussion, it was the consensus of the Board that
the Animal Control Fee Schedule for License, Redemption, Shelter
and Adoption Fees should be reviewed and revised by the Animal
Control Advisory Committee and be resubmitted to the Board of
Health for their consideration at a later meeting.
Mr. Blake thanked Ms. Neal for her presentation of the fee
schedules and thanked the concerned citizens for their interest in
this issue.
Benevolence Needs - Home Health
Mr. David Walton, Home Health Social Worker, requested that the
Board of Health consider the establishment and administration of a
fund for provision of necessities for indigent patients. He
explained that discretionary funds are not available to the
indigent. Mr. Blake requested that the Board take this matter
under advisement and discuss it at the next Board meeting.

Board Members
Dr. Goins announced an Association for N. C. Boards of Health I
(ANCBH) retreat was held at Wrightsville Beach this weekend to
review ANCBH responsibilities and the procurement of funds.

Mr. Parker announced that the Environmental
meeting scheduled today following the Board

Mr. Parker explained that December 1991 expiration dates for Board
of Health member terms are as follows:
Mr. Blake, Public Citizen, second term
Mr. Howard - Pharmacist, second term
Dr. Rosenkoetter, Nurse, first term
The County Commissioners will appoint three Board members in
December 1991.
The next AHEC Boards of Health educational session on "The Quality
of Water in the Cape Fear River Basin" will be held at 6:00 P.M. on
Tuesday, October 15, 1991, at Trails End Restaurant.
Mr. Parker announced that the health department United Way Campaign
has collected over $3,100. He thanked Board members for their
participation in this campaign.
Mr. Parker indicated that he continues to lobby at Carolina Beach
for the adoption of the Smoking Pollution Control Ordinance (SPCO).
Mr. Parker reported an organizational meeting of Mothers Against
Drunk Driving (MAAD) was held at 7:00 P.M. on October 1, 1991, at
the health department.
There being no further business, Mr. Blake adjourned the meeting at
10:40 A.M.
