11/06/1991 BOH Minutes I I I 129 Mr. Blake called the regular meeting of the New Hanover County Board of Heal th (NHCBH) to order at 8 : 00 A. M. on Wednesday, November 6, 1991, in the Auditorium of the New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: Donald P. Blake, Chairman Michael Goins, OD, Vice Chairman John Coble Robert Greer Marlene M. Leslie Hall, Jr., PE John Leonard, DVM Spiro Macris, DDS Sheram Robinson Rosenkoetter, RN, PhD,FAAN Dr. Alan Thomas Members Absent: Julius F. Howard, RPh Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Dr. Rosenkoetter presented the invocation. Mr. Blake called for corrections to the minutes of the meeting on October 2, 1991. The minutes were approved. Mr. Blake announced that on November 5, 1991 Carolina Beach voters, in a non-binding referendum, approved the Smoking Pollution Control Ordinance (SPCO). Recognition: 100% smokefree Establishments Mr. Blake recognized New Hanover County 100% Smokefree Establishments with certificates. (Attachment #1: List of Smokefree Establishments incorporated as a part of minutes.) New Hanover County Health Department - 1991 N.C. Injury Prevention Award On behalf of the NHCHD, Mr. Blake received the 1991 N. C. Injury Prevention and Control Award presented by the N.C. Governor's Task Force on Injury Prevention and Control on October 30, 1991, at the Friday Center, University of North Carolina, Chapel Hill. Dr. Tabandeh Zand, WIC Director, 1991 Community Site Program Award Mr. Blake congratulated Dr. Tabandeh Zand, WIC Director, and New Hanover County as recipients of the 1991 American Heart Community Site Program Award presented by the American Health Association. 130 Denise Teachey, Health Promotion Director, 1991 Promising New Health Educator Award I Ms. Denise Teachey was commended as the recipient of the 1991 Promising New Health Educator Award, presented by the N. C. Society for Public Health Education. Departmental Focal: Mr. Allen O'Neal, County Manager, presented the department focal on the New Hanover County Downsizing Policy which was adopted by the County Commissioners on October 15, 1991. Fiscal Year 1992-93 County Department Budgets should reflect a ten percent (10%) decrease in operating budgets. Current programs and services will be evaluated for efficiency and effectiveness. A five percent (5%) reduction of county personnel (50 positions) will be effective by July 1, 1992. Position reduction will be accomplished through decrease or elimination of services, attrition and/or transfers of position. A Service Excellence Program will be implemented. Dr. Marlene Rosenkoetter moved that the Board of Health approve a request for unfreezing the Animal Control Officer position and that Mr. Parker contact the County Manager and proceed with recruitment for this position. Upon vote, the MOTION APPROVED UNANIMOUSLY. Dr. Rosenkoetter inquired about the possibility of approval for I archi tectural services for the proposed Animal Control Shelter. Mr. O'Neal explained that New Hanover County is in good shape but has a large debt service. Capital improvement projects will be reviewed as a component of the budget process. A discussion followed regarding the collection of fees being considered as additional revenues in the health department budget. Mr. O'Neal explained that N.C. General Statutes do not permit the return of these revenues into the NHCHD operating budget. Mr. Parker plans to review NHCHD services that will need to be reduced or terminated due to downsizing and then make his recommendations to the Board of Health. John Coble and Three Delegates To Visit Animal Control Shelters Mr. Coble volunteered to fly his private plane at his personal expense and take three delegates to visit selected model North Carolina Animal Control facilities to research architectural design for the proposed New Hanover County Animal Control Shelter. Committee Reports: Personnel Committee Dr. Leonard guidelines, explained that due to the Maternal and Child modification of Medicaid Health Community Health I I I I 131 Assistant (CHA) position needs to be upgraded to a Public Health Nurse I position. This issue is to be placed on the Carolina Beach Town Council Agenda for consideration. Mr. Blake requested that Dr. Goins make a courtesy visit to the newly elected beach mayors and request adoption of the SPCO. Rulemaking Petition Mr. Parker referred the Board to a memo from Dr. Ronald H. Levine, State Health Director, acknowledging receipt of the New Hanover County Rulemaking Petition regarding the use of clean plates for each trip to foodservice/salad bars. This petition is to be presented to the Commission for Health Services for consideration at their meeting on November 7, 1991, in Asheville, North Carolina. Benevolence Needs - Home Health Mr. Blake asked Ms. Karen Hogan, Home Health Director, for a report on the proposed Home Health Benevolence Needs Project for indigent patients. Ms. Hogan stated that she had contacted Ms. Glenda Alexander, Realtor, who had received support from Dun1ea Realty to establish and administer a discretionary fund for the provision of necessities for indigent New Hanover County Health Department Home Health patients. It was the consensus of the Board of Health to endorse the establishment and administration of this fund by Dunlea Reality as proposed by Ms. Alexander. New Business: Project ASSIST - The American Stop smoking Intervention Study for Cancer Prevention Mr. Parker announced that Project ASSIST, The American Stop Smoking Intervention Study for Cancer Prevention, was awarded to North Carolina in October 1991 by the National Cancer Institute and the 132 American Cancer Society. North Carolina (one of seventeen funded states) will receive $8.5 million over a seven-year-period to be I distributed among four to six regional programs. Cormnents: Board Members: Dr. Thomas stated great strides are being made against smoking which will result in great cost savings of health dollars for the nation and future generations. Health Director: Mr. Parker announced that Congressman Charlie Rose is sponsoring a Health Care Forum on November 18, 1991 in the Health Department Auditorium. The NHCHD United Way Campaign collected $3,200 of the proposed $4,200 goal. The November County Blood Drive is to be held on November 22, 1991, from 10:00 A.M. - 3:00 P.M. in the Health Department Auditorium. Mr. Parker explained that the City of Wilmington, has allocated $50,000 to study groundwater in New Hanover County.
