rolr. Blake called the regular meeting of the New Hanover County
Board of Health (NHCBH) to order at 8: 20 A.M. on Wednesday,
December 4, 1991, in the Dr. Thomas Fanning Wood Library of the New
Hanover County Health Department (NHCHD), Wilmington, North
Carolina.

Mr. Howard presented the invocation. Mr. Blake called for
corrections to the minutes of the meeting on November 6, 1991. The
minutes were approved.
Recognition:
100% Smokefree Establishments
Mr. Blake recognized Tennis With Love Sportswear as a New Hanover
County 100% Smokefree Establishment.
Committee Reports:
Nominating Committee
On behalf of the Nominating Committee, Mr. Blake presented the
following slate of officers for the 1992 Board of Health:

Unfinished Business:
Smoking Pollution Control Ordinance (SPCO)
Dr. Goins announced that on November 5, 1991 Carolina Beach voters,
in a non-binding referendum, approved the Smoking Pollution Control
Ordinance (SPCO). He stated that he contacted the Carolina Beach
and Wrightsville Beach newly elected Mayors and encouraged them to

adopt the SPCO. Dr. Goins plans to contact Kure Beach after the
installation of the town officers.
Mr. Greer Elected Vice Chairman of County Commissioners
Mr. Blake congratulated Mr. Greer on his election as Vice Chairman
of the New Hanover County Commissioners
Animal Control Fees
Ms Donna Neal, Chairman, Animal Control Advisory Committee,
presented the proposed Animal Control Fees to the Board. After
discussion Mr. Coble moved that the revised Animal Control Fee
Schedule (Attachment *1) be adopted effective July 1992. Upon vote,
the MOTION CARRIED.
New Business:
Downsizing/Reduction in Services - Mr. Bob Parker
Due to the New Hanover County downsizing and the reduction of NHCHD
1992-93 Fiscal Year Budget, Mr. Parker stated difficult decisions
regarding the reduction of health department staff and services
will need to be addressed. He indicated that state mandated
services have to be provided. As a result of the terminated clinic
nurse position, Mr. Parker made the following recommendations to
the Board for the reduction of services:
I. Reduce/eliminate Adult Health services provided by
Epidemiology/Adult Health Division excluding those related to
the control of Communicable Diseases.
a. Reduce/eliminate health fairs, health promotion
activities and screening clinics in community.
b. Reduce Cancer Screening Clinic from two days per week to
one day per week.
c. Reduce/eliminate community presentations on Health
Department Services/Communicable Diseases/Chronic
Diseases.
II. Terminate services to out-of-county residents effective
January 1, 1992.
After discussion Dr. Rosenkoetter moved that the Board of Health
endorse Mr. Parker's above recommendations for the reduction of
health department services and that further recommendations for
this reduction process should be reviewed at subsequent Board
meetings. Upon vote, the MOTION CABRIED UNANIMOUSLY.

Animal Control Trust Fund Ordinance
Ms. Donna Neal presented the proposal for the Animal Control Trust
Fund Ordinance. She explained that the creation of this
independent Animal Control Trust Fund shall be for New Hanover
County Animal Control Capital Outlays and disbursed by the Board of
Health.
Dr. Rosenkoetter moved that the Board of Health
adoption of the Animal Control Trust Fund Ordinance

Animal Control Advisory Committee Appointments
Mr. Blake presented a list of applicants for appointment to the
Animal Control Advisory Committee. Upon vote the following
Advisory Committee members were elected:

Cat Interest: Ms. Patricia Roseman

Mr. Parker announced that the NHCHD has received the following

Animal Control Redemption Policy
Mr. Parker indicated that Ms. Cathy M. Dyke, a pet owner, had
complained to the New Hanover County Commissioners regarding the
Animal Control Redemption Policy. Mr. Parker indicated that the
Board may want to consider revising the Animal Control Redemption
Policy. After discussion of this policy, Mr. Blake asked the
Animal Control Advisory Committee to review the policy and make a
recommendation to the Board.
Ms. Donna Neal, Chairman, Animal Control Advisory Committee
On behalf of the Board of Health, Mr. Blake presented a plaque to
Ms. Neal, Chairman, Animal Control Advisory Committee, for her
dedicated years of volunteer service to the New Hanover County
Animal Control Advisory Committee, Animal Control Center and
citizens of New Hanover County.

Mr. Julius Howard - Board of Health Member - 1986 - 1991
Mr. Blake presented a plague to Mr. Julius Howard, RPh,
commemorating his years of service on the New Hanover County Board
of Health.
Mr. Donald Blake - Board of Health Member 1986 - 1991 and Board
Chairman - 1991
Mr. Parker presented a plague to Mr. Donald Blake in recognition of
his years of service on the Board of Health from 1986 - 1991. He
was presented another plaque in recognition of his serving as
Chairman of the Board of Health for 1991. Mr. Blake was commended
for his interest and loyal services to the health department staff.
SYmbolic presentations were presented by Dr. Goins and Mr. Coble
reflective of clean drinking water, the use of clean plates for
each trip to foodservice/salad bars and the proposed Flea
Ordinance.
Mr. Blake thanked the Board for their support. He stated serving
on the Board had been one of his greatest pleasures.
Election of Officers
Mr. Blake stated that the Nominating Committee had presented the
following nominations for the 1992 Board of Health:
Dr. Michael Goins - Chairman
Mr. John Coble - Vice Chairman
Mr. Blake ask for nominations from the floor. Mr. Greer moved that
the nominations be closed and that Dr. Goins be elected Chairman
and Mr. Coble be elected Vice Chairman of the Board of Health for
1992. Upon vote, the MOTION CARRIED UNANIMOUSLY.

Mr. Robinson stated that he had enjoyed serving on the Board under
Mr. Blake's Chairmanship. Dr. Goins stated he looks forward to
serving as Chairman of the Board of Health. Mr. Blake requested
that his appreciation be expressed to staff members for their
dedication to work.
Health Director:
Mr. Parker announced that the November County Blood Drive was held
on November 22, 1991, from 10: 00 A.M. - 3: 00 P.M. in the Health
Department Auditorium.

The Annual Health Department Christmas Luncheon will be on
December 20, 1991, at 12 Noon - 2:00 P.M..
The Association of North Carolina Boards of Health Sixth Annual
Meeting is to be held at the Brownestone Hotel on January 17, 1992,
in Raleigh, N.C.
Mr. Parker presented personalized coffee mugs to Mr. Blake and Mr.
Howard, retiring Board members.
Mr. Parker presented Project Red Ribbons to Board members.
There being no further business, Mr. Blake adjourned the meeting at
10:08 A.M.

The owner of an animal shall be subject to escalating fees. The
fees are directed toward and against the owner. The purpose of
tbe fee is to effect the conduct of the owner by seeking to have
an owner responsibly maintain a sufficient restraint and
confinement of tl1eir animal.
