Dr. Goins called the regular meeting of the New Hanover County
Board of Health (NHCBH) to order at 8:00 A.M. on Wednesday,
February 5, 1992, in the Dr. Thomas Fanning Wood Library of the
New Hanover County Health Department (NHCHD), Wilmington, North
Carolina.

Mr. Sheram Robinson presented the invocation. Dr. Goins called
for corrections to the minutes of the meeting on January 8, 1992.
The minutes were approved.
Recognition:
Dr. Marlene Rosenkoetter, RN, PhD, FAAN Recognized
On behalf of the Board of Health, Dr. Goins thanked and presented
a plaque and coffee mug to Dr. Rosenkoetter commemorating her
service on the Board of Health from January 1, 1989 through
December 31, 1991.
Departmental Focal:
Mr. Ben Gillespie, Chairman, Operation Science Against Smoking
(OSAS), gave the departmental focal and a slide presentation on
Hoggard High School Science Club's project, OSAS. This project
is sponsored by Hoggard High School Science Club and New Hanover
County Health Department. The project goal is to educate the
community to uphold the state law which prohibits the sale of
tobacco products to persons under 18 and to reduce teenage
smoking in New Hanover County.
Adoption of OSAS Proclamation
Dr. Leonard presented the OS AS Proclamation to the Board. Dr.
Leonard moved that the Board of Health adopt a proclamation
designating the 1991-1992 School Year as OSAS Year in New Hanover
County. Upon vote, the MOTION CARRIED.

Committee Reports:
COIIDDunity Planning
Mr. Hall, Chairman, informed the Board that the Community
Planning Committee met on January 26, 1992. They prioritized
COMMUNITY HEALTH STATUS PROBLEMS AND OTHER HEALTH STATUS PROBLEMS
as identified by the Health Department Management Team and Staff.
This was done for the COMMUNITY DIAGNOSIS which is submitted to
the state every two years for Expansion Budget requests.

Environmental Health
Mr. Coble, Chairman, reported that the proposed amendment to the
Rules Governing The Sanitation of Restaurants and Other
Foodhandling Establishments (15A NCNA 18A .2600) will be reviewed
by the Commission for Health Services.
Executive
Dr. Goins, Chairman, stated that the Executive Committee met at
7: 30 A.M. on February 5, 1992 to address the feasibility of
discontinuing foreign travel immunizations in the health
department. Due to the interest of a private physician to
provide these foreign travel immunization services, it was the
consensus of the Board to continue health department foreign I
travel immunization services through June 30, 1992 or until such
time that the services could be provided through a private
provider.
Health Promotions
On behalf of the Health Promotions Committee, Dr. Leonard,
Chairman, presented the proposed Position Statement on Casual
Sex. Dr. Thomas suggested that the statement include condom
usage as well as abstinence as the preventive measures against
AIDS. Ms. Dean expressed concern regarding the failure rate of
condoms.
After a lengthy discussion, Dr. Leonard moved to refer the Casual
Sex Statement back to committee for further revision and to
include condom usage in the position statement. Upon vote, the
MOTION CARRIED.
Dr. Leonard and Dr. Goins expressed concern regarding the
reluctance of the beach communi ties to adopt the New Hanover
County Smoking Pollution Control Ordinance ( SPCO) . Mr. Parker
stated that restaurant compliance had been the only barrier to
the SPCo. Dr. Macris suggested a survey of SPCO restaurant
compliance be conducted by the Environmental Health Division
during routine restaurant inspections.

Dr. Leonard moved to approve the implementation of a survey for
SPCO restaurant compliance to be conducted by Environmental
Health Specialists during their routine restaurant inspections.
The beach community SPCO compliance is to be reviewed by the
Board after the completion of the survey. Upon vote, the MOTION
CARRIED .
Mr. Parker reported Durham County Health Department was awarded
the Health Educator position by the Kate B. Reynolds Health Care
Trust. The health department had submitted an application for
this position.
Unfinished Business:
Downsizing/Reduction in Services
Mr. Parker informed the Board that the New Hanover County
Management Team has accepted the health department's downsizing
plan. Following are positions which have been terminated as
designated by this plan:
Public Health Nurse II (Epidemiology/Adult Health)
Animal Control Officer (Animal Control)
Health Services Coordinator (Health Opportunities Program
(HOP)
Public Health Nurse I (HOP)
Clerk Typist IV (HOP)
Licensed Practical Nurse II (Maternal and Child Care)
Half-Time Clerk Typist III (Administration)
Half-Time Clerk Typist III (Laboratory)
Mr. Parker indicated the health department has met a five percent
reduction in staff; however, the New Hanover County Management
Team plans to continue their review of vacant positions.
Animal Control Citation Fee Schedule Accepted
Mr. Parker reported that the New Hanover County Commissioners
adopted the Animal Control Citation Fee Schedule.
New Business:
Request for Moratorium on Livestock Operations
Mr. Bob Slaughter, Public Citizen, requested that the Board of
Health consider declaring a moratorium on livestock operations.
He expressed concern over the health problems caused by waste
disposal lagoons from hog and cattle farming. Wanda Copley,
County Attorney, advised the Board to research the permitting
system, inspections and regulations for livestock operations.
She stated a resolution from the Board would be more appropriate
than a moratorium.

Mr. Hall moved to refer the livestock operations issue to the
Environmental Health Committee for further study. Upon vote, the
MOTION PASSED.

Mr. Parker reminded the Board of the Orientation to Boards of
Health Service Workshop to be held from 2:00 P.M. - 8:00 P.M. on
February 28, 1992 at the Wilmington Hilton in Wilmington, N.C.
Mr. Parker announced the Health Leadership Institute will be held
on April 3 and 4, 1991, Siena, Chapel Hill, N.C. Requests for
attendance to this meeting should be submitted at the March Board
of Health meeting.
Mr. Parker stated the Association of North Carolina Boards of
Health Sixth Annual Meeting was held at the Brownestone Hotel on
January 17, 1992, in Raleigh, N.C. Board members were asked to
submit their request for reimbursement as soon as possible.
Mr. Parker reported that the health department defeated the
Department of Social Services (DSS) in the county blood drive. I
Mr. Wayne Morris, DSS Director, will present a bouquet of flowers
recognizing the success of health department staff blood donors.
Mr. Parker referred the Board to Sexually Transmitted Diseases
(STD) and AIDS statistics on page 18 and 19 of the Board packet.
Mr. Parker explained the procedure for invocations at regular
monthly Board meetings.
