07/01/1992 BOH Minutes I I I 173 The Board of Health met at 7:00 A.M. on July 1, 1992 at Oakdale Cemetery for a Celebration honoring Dr. Soloman Sampson Satchwell, Dr. Edward Jenner Wood and Dr. Thomas Fanning Wood, Public Health Leaders. Following the historical ceremony, a breakfast sponsored by the New Hanover County Restaurant Association was held in the New Hanover County Health Department Auditorium. Dr. Goins called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8: 50 A.M. on Wednesday, July 1, 1992, in the Dr. Thomas Fanning Wood Library of the New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: Michael Goins, OD, Chairman John Coble, Vice Chairman Mary Lou Alford, RN Mary King Dean W. Keith Elmore, RPh W. Leslie Hall, Jr.. PE John Leonard, DVM Spiro Macris, DDS Sheram Robinson Alan E. Thomas, MD Members Absent: Bobby Greer Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Mr. Elmore presented the invocation. Dr. Goins called for corrections to the minutes of the meeting on June 3, 1992. The June minutes were approved. Ms. Dean requested that her "no vote" be recorded in the the April 1, 1992 Board of Health minutes as a part of the the motion passed by the Board in support of the Norplant Program Proposal. Dr. Goins requested that in the future when a motion is acted on by the Board and a "yes or no vote" is to be recorded in the minutes, Board members should direct the Clerk to the Board to document their vote in the minutes at the time of action. Recognition: New Hanover County Health Department Certificate of Safety Achievement Dr. Goins recognized Patrick Cudicio, Animal Control Officer and New Hanover County Safety Committee Chairman, and gave him a certificate of Safety Achievement on behalf of the New Hanover 174 County Health Department. This award was presented to the health department for its outstanding safety record by the State of North Carolina Labor Department. I Invitation to Board of Health By Phil Ricks Mr. Phil Ricks, Cooperative Extension Director, issued an invitation to the Board to tour sludge and septic disposal sites and the County Landfill, Incinerator and Steam Plant. Mr. Ricks stated the New Hanover County Commissioners and Wilmington City Council will also be invited to tour these facilities. Dr. Goins moved tha t the Board of Heal th accept Mr. Ricks' invitation to tour the above mentioned facilities. Upon vote, the MarION CARRIED. The Board scheduled tour of September decided to participate in this tour during the regular time of the September Board of Health meeting. This facilities will begin at 8:00 A.M. on Wednesday, 2, 1992. Breakfast will be at 7:00 A.M. Committee Reports: Executive Committee Dr. Goins, Chairman, Executive Committee, stated that the I Executive Committee met at 7 P.M. on Tuesday, June 30, 1992, at the health department. He explained that the Environmental Health Division will require a half-time secretarial position in order to implement the Management Entity Program. This program is to permit and maintain high-tech septic tank systems in New Hanover County. After discussion Dr. Goins moved from the Executive Committee for the Board of Health to approve an additional 25 hour/week secretarial position for the Environmental Health Division of the New Hanover County Health Department at an annual cost of $16,250. Upon vote, the MOTION CARRIED. Dr. Goins advised the Board that in order to meet the requested 10% cut in the Laboratory 1992-93 Fiscal Year Budget, the Executive Committee recommends that the Special Water Bacteriology Culture and the Neisseria Gonorrohoeae Testing Programs be terminated. He explained that both of these services are duplications of services provided elsewhere. After discussion Dr. Goins moved from the Executive Committee for the Laboratory Division of New Hanover County Health Department to terminate the special Bacteriology Culture and the Neisseria Gonorrohoeae Testing Programs. Upon vote, the MarION CARRIED. I I I I 175 Ms. Betty Jo McCorkle, MCC Director, presented the proposed Norplant Policies and Procedures for the Family Planning Clinic of the health department. Norplant will be offered as a contraceptive option for Family Planning patients. Fees will be based on income using a sliding fee scale and verification of income will be required. Medicaid reimbursement will be accepted and no one will be denied services due to their inability to pay. She stated that the Norplant Financial Policies will be incorporated in the New Hanover County Health Department Fee Policy. Ms. Mary Dean expressed opposition to the adoption of the Family Planning Norplant policies and Procedures because of her concern for minors and their understanding of the program and the lack of research regarding the Norplant procedure. Dr. Goins moved from the Executive Committee to approve the New Hanover County Health Department Family Planning Clinic Norplant Policies and Procedures. Upon vote, the MOTION CARRIED. 9 1 Aýes Nay - Ms. Dean Unfinished Business: New Business: Dedication of Health Department Auditorium Mr. Parker announced that the Association of North Carolina Boards of Health will sponsor a Health Leadership Institute on October 9 - 10, 1992, at the Holiday Inn at Wrightsville Beach, N.C. He requested the Board's endorsement for the Dedication of the New Hanover County Health Department Auditorium in memory of Mr. Carl Durham, former New Hanover County Commissioner and Board of Health Chairman and Member. General Electric and the New Hanover County Commissioners will be invited to participate in the Dedication of the Auditorium. The Dedication will be at 5:00 P.M. on Friday, October 9, 1992. A reception will follow. Dr. Goins moved for the Board to approve and sponsor the Dedication of the Health Department Auditorium in memory of Mr. Carl Durham and the purchase of his portrait to be hung in the auditorium area. Upon vote, the MOTION CARRIED. Informal Conferences Mr. Coble referred the Board to a letter to Local Health Directors from Dr. Ronald H. Levine, State Health Director, regarding informal conferences between restaurant operators, Boards of Heal th and Environmental Heal th Specialists. Dr. Levine's recommendation to the Board and Environmental Health staff is to participate in informal conferences to discuss food service issues upon request from the public. 176 Proposed Motion from Ms. Dean Ms. Dean distributed the following proposed motion regarding the Board's position on revision of the condom distribution policy of the New Hanover County Health Department: I move that the County Health Director be directed to consult with the County Attorney on the issue of dispensing condoms to determine the adequacy of the warning given donees of condoms at the time of or before the gift, and that the County Health Director report the results of such consultation and recommendation of the County Attorney and the County Health Director with respect to such warnings by 15 August 1992. She informed the Board of Health that she plans to present the above motion for their consideration at the August Board of Health meeting. Comments: Board Members: Dr. Thomas announced that Dupont has gone 100% smoke-free. Ms. Dean congratulated Dr. Macris as being the first recipient of the New Hanover High School Outstanding Alumnus Award. Ms. Alford expressed concern over having voted to approve funding for the proposed New Hanover Community Center and not knowing that the proposal was to be supported by a possible bond. Mr. Parker explained that this was not in the original plan. Mr. Coble thanked Mr. Parker for his contribution in planning the Celebration at Oakdale Cemetery. Health Director: Mr. Parker thanked Dr. Goins and the Board of Health for their participation in the Celebration at Oakdale Cemetery. He, also, expressed appreciation to Mr. Jeff Honaker, AHEC; Ms. Betty Fennell, Star News; Ms. Sissy Loughlin; Mr. Dan Shingleton and Ms. Frances De Vane for their assistance in this ceremony given in honor of former Public Health leaders. Ms. Lynda Smith thanked the Board of Health for their kindness and generosity during the illness of her son, Shane Smith.
