Dr. Goins called the regular business meeting of the New Hanover
County Board of Health (NHCBH) to order at 8: 00 A.M. on
Wednesday, October 7, 1992, in the Dr. Thomas Fanning Wood
Library, New Hanover County Health Department (NHCHD) ,
Wilmington, North Carolina.

Mr. Coble presented the invocation. Dr. Goins called for
corrections to the minutes of the meeting on August 5, 1992. The
minutes were approved.
Oath of Office
On behalf of the Board, Dr. Goins welcomed Mr. Mark A. Veenstra,
Professional Engineer, to the Board of Health. Oath of office
was administered to Mr. Veenstra by Ms. Frances De Vane,
Notary Public.
Recognition:
100% Smokefree Establishments/Organizations
Dr. Goins announced that New Hanover County 100% Srnokefree
Establishment Certificates will be awarded to 17 srnokefree
establishments/organizations.
Super Staff Winner
On behalf of the Board of Health, Dr. Goins recognized and
congratulated Paula Jenkins, Accounting Technician II, who was
recipient of the Semi-Annual Super Staff Award. Dr. Goins
commended Ms. Jenkins for her services in the General Clinic of
the health department.
Department Focal:
Mr. Ken Sholar, Vector Control Director, Environmental Health,
presented the department focal on Mosquito Control in New Hanover
County.

Committee Reports:
Health Promotions Committee
I
Dr. Leonard, Chairman, Health Promotions Committee, stated the
Health Promotions Committee met on August 18, 1992. He
presented a Resolution Entitled Youth Access to Tobacco in North
Carolina to the Board. He stated that Representative Karen
Gottovi, Anne Dellinger, Attorney, Institute of Government,
Chapel Hill, N.C., and other state and local officials met with
the Health Promotions Committee and addressed the issue of the
sale of tobacco products to minors.
After discussion Dr. Leonard moved from the Health Promotions
Committee that the Board of Health adopt the Resolution Entitled
Youth Access To Tobacco in North Carolina (Attachment #1), that
the word "knowingly" be removed from the present North Carolina
General Statute concerning the sale of cigarettes to minors and
that retailers must require identification from purchasers of
tobacco products. Upon vote, the MOTION CARRIED.
Executive Committee
Mr. Coble, on behalf of the Executive Committee, reported that
the Executive Committee met at 7:00 P.M. on Monday, October 5,
1992, to consider the recommendation of two additional staff
positions.
Public Health Nurse I - Child Services Coordination

Betty Jo McCorkle justified the need for an
Health Nurse I to be funded by Medicaid
Dr. Goins moved from the Executive Committee that the Board
approve the above additional Public Health Nurse I position in
the Child Services Coordination Program to be funded by Medicaid
reimbursement. Upon vote, the MOTION CARRIED.
Communicable Disease Clerical Specialist I (Half-time)
Ms. Beth Day, Adult Health Director, reported that the health
department received an additional $8,100 from the state for
Communicable Disease related activities. She requested that
$7,000 be used to supplement the half-time vacant clerical
position in the Laboratory to create a full-time Clerical
Specialist I position and $1,100 for uniform reimbursement and
outreach activities.
After discussion Mr. Coble moved that the Board approve the I
recommendation for the half-time Communicable Disease Clerical
Specialist I position in the Epidemiology Program. Upon vote,
the MOTION CARRIED.

Unfinished Business:
Inner City Rabies Clinic
Ms. Donna Neal, Chairman, Animal Control Advisory Committee,
explained that the proposed Inner City Rabies Clinic was
postponed due to concerns over sufficient manpower. Dr. Lee
Hunter explained that the threat of Rabies is so serious that he
does not feel securing manpower for the clinic will be a problem.
Ms. Neal stated that the Animal Control Advisory Committee and
the New Hanover County Humane Society have proposed to hold the
Rabies Clinic on Saturday, November 14, 1992, from 12 Noon until
4:00 P.M. at the Community Center on the corner of Red Cross and
McRae Streets. She requested the Board's recommendations and
approval for the Inner City Rabies Clinic.
Dr. Leonard moved that the Board of Health support the Inner City
Rabies Clinic as proposed by the Animal Control Advisory
Committee and the New Hanover County Humane Society. Upon vote,
the MOTION CARRIED.
New Business:
Conflict of Interest Policy
Ms. Karen Hogan, Home Health Director, presented to the Board an
Advisory Board Conflict of Interest Policy. The purpose of this
policy is to provide guidance to members of the Home Health
Advisory Board/New Hanover County Board of Health concerning the
avoidance of conflict of interest.
Dr. Goins moved that the Board adopt the New Hanover County
Health Department Home Health Agency Advisory Board Conflict of
Interest Policy. Upon vote, the MOTION CARRIED.
Comments:
Board Members
Mr. Coble expressed his appreciation to Ms. Dianne Harvell,
Environmental Health Director, for assisting with the
informative Waste Disposal Site Tour on Wednesday, September 2,
1992.
Health Director
Mr. Parker expressed excitement over the steady decrease in
teenage pregnancies. He commended the Board of Health and the
health department staff for their educational efforts on this
issue.

Mr. Parker reminded the Board of the Dedication of the Health I
Department Auditorium to Carl Thomas Durham on Friday, October 9,
1992, 5:30 P.M. - 8:30 P.M. The reception will be sponsored by
the New Hanover County Commissioners, Association of North
Carolina Boards of Health (ANCBH) and General Electric.
Mr. Parker invited Board members to participate in the ANCBH 1992
Programs. The Health Leadership Institute: Developing
Leadership for Local Public Health will be held on October 9,
1992 at Wrightsville Beach. Dr. Goins requested participation
from the Board for the Health Leadership Institute
Teleconference: Promoting Prevention on October 20, 1992.
Mr. Parker informed the Board that the Clerical Assistant I
position for a permanent switchboard operator in the health
department was approved by the New Hanover County Board of
Commissioners.
Mr. Parker encouraged Board members to apply for the seats open
on the ANCBH Board of Directors. This year three officer, three
director and two nominating committee positions are open.
The New Hanover Community Health Center received a $466,250 grant
to expand the Rankin Terrace Clinic and build a comprehensive
community health clinic.

Mr. Parker introduced the following new health department
employees:
Carol Dottin, Nutritionist
Catherine Timpy, Environmental Health Specialist
Jimmy Price, Animal Control Officer
Mr. Parker announced that there will be four vacancies on the
Board of Health effective January 1, 1993.
There being no further business, Dr. Goins adjourned the meeting
