03/03/1993 BOH Minutes I I I 221 Mr. Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8: 00 A.M. on Wednesday, March 3, 1993, in the Carl T. Durham Auditorium, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Mary Lou Alford, RN Thomas V. Clancy, MD Mary King Dean W. Keith Elmore Robert G. Greer Dennis L. Jackson, DVM Laura Pitts Maness Edward L. Paul, Jr.,OD Members Absent: Mark Veenstra, PE Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Mr. Keith Elmore presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on February 3, 1993. The minutes were approved. Recognition: Super Staff Award - Beth Day Mr. Coble recognized and congratulated Ms. Beth Day, Epidemiology Director, recipient of the Semi-Annual Super Staff Award. 100\ Smokefree Establishments Mr. Coble recognized 28 New Hanover County 100% Smokefree Establishments. Guests Mr. Parker welcomed and introduced Ashley and Lauren Elmore, daughters of Mr. Elmore. Departmental Focal: Ms. Dianne Harvell, Environmental Health Director, presented the departmental focal on Food and Lodging Inspections in New Hanover County. Ms. Harvell explained the sanitation inspection process mandated by North Carolina Commission for Health Services Regulations. She invited Board of Health members to participate in a food and lodging inspection with Environmental Health staff. 222 Committee Reports: Budget Committee Ms. Lynda Smith, Assistant Health Director, gave the Budget Committee report. She stated that the Budget Committee met on January 28 and February 17, 1993. She stated the Budget Committee recommends the approval of Fiscal Year 1993-94 Budget Request with further study of the three following requests: I Budget 5111 - Reclassification of three Environmental Health Specialists. Pay grade for positions is to be furnished by the Human Resources Department. Budget 5111 - Request from Environmental Health for cellular phones and hand held radios. Approximate cost: $10,800 for Base Station Radio System. Budget 5182 - Health Educator I position: Request from the New Hanover County Year 2000 Health Objectives Committee. Position to be responsible for carrying out the committee's objectives. Ms. Dianne Harvell, Environmental Health Director, presented the request for the radio communication system for Environmental Health. Doctors Clancy and Macris stressed the importance of a good communication system. I Mr. Parker informed the Board that any increase in personnel has an impact on administrative cost to the county. He stated that Home Health is the only program that does not cost the county. He referred the Board to a memo regarding the lack of raises for county employees over the last few years. The County Pay and Classification Study did not award salary increases to all staff. After discussion a motion from the Budget Committee was presented to approve the 1993-94 Fiscal Year Budget as presented including the above three Budget Committee recommendations. Upon vote, the MOTION CARRIED. Mr. Greer abstained from voting. Ms. Smith explained the County Manager's Recommended FY93-94 Budget will be presented to the Board of Health for their review. She stated that while the health department FY 94 budget reflects an increase of $515,000 in expenditures, there is also an increase of $480,000 in other than county revenues and an increase of only $34,000 in county revenue. Environmental Health Committee Dr. Spiro Macris, Chairman, reported that the Environmental Health Committee met at 7:00 P.M. on Monday, February 15, 1993. I The lack of disposal sites and/or method of disposal for grease, septage and sludge in New Hanover County was discussed. A proposal prepared by Mr. Ray Church, County Environmental I I I 223 Management Director and Wyatt Blanchard, County Engineer, was presented for an addition to the Souths ide Treatment Plant to facilitate the disposal of New Hanover County generated grease and septage. Mr. Greer expressed that the disposal of grease, septage and sludge is a regional issue which the Southeastern North Carolina Counties should address for a more cost effective disposal process. Dr. Macris moved from the Environmental Health Committee to endorse the proposal for expansion of the Southside Treatment Plant to facilitate the disposal of grease and septage generated in New Hanover County and to present the proposal to the Wilmington City Council and New Hanover County Commissioners to heightened their awareness of the disposal of grease and septage problem in the county. Upon vote, the MOTION CARRIED. Ms. Dianne Harvell, Environmental Health Director, informed the Board that Mr. Blanchard's total estimate for the cost of the above addition to the Southside Treatment Plan is $250,000. Recognition Program for Productive County Employees (RPFPCE) Dr. Clancy, Chairman, reported further study on the establishment and implementation RPFPCE is in process. He asked the Board for their suggestions regarding this program. A list will be generated with criteria from industry and health agencies for the RPFPCE in April 1993. Ms. Alford suggested that the health department staff participate in the planning of the RPFPCE. Unfinished Business: Request for Animal Control Clerical Specialist I position Denied Mr. Parker announced the request for a Clerical Specialist I position for Animal Control was denied by the New Hanover County Management Team. Revenues to cover this expense were documented in the request. New Business: Comments: Board Members Dr. Macris inquired about the feasibility of the St. James Inn site for the New Hanover Community Health Center. Mr. Parker explained that the Site Search Committee will make this site selection wi thin the next three weeks. Funds for this site cannot come from the federal grant and will be provided by other funds. 224 Health Director Board members were encouraged to attend the Area Health Education I Center Boards of Health Continuing Education on The Year 2000 Health Objectives from 6:30 P.M. - 9:15 P.M. on Thursday, March 18, 1993, at the Wilmington Hilton - Dinner included. The Orientation to Board of Health Service Leadership Institute will be held on March 26, 1993 in Fayetteville, N. C. Mr. Parker gave a summary of the 1992 Animal Control Activity Report. He stated a Northampton County dog was found rabid on February 3, 1993. Mr. Parker presented the North Carolina Syphilis Morbidity Report 1989-1992. New Hanover County increased 100 cases of Syphilis during this report period. A list of Smoke Free Schools and telephone calling cards were distributed to the Board. Mr. Parker reported there were 2,606 New Hanover County 1991 resident pregnancies with 859 abortions, 1,735 live births and 7 fetal deaths. He stated the New Hanover County Health Department Norplant Clinic has seen 121 patients since December 1992. The Rankin Terrace/New Hanover Community Health Center Clinic has I extended their hours from 8:00 A.M. - 8:00 P.M. The N.C. Ocean Outfall Forum sponsored by Neuse River Council of Governments and N.C. Department of Environment, Health and Natural Resources will be held on April 19-20, 1993, at the Atlantic Beach Sheraton, Atlantic Beach, N.C. The topic is "The Discharge of Treated Wastewater to the Atlantic Ocean, Coastal Impacts, Benefits, Concerns and Planning."
