05/05/1993 BOH Minutes I I I 229 Mr. Coble called the regular business meeting of the New Hanover County Board of Health (NHCBH) to order at 8: 00 A.M. on Wednesday, May 5, 1993, in the Dr. Thomas Fanning Wood Library, New Hanover County Health Department (NHCHD), Wilmington, North Carolina. Members Present: John M. Coble, Chairman Spiro J. Macris, DDS, Vice-Chairman Thomas V. Clancy, MD Mary King Dean W. Keith Elmore, RPh Members Absent: Robert G. Greer Dennis L. Jackson, DVM Edward L. Paul, Jr., OD Laura Pitts Maness Mark A. Veenstra, PE Mary Lou Alford, RN Others Present: Robert S. (Bob) Parker, Health Director Frances F. De Vane, Recording Secretary Mr. Veenstra presented the invocation. Mr. Coble called for corrections to the minutes of the meeting on April 7, 1993. The minutes were corrected and approved. Recognition: 100% Smokefree Establishments Mr. Coble recognized nine New Hanover County Establishments. Mr. Parker announced that organizations have been recognized by the NHCHD. 100% 235 Smokefree smokefree National Nurses Week Ms. Betty Creech informed the Board that this week is National Nurses Week. National Nurses Day will be celebrated on Thursday, May 6, 1993. Public Health Nursing originated in New York 100 years ago. The first Public Health Nurse in New Hanover County was in 1904. The New Hanover County Board of Health hired its first Public Health Nurse in 1915. Departmental Focal: Ms. Linda Calla, Nutrition Intern, University of New York, presented the departmental focal on Women, Infants and Children (WIC) Supplemental Food Program and Infant Morality. 230 Committee Reports: I Employee Recognition Program (EPR) Mr. Coble explained that Andre Mallette, Director, New Hanover County Department of Human Resources, plans to attend a future Board of Health meeting to discuss the feasibility of an Employee Recognition Program for NHCHD staff as submitted by the Board of Health to Mr. Mallette for study. Budget Mr. Veenstra, Chairman, Budget Committee, reported that the Budget Committee met on Monday, May 3, 1993, to review the County Manager's Recommended Health Department FY1993-94 Budget. Most Capital Outlay requests were approved excluding workstations/shelving for the upstairs room now used for storage and the building for Vector Control. Mr. Veenstra explained that the Budget Committee recommends that the Board accept the Capital Outlay items as included in the County Manager's Recommended Budget. The Budget Committee recommended that the Animal Control positions cut in the County Manager's Recommended Budget be restored in the FY1993-94 Health Department Budget. Ms. LYnda Smith, Assistant Health Director, summarized the budget I requests for new positions, reclassifications, and Capital Outlay items. She presented the health department budget requests and the County Manager's recommendations as follows: Salaries & Fringes Operating Capital Outlay $5,125,806 2,278,103 127,945 $7,531,854 Recommended Budget $5,405,965 2,255,203 24,562 7,685,730 Health Department Budget Request Total Mr. Parker, Health Director, explained the health department budget reflects a total 9% increase with only a 3% increase from county revenues. After a lengthy discussion, Mr. Veenstra moved from the Budget Committee that the Board of Health approve the County Manager's Recommended Health Department 1993-94 Budget with the additional request for the three ( 3 ) Animal Control positions which were excluded from the recommended budget. Upon vote, the MOTION CARRIED. I I I I Ms. smith distributed to the Board a memo to Commissioner Sandra Barone from Ms. Cam McAbee, Budget Director, regarding Ms. Barone's questions on the health department budget. Community Planning On behalf of the Community Planning Committee, Mr. Parker presented a request for the Board's endorsement of the New Hanover County Year 2000 Health Objectives and Strategies. The New Hanover County Year 2000 Health Objectives Committee was selected as a model for the state and has accomplished most of the tasks for state certification. He explained that the Year 2000 Health Objectives Committee would like to be state certified. After a review of the Health Objectives and Strategies, Ms. Maness requested that Section III. Substance Abuse, B. Strategies, 3. be corrected to read: "Promote the increase of alcohol free and drug free activities available to youth." Mr. Parker showed a video entitled "Healthy Carolinians 2000" explaining the work of the Year 2000 Health Objectives Task Force. Mr. Parker moved from the Community Planning Committee to endorse the New Hanover County Year 2000 Health Objectives Committee Objectives and Strategies. Upon vote, the MOT7ON CARRIED. Environmental Health Dr. Spiro Macris, Chairman, reported that the Environmental Health Committee met at 7:00 P.M. on May 3, 1993 at the NHCHD. He reported that the proposed repeal of Regulations Governing Air Pollution Control adopted November 2, 1966 was advertised as required. Dr. Macris moved from the Environmental Health Committee to repeal and officially delete the Air Pollution Control Regulations adopted 11/2/1966. Upon vote, the MOTION CARRIED. Dr. Macris stated that City and County representatives met with several Board of Health members to discuss the grease and septage disposal problem in New Hanover County. These representatives plan to make recommendations to the City and County governing boards regarding the feasibility of modifying the Souths ide Treatment Plant. Mr. Greer reported that the County Commissioners voted on Tuesday, May 4, to share the cost of this study with the City of Wilmington for the possible upgrade of the treatment plant for the acceptance of grease and septage. Unfinished Businessb Volunteers for Ch1lr Services Coordination ICSC) Program II Ms. Maness informed the Board of Health that she is trying to I secure volunteers to assist in the Child Services Coordination I Program of the NHCHD. New Business: County Government Day Ms. Beth Day introd~ced two high school students participating in New Hanover County I Government Day. This is an opportunity for students to learn how local county government offices operate. Comments: Board Members Mr. Coble stated he has received calls and notes of appreciation I to the Board for tàe NHCHD Staff Luncheon sponsored by the Board of Health on Frida~, April 23, 1993. Health Director I Mr. Parker distributed to the NHCBH a copy of a health care reform essay entitled, "Public Health In the New American Health System," prepared by Dr. William Roper. I Home Health Accreditation Mr. Parker announbed that the NHCHD Home Health Agency has received recommendÅtion for Accreditation with Commendation from the Joint Commilssion on Accreditation of Health Care Organizations (JCAHCO) . He expressed his appreciation to the Board of Health for their support and participation in this process. He comrrlended Ms. Karen Hogan, Home Health Director; Ms. Jeanne Rose, Q*ality Assurance Coordinator, Ms. Sharon Brock, Administrative Officer and the Home Health staff for their display of excelletce in the accreditation process.
