Mr. Parker presented the invocation.
Mr. Coble called for corrections to the minutes of the meeting on
October 6, 1993. The minutes were approved.
Recognition:
100% smokefree Establishments
On behalf of the Board of Health, Mr. Coble recognized one New
Hanover County Smokefree Establishment.
Departmental Focal:
"Winning Shots...Immunize" Inmunization Tournament
Ms. Beth Day, Epidemiology Director presented the department
focal on the "Winning Shots... Immunize", a health department
project to improve immunization compliance among children 0-2
years of age. Mr. Parker explained that Ms. Janet McCumbee,
Public Health Nurse, and Ms. Day were recipients of the North
Carolina Public Health Association Katz Award for their
contributions in the field of childhood immunizations. Mr. Coble
thanked Ms. Day for her presentation.

Executive

Mr. Coble reported that the Executive Committee met at 6:15 P.M.
on October 18, 1993.
Depo-Provera Contraceptive
Mr. Coble recommended from the Executive Committee that the Board
of Health approve the adoption of the Depo-Provera contraceptive
method for usage in the Family Planning Clinic of the health
department.
Ms. Betty Jo McCorkle, MCC Director, explained that Depo-Provera
has been used for years and was approved this year by the Food
and Drug Administration as a contraceptive. It is administered
by injection every three months, reversible and 99% effective.
The birth control drug is used in 75% of North Carolina Health
Departments and has been used by more than 30 million women since
1960. She stated that a $4,500 state grant is available to the
NHCHD Family Planning Program for administering Depo-Provera.
Medicaid will reimburse the health department $26 for each
injection.
A discussion on Depo-Provera followed. Dr. Jerry Pence, Dr.
Brent Wright and Ray Dixon, Upjohn Representative, were present
to answer medical inquires regarding this birth control method.

1. "In my opinion the risks attributed to Depo-Provera outweigh

consent for the reception of this drug."
Dr. Brent wright, Gynecologist, stated that the side effects of
this drug are minimal considering that pregnancy is the
alternative. He stated medical care is available to take care I

After discussion Mr. Coble moved from the Executive Committee that
the NHCBH approve Depo-Provera for usage as a contraceptive method
in the NHCHD Family Planning Program. Upon vote, the MarION
CARRIED.

Mr. Coble moved from the Executive Committee that the above
Kindergarten Health Assessment Fee Policy Rate of Pay be adopted
effective December 1, 1993. Upon vote, the MarION CARRIED.
New Business:
Rabies Education
Dr. Clancy reported that the Rabies Committee has prepared a Rabies
Education Program proposal. The purpose is to make the public more
aware of the rapid spread of Rabies in North Carolina and South
Carolina. He announced that the Second Annual Inner City Rabies
Clinic will be held on Saturday, November 6, 1993, from 12 Noon -
4:00 P.M., at the Five Points Community Center, Wilmington, N.C.
Mr. Currie, Animal Control Director, stated that a component of the
Rabies Education Program could include educational materials for
New Hanover County youth. He showed a video, "Take The Bite Out of
Rabies", on a New Jersey School System Rabies Education Program.
Mr. Currie explained that this video could be adapted for usage in
New Hanover County Schools, civic clubs, etc. Mr. Currie stated he
plans to approach the Board of Education and local veterinarians
regarding their participation in this project.
Ms. Donna Neal, Chairman, Animal Control Advisory Committee,
summarized the above educational proposal. She stated that the
proposed Rabies packet will include booklets, pamphlets and videos
on Rabies for the school system and other citizens. The estimated
cost for this proposal is $7,000.
It was the consensus of the Board of Health to refer the Rabies
Education Program proposal to the Health Promotions Committee of
the Board of Health for further study.

Board of Health Members
Ms. Maness requested that the Breast and Cervical Cancer
Screening Grant, if available, be reconsidered and placed on the
Board of Health Agenda as soon as possible. She stated that if
these funds are available, she felt the Board would be remiss if
it is not reconsidered. She again expressed concern regarding
the medical risks of Depo-Provera or any other oral contraceptive
especially among teenagers who do not understand the risks. Ms.
Maness, also, requested feedback on the smokeless tobacco issue.
Health Director
Mr. Parker reminded Board members to attend a Public Health
Forum on Assuring An Appropriate Role for Public Health Under
Health Care Reform, from 2:30 P.M. until 8:30 P.M., on November
8, 1993, in Wilmington, N.C.
Mr. Parker welcomed Karon Broadway, Member, Junior League of
Wilmington, N.C., Inc.
Mr. Parker introduced the following new NHCHD employees:
Janice Fowler, Medical Laboratory Assistant, Laboratory
Kim Sykes, Medical Office Assistant, Epidemiology
Mr. Parker informed the Board that the New Hanover
Department of Human Resources is implementing a Class Act
Program as a result of a recommendation from the Board of

Mr. Parker announced that the Health Department staff collected
$3,188.83 for the NHCHD United Way Campaign.
Mr. Parker invited Board members to the Health Department Annual
Christmas Party, from 12 P.M. - 2 P.M. on Friday, December 17,
1993. It will be a Pig Picking featuring local talent.
There being no further business Mr. Coble adjourned the meeting
at 9:45 A.M.
