03/10/1982 00888 I The New Hanover County Board of Health met on Wednesday, March 10, 1982 at the New Hanover County Health Department. MEMBERS PRESENT: Carl Durham, Chairman Roma Lee Hall, Vice Chairman Donald Blake J. William Eakins, M.D. Hal A. Franklin, II, M.D. William Grathwol Larry Neal, D.D.S. Hobart Whaley MEMBERS ABSENT: One Vacant Membership OTHERS PRESENT: James M. Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Mr. Durham, Chairman, called the meeting to order at 8:06 A. M. and called for corrections to the February 3, 1982 minutes. Mrs. Hall moved the minutes be approved. Mr. Whaley seconded the motion and it carried unanimously. I Proposed FY 1982-83 Budget: A report by the budget committee, Mr. Durham, Mrs. Hall, Mr. Blake, and Dr. Eakins, highlighted the proposed budget. The total requested increase was 6.43%. Mr. Brown indicated that sensitivity to economic conditions and maintaining the best possible services for the community were carefully considered as the budget was prepared. After reviewing the budget committee's report and with some discussion that fees should be considered as a means of revenue for health services when possible, and that animal control should approach self support status with fees, fine and board, Mr. ~~aley moved the proposed FY 1982-83 New Hanover County Health Department budget be accepted by the Board of Health as pre- sented and forwarded to the Board of Commissioners for their review and approval. Dr. Neal seconded the motion and it unanimously carried. Mr. Durham asked Mr. Brown to report progress on the budget process and review as changes occurred. Septage Disposal: Mr. Grathwol reported that the Committee on Septage Dis- posal will present a preliminary report to Mr. Ed Hilton by mid March with a final report by the beginning of April. Mr: Grathwol reported that sludge, not Biological Oxygen Demand, appeared to be the major problem. The Board of Health's major concern in that the spiraling cost of dumping septage will discourage the public from having septic tanks properly maintained and that illegal dumping will occur. I Home Health Care: Mr. Brown distributed copies of the Policy Statements concerning Home Health Care by the New Hanover County Health Department and Comprehensive Home Health Care for the Board's information. " ) Perinatal Grant: Mr. Brown reported that New Hanover County Health Depart- ment had been awarded an additional $19,500 by the Department of Human Services, Division of Maternal & Child Health Services for perinatal care services through a cooperative effort with New Hanover Memorial Hospital, Brunswick County Health Department, and Pender County Health Department. There is reasonable assurance that funding of this program will continue for FY 1982-83. Dr. Eakins moved that the additional Maternal Child funds be accepted and forwarded to the County Commissioners for their approval. Mrs. Hall seconded the motion and it unanimously carried. Fees: Mr. Durham appointed a committee, Dr. Neal, Chairman, Mrs. Hall, and Dr. Eakins, to look into establishing a fee structure for services in the Department. OAR Program: Mr. Brown reported that several people had worked for the Depart- ment through the Offender Aide Restoration program and had been an excellent source of help. In addition, Judge Burnett is sending offenders to us for information on health services available to them through the Health Depart- ment. This project has also been quite successful. There being no further business, Mr. Grathwol moved the meeting be adjourned. Dr. Eakins seconded the motion and it unanimously carried and the meeting was adjourned at 9:00 A. M.
