04/07/1982 " 00890 I The New Hanover County Board of Health met on Wednesday, April 7, 1982 at the New Hanover County Health Department. Members Present: Carl Durham, Chairman Roma Lee Hall, Vice Chairman Donald Blake J. William Eakins, M. D. Hal A. Franklin, II, M. D. Larry Neal, D. D. S. Hobart Whaley Members Absent: William Grathwo1 One Vacant Membership Others Present: James M. Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Mr. Durham, Chairman, called the meeting to order at 8:05 A. M. and called for corrections to the March 10, 1982 minutes. Mrs. Hall moved the minutes be approved. Mr. Blake seconded the motion and it carried unanimously. I Seafood-Shellfish Ordinance: A draft of the Seafood-Shellfish Ordinance had been mailed to the members of the Board for study. Mr. Pope reported that a copy had been mailed to the Division of Health Services asking for input, but he had not received a reply. After comments from the Board regarding enforcement, frequency of grading and other specifications, Mr. Blake moved that the draft of the Seafood-Shellfish Ordinance be accepted by the Board and that date for a public hearing be set. Mr. Whaley seconded the motion and it carried unanimously. Suggested changes from the hearing will be considered by the Board for the final draft. Fees for Service: The Fee Committee will have a report for the Board at the May meeting and bring suggested fees to the Board for approval in June. Septage Disposal: Mr. Brown reported on the proposed septage disposal site in Castle Hayne and a meeting with residents from Castle Hyane who were in opposition to issuing a permit to dump septage in the Castle Hayne area. Mr. Brown reiterated that. no permit will be issued without proper consider- ation, review and specifications and that the Board of Health and Board of Commissioners will discuss and review the issue and act in the best interest of the citizens and environment of New Hanover County. I Animal Control Advisory Committee: Dr. Neal reported that Ms. Darlene Hewett who was re-appointed to the Animal Control Advisory Committee for 1982 year had moved to Florida and that the Animal Clinic Foundation which she repre- sented had been dissolved. Dr. Neal nominated Chris Evans, Kennel Operator and Animal Breeder to fill this vacancy. Mrs. Hall moved the nominations be accepted. Dr. Franklin seconded the motion and it carried unanimously. -=00891 ( Complaint-Barking Dogs: John Larsen appeared before the Board asking for relief from the nuisance of barking dogs in his neighborhood. Since the Animal Control Division and Sheriff's Department have both investigated numerous times and have not been able to hear the dogs barking or causing a disturbance, Mr. Pope sug- gested that Mr. Larsen should get at least one other neighbor who would sign a complaint with him and bring civil action against the owner of the barking dogs. The Animal Control Personnel were instructed to make a survey to see if any of the neighbors were willing to sign a complaint along with Mr. Larsen. Mr. Brown Reported: A budget hearing with the County Manager, Assistant County Manager, Finance Officer and Personnel Officer was held on April 1, 1982 and that there had been several cuts to the budget, none really drastic. The Perinatal Grant had been accepted by the County Commissioners and we are working to employ the personnel to begin this program. A new agreement had been signed by the Chairman of the Board of Health and the County Sheriff to cover the Jail Health Program for FY 1982-83. There were no changes in the agreement. The Drainage Committee is still active - meeting every three or four weeks. The committee is presently working on standard ditch sections and vegetation stan- dards. A handbook will be developed that will include this information. There being no further business, Dr. Eakins moved the meeting be adjourned.
