06/16/1982 00898 The New Hanover County Board of Health met on Wednesday, June 16, 1982 at the New Hanover County Health Department. I Members Present: Carl Durham, Chairman Roma Lee Hall, Vice Chairman Donald Blake J. William Eakins, M. D. Hal A. Franklin, II, M. D. Larry Neal, D. D. S. James Strickland Hobart Whaley Members Absent: William Grathwol Others Present: James M. Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Mr. Durham, Chairman, called the meeting to order at 8:00 A. M. and called for corrections to the May 5 and May 11, 1982 minutes. Mrs. Hall moved the minutes of May 5, 1982 be approved. Dr. Eakins seconded the motion and it carried unani- mously. Mrs. Hall moved the May 11, 1982 minutes be approved. Dr. Neal seconded the motion and it carried unanimously. I Mr. Brown introduced his Management Team to the Board, this team made up of Divi- sion Directors, Supervisors and Administrative Staff. He also mentioned that Mr. Jim McMahan would act as Coordinating Assistant Director while he is on vacation. Mr. Brown urged the Board to contact any of the management team at any time for assistance or information. He also told the Board that he plans to operate on this basis when he returns - that he wants the management team to be more actively involved. He also said he plans to have them attend Board of Health meetings when agenda items concern them. Seafood and Shellfish Ordinance: Dr. Neal reported on the follow-up hearing he had with Seafood and Shellfish establishment owners. Several suggestions were made by these owners which were discussed with the Board and will be incorporated in the final draft. Dr. Eakins again raised the issue of disposal of garbage in and around these establishments. This will be explored further before final draft is submitted. Management Study: Mrs. Hall reported that the Management Study Committee agreed in concept with the Management Study done by Planning & Design Associates of Raleigh, N. C. The committee suggested a comparison study on the telephone system, suggested the outside entrance to the Health Director's office be eliminated and agreed whole- heartedly with using the auditorium for needed clinic space. Mr. Blake suggested we look at the Telephone System and Computer System at New Hanover Memorial Hospital and investigate tying in with these systems. Mr. Brown will investigate and report to the Board in August. Mrs. Hall moved the Board support the Management Report as submitted. Dr. Franklin seconded the motion and it unanimously carried. I Septic Tank Ordinance: Mr. Brown told the Board that new Sewage Treatment and Disposal Rules have been adopted by the Commission for Health Services to become effective July 1, 1982. He told the Board that all of New Hanover County Board of Health rules associated with sewage treatment and disposal will be attached 0089D~ to the respective State sections and be given to Mr. Grathwol and the sewage disposal committee for review. Hopefully this report will be given to the Board at the September meeting for final action in October. 1 Consultant Report: Mr. Jim McMahan told the Board that he had been very pleased with the reception he received at the Department and that everyone had been very cooperative. He reported that his first two weeks had been spent mostly in orienta- tion to the Department and Community. Some of his more specific activities include: 1) Studying options of Assistant Director or Administrative Officer or expanding the personnel position. 2) Working on Home Health One-Write System which will begin on July 1, 1982. Forms are presently at the printers. 3) Looking at communications at all levels. 4) Weekly meetings with Division Chiefs have been re-established. 5) Working on fee collection system and policy - and plans for educating the public to a fee system. 6) Beginning a system of gathering information for Home Health Cost Report. 7) Working on mechanism for developing policy and ordinances. Mr. McMahan told the Board that he would like to begin a program to get positive accomp- lishments of the staff before the public. He said he feels the positive things about the department should be emphasized. Commissioners Budget Hearing: Mrs. Hall reported that she and Mr. Brown had attended a budget hearing with the County Commissioners on June 10, 1982. She reported that it was a good hearing and felt the budget, as approved, was one we could live with. July, August and September Board of Health Meeting Schedule: Mr. Brown and Mrs. Hall worked out a summer schedule for Board of Health meetings and recommended the following dates: July 14, August 11 and September 8. The October meeting would revert back to the first Wednesday of the month schedule. By common consent this schedule was adopted. Fee Schedule: Mr. Durham reported that hopefully the fee schedule will be finalized 1- at the August meeting. Animal Control Advisory Committee Appointment: member of the Kennel Club, to fill the vacancy the nomination and it carried unanimously. Dr. Neal nominated Diane Connor, a on the Committee. Mrs. Hall seconded Water Sampling - Small Community Systems: Mr. Brown submitted a report that had been done by John Moran, former Environmental Health Supervisor, giving data on number of systems, tests being done and cost. Mr. Blake feels that the Health Department should be responsible for quality control on these tests. Pete Davis, Environmental Health Supervisor, was asked to check with Ralph Harper, State Environmental Health Consultant, to see what he is doing to make sure the samples submitted by the owner of the system is a true sample. Mr. Davis will also compile information regarding Community and Non-Community Systems,what would be involved if we begin this quality control (i.e. additional time required by Sanitarians and additional cost). Health Director's Job Description: A copy of a proposed Job Description for the Health Director had been mailed to the Board. After discussions and amendments, Mr. Blake moved the Job Description be accepted. Mrs. Hall seconded the motion and it carried unanimously. Rabies Vaccination of Cats: Dr. Neal reported that copies of ordinances which include Rabies Vaccination of Cats have been requested from several counties. He said the Advisory Committee for Animal Control will review these and begin working on an ordi- 1 nance for New Hanover County. Dr. Eakins suggested Charles Newkirk, Animal Control Chief, secure figures from the State on Rabies reported within a 100 mile radius for racoons, cats and other animals. It was pointed out that we do have quarantine authority written in our present ordinance to deal with emergencies. OQ~CO I Septic Tank Installer & Pumper License Renewal: Mr. Brown reported that since we hope to complete the Septic Tank Ordinance, which will incorporate licensure for septic tank installers and may necessitate minor changes, we extend the licensure renewal to November 1, 1982 on a one-time basis. Our present ordinance requires that licenses be renewed annually by July 15 of each year. Mr. Blake moved the licenses be extended to November 1, 1982 on a one-time basis. Mr. Whaley seconded the motion and it unanimously carried. Appointment of Acting Health Director: Mr. Durham told the Board that it would be necessary to appoint an Acting Health Director for legal purposes while Mr. Brown is on vacation. Mr. Durham suggested that Dr. Eakins serve as Acting Health Director from July 1 to August 9, 1982. Mrs. Hall moved Dr. Eakins be requested to serve as Acting Director for this period of time. Mr. Whaley seconded the motion and it carried unanimously. Dr. Eakins said he would be glad to serve in this capacity. Executive Session: Mr. Durham moved the Board adjourn to executive session to discuss personnel matters. Dr. Eakins seconded the motion and it carried unanimously. The Board entered executive session at 9:53 A. M. Mr. Durham moved the Board adjourn executive session and return to regular session. Dr. Eakins seconded the motion and it unanimously carried and the Board entered regular session at 10:33 A. M. I There being no further business, Mr. Whaley moved the meeting be adjourned. State Classification - Local Health Administrator IV DESCRIPTION OF WORK The Health Director, New Hanover County Department of Health, is the chief administrator of the Health Department, reporting to the Board of Health. The Health Director is responsible for planning, coordinating, implementing, evaluating and financial control of a variety of health programs. The work includes the administrative direction of a staff of technical and medically related personnel as well as clerical employees. REQUIRED EDUCATION AND EXPERIENCE Master's degree in public health administration from a two-year program and three years of experience in administrative management. one of which must have been in health related program; or master's degree in any area of public health and four years of administrative management experience, two of which must be in a health related program; or master's degree in public administration or any health related field and four years of administrative management exper- ience, three of which must have been in a health related program; or graduation from an accredited four-year college or university and six years of experience in a human services field, four of which must have been in a health related program with at least three years in an administrative management capacity; or an equivalent combination of education and experience. This education and experience should be exemplified by: 1. A broad base of knowledge in all technical areas affecting public health, including general and preventive medicine, environmental management and quality control, sanitary engineering, dental health, nutrition, epidemiology, laboratory science, health education and animal control. ~ 2. A broad knowledge and ability to comprehend and apply public laws, ordinances, I rules and regulations affecting public health. 3. Skill in budgeting and accounting practices in order to provide direction to staff in budgeting and accounting methods. Knowledgeable of all reporting requirements of North Carolina State and Federal programs. SPECIFIC RESPONSIBILITIES - EXAMPLES 1. Identify community and agency needs. Formulate policies, procedures, goals and objectives relative to those needs or problems and present them to the Board of Health for consideration. Implement policy and procedure approved by the Board of Health. Monitor the progress of programs, practices and operations and evaluate them against stated objectives. Provide direction and leadership to maintain progress in meeting goals and objectives. 2. Establish, implement and maintain sound management policies, procedures and tit practices related to internal operations, fiscal control. personnel management, long range planning and public relations. Monitor progress and periodically evaluate the effectiveness of the policies, procedures and practices. 3. Establish, implement and maintain public relations policies, procedures and practices that will create an awareness and inform the public of Health Depart- ment regulations, operations and activities in order to maximize their accep- tance and utilization. Monitor and periodically evaluate the public's aware- ness, acceptance and utilization of Health Department regulations, operations and activities. a~ 4. Develop and maintain effective^professional relationships with all related City, County, State and National Agencies. I 5. Represent the Health Department at forums, meetings and conferences of local and State groups. Participate in professional groups and organizations and encourage Health Department employees to do likewise. I tit I 6. Organize and manage the development of the Health Department and the establishment of its policies, procedures, goals and objectives so that the responsibilities and activities of the department are carried out in an efficient and timely manner with maximum utilization of all resources. 7. Work with the administrative staff to manage the development and implemen- tation of agency policies, procedures, practices, goals and objectives. Monitor and periodically evaluate progress to assure a consistant under- standing of their intent. 8. Perform appropriate staffing activities to maintain qualified personnel. Provide for appropriate development and training activities. Establish mechanisms to evaluate the effectiveness of these activities. 9. Develop and implement training schedules or programs for the administrative staff to maintain current knowledge and practice of public health administration. 10. Participate with the Board of Health in developing and implementing continuing education, training and professional development programs for the Health Director. 11. Identifies and develops cooperative programs with other agencies and resources in County and state such that Health Department goals are more broadly attained. 12. Maintains an up to date awareness of new State and National programs which will benefit the local health care programs. Writes and submits such grant or assistance applications which will facilitate the Health Department program.
